RECREATIONAL MARIJUANA THAT HAS BEEN LEGALIZED IN VARIOUS STATES

HAS NOT LED TO AN INCREASE IN TRAFFIC RELATED DEATHS.

THAT WAS A HUGE CONCERN OF THOSE WHO WERE AGAINST LEGALIZING

MARIJUANA AND IT TURNS OUT THAT VARIOUS STUDIES HAVE

INDICATED THAT NO COMMONALITY STATES HAVE LEGALIZED IT, WE

HAVE AN EXPERIENCE AN INCREASE IN TRAFFIC RELATED DEATHS.

WE COVERED A STORY SIMILAR TO THIS A FEW MONTHS AGO AND

THIS IS YET ANOTHER STUDY.

LET ME GIVE YOU THE DETAILS.

DEATHS ACTUALLY DROPPED 11%

ON AVERAGE IN STATES THAT LEGALIZED MEDICAL MARIJUANA.

THIS IS TRAFFIC RELATED TO STOP PEOPLE THOUGHT PEOPLE WOULD

SMOKE WEED AND GET BEHIND THE WHEEL AND DRIVER RADICALLY.

IF YOU EVER SMOKED WE DO KNOW THAT DOESN'T REALLY MAKE

SENSE BUT ALSO THE PEOPLE WHO SMOKE MARIJUANA USUALLY

HAVE DIFFERENT HABITS.

THEY ARE LESS LIKELY TO GO OUT.

THEY ARE MORE LIKELY TO STAY IN.

THE HYPOTHESIS BEHIND THIS IS OKAY, PEOPLE ARE STAYING IN

AN SMOKING WEED AND THEY ARE NOT GETTING BEHIND THE WHEEL AT

ALL AND THAT IS WHAT IS POSSIBLY LOWERING THE NUMBER OF

TRAFFIC RELATED FATALITIES.

THERE ARE A BUNCH OF DIFFERENT THEORIES HERE BUT

LET'S CUT THROUGH ALL THAT.

LET ME BACK UP AND THEN GET TO THE THEORIES.

I SAW THE HEADLINE FOR THE STORY.

I CAME IN A LITTLE SKEPTICAL.

WE'VE SEEN TOO MANY STORIES ABOUT HOW MIRACULOUS

MARIJUANA IS, RIGHT?

AND I THOUGHT TO MYSELF BEFORE I READ THE CONTEXT OF THE

STORY IF IT IS A RED TWO OR 3%

DIFFERENCE I'M GOING TO DISCOUNT AND SAY IT IS JUST VARIANCE.

BUT 11% OVER ALL OF THESE DIFFERENT STATES, OVER ALL THIS

TIME WHEN THEY STUDIED 1.2 MILLION TRAFFIC FATALITIES,

THAT'S PRETTY SIGNIFICANT AND IN CALIFORNIA AND IN NEW MEXICO,

THE YEAR AFTER THEY MADE MEDICAL MARIJUANA LEGAL THERE WAS A

17% DROP IN NEW MEXICO AND A 16% DROP IN CALIFORNIA.

IT ACTUALLY THEN CAME BACK TO THE CLOSER AVERAGE OF 11%

OVER THE YEARS, BUT NO, THAT IS CLEARLY AN EFFECT.

IT'S AN OBVIOUS EFFECT.

LET'S TALK ABOUT METHODOLOGY A LITTLE BIT AND WHAT THIS

ALL MEANS.

SO FAR THE STUDIES HAVEN'T FOUND A CAUSAL LINK.

BUT THAT'S VERY HARD.

IT IS, AND LOOK, I FEEL LIKE THAT SOMETHING RESEARCHERS CAN

ACHIEVE WITH MORE RESEARCH INTO THIS AS TIME GOES ON BECAUSE

REMEMBER, THIS IS A RELATIVELY NEW PHENOMENON IN THE US.

BUT THE CORRELATION IS STRONG BECAUSE IN THE VERY LEAST

WHAT THIS DOES PROVE IS YOU LEGALIZE MARIJUANA, IT

DOESN'T MEAN THAT IT WILL LEAD TO MORE PEOPLE CAUSING

FATALITIES IN THE CAR ACCIDENTS.

THAT'S ABSOLUTELY RIGHT.

AT A MINIMUM, THE PROPAGANDA THAT THE WORLD IS GOING TO

FALL APART AND EVERYONE IS GOING TO BE CRASHING INTO ONE

ANOTHER IS TOTALLY NOT TRUE.

NOT EVEN REMOTELY TRUE.

2ND OF ALL, THEY CAN SHOW THE CORRELATION AND PART OF

WHAT WE DO HERE IS ANALYSIS AND YOU CAN SAY HEY, I AM GOING

TO DISCOUNT YOUR ANALYSIS.

YOU JUST TOLD ME WHAT THE FACTS ARE NOT CAN MAKE MY OWN

JUDGMENT, BUT IT IS SO HARD FOR THEM TO PROVE THAT PEOPLE

ARE STAYING AT HOME AND THAT IS WHY ALL OF THIS STUFF.

HERE IS MY HYPOTHESIS ON IT.

1ST OF ALL, OF COURSE THAT IS TOO BIG OF A NUMBER.

WE'RE NOT TALKING ABOUT AROUND THE EDGES, TWO OR 3%.

WE'RE TALKING ABOUT ALL OF THOSE STATES AND ALL OF THOSE

FATALITIES.

11% IS A BIG NUMBER.

THE YEAR AFTER THE LAW PASSES, FOR THEM TO HAVE A 16% DROP IN

FATALITIES IS NO JOKE AND HAVE A HAPPEN AT ALL THOSE DIFFERENT

STATES AT THE SAME TIME SEEMS LIKE A HIGH CORRELATION.

ON ALL THE DIFFERENT THEORIES AS TO WHY HERE'S MY BEST GUESS.

THERE ARE TWO MAIN FACTORS.

ONE IS THEY ARE SUBSTITUTING IT FOR ALCOHOL AND ALCOHOL

KILLS A LOT MORE PEOPLE WHEN YOU DRIVE WHEN YOU'RE DRUNK.

I HAVE A STRANGE REACTION TO MARIJUANA.

I WOULDN'T DRIVE WHEN I AM HIGH AND EVERYBODY HAS A

DIFFERENT REACTION.

I'M SAYING IT IS PERFECTLY SAFE.

I AM SAYING DON'T TRUST MY ANECDOTAL EVIDENCE, LOOK AT

THE DATA AND ALCOHOL HAS PROVEN TO BE INCREDIBLY DANGEROUS

WHEN YOU DRIVE ON IT.

IF MORE PEOPLE ARE SMOKING INSTEAD OF DRINKING, YOU

ARE GOING TO APPARENTLY HAVE LESS FATALITIES.

IT IS NOT THAT COLLOCATED PLUSES YOU SAID, THE SECOND FACTOR

THAT I HADN'T START OF IS NOT ONLY ARE THEY NOT DRINKING,

BUT THEY DON'T HAVE TO GO OUT ANYMORE.

THEY ARE AT HOME.

EXACTLY.

THINK ABOUT IT, DRINKING FOR THE MOST PART IS A SOCIAL ACTIVITY.

FOR SOME PEOPLE SMOKING MARIJUANA IS A SOCIAL

ACTIVITY AS WELL BUT A LOT OF PEOPLE SMOKE MARIJUANA

ALONE OR USE MARIJUANA ALONE.

YOU GO TO A BAR, YOU GET HAMMERED, AND SOME PEOPLE

DON'T CALL A CAB.

THEY GET BEHIND THE WHEEL AND THAT LEADS TO MORE TRAFFIC

RELATED FATALITIES.

IN THE CASE OF MARIJUANA, AGAIN PEOPLE ARE MORE LIKELY TO

STAY HOME WHETHER THEY HAVE COMPANY OR NOT THAT THEY'RE

NOT GOING TO GET BEHIND THE WHEEL.

THAT IS AGAIN A HYPOTHESIS.

IT'S IMPORTANT TO KIND OF LOOK OF THE HABITS AND BEHAVIOR

OF THE PEOPLE USING THE DRUG TO SEE WHAT ALL THE DIFFERENT

FACTORS ARE AND WHETHER THIS IS MORE OF A BEHAVIORAL THING

THEN THE IMPACT OF THE DRUG ITSELF BUT YOU ARE RIGHT,

CENK UYGUR, SOME PEOPLE CLAIM THEY CAN SMOKE WEED AND GET

BEHIND THE WILL AND THEY ACTUALLY DRIVE MORE CAREFULLY.

I DO NOT SUGGEST OR RECOMMEND ANYONE DOES THAT.

I WOULD NEVER DO IT.

THERE IS MORE ANECDOTAL EVIDENCE.

COPS PULLING GUYS OVER GOING 50 MILES AN HOUR ON THE

HIGHWAY AND THEY ARE LIKE DO NOT TRUST YOU ARE GOING?

I DON'T KNOW, 85, 90.

NO, 15.

WHICH BY THE WAY IS INSANELY DANGEROUS.

IT'S ABOUT IDEA THAT WE ARE DEFINITELY NOT IN THE CAMP THAT

HAS NO DOWNSIDES AND IT'S NIRVANA

BUT LOOK AT THE

DATA AND THE NUMBERS.

WHEN THEY FEARMONGER AND SAY WE CAN'T LEGALIZE BECAUSE EVERYONE

IS GOING TO DIE INCLUDING ON THE HIGHWAYS, NOT REMOTELY TRUE.

Photoshop Tutorial: How to Transform a Photo into an Abstract Expressionist, Pop Art Portrait - Duration: 6:07.

Hi. This is Marty from Blue Lightning TV.

I'm going to show you a quick way to transform a photo of a face into an exciting portrait

that blends abstract expressionism, pop art and glitch art.

In addition, the method allows you to instantly replace your photo with another without having

to redo any of the effects.

I provided this bare metal texture that you can download, so you can follow along.

Its link is located in my video's description or project files below.

Open a photo of someone that you'd like to use for this project.

To place it into the bare metal texture file, press "v" to open your Move Tool and drag

it onto the tab of the bare metal texture.

Without releasing your mouse or pen, press and hold Shift as you drag the photo onto the image.

Holding Shift kept the photo centered over the texture.

To fit your photo onto the document, open your Transform Tool by pressing Ctrl or Cmd + T.

To see your Transform's entire bounding box, press Ctrl or Cmd + 0.

Go to a corner and when you see a diagonal, double-arrow, press and hold Alt or Option

+ Shift as you drag it in or out.

To reposition it, go inside the bounding box and drag your image.

Then, press Enter or Return.

We'll crop off the areas that extend beyond the edges by pressing

Ctrl or Cmd + A to select it and going to Image and Crop.

Deselect it by pressing Ctrl or Cmd + D.

To fit the image back onto your canvas, press Ctrl or Cmd + 0.

We'll convert our photo into a Smart Object, so we can adjust the effects at any time,

as well as, replace the photo with another without having to redo any of the effects.

Click the icon at the top, right corner of the Layers panel and click "Convert to Smart Object".

Make a copy of it by pressing Ctrl or Cmd + J.

Click the eyeball icon next to the copy to hide the layer

and make the original layer active.

Change its Blend Mode to "Color Burn".

Click the Adjustment Layer icon and click "Levels".

I'll drag the Input highlight level to 143 and the Output black level to 64.

Click the Adjustment layer icon again and this time, click "Vibrance".

Drag the Vibrance to 100 and I'll make the Saturation: 20.

Make Layer 1 active and go to Filter, Distort and Shear.

Go to the bottom anchor point and drag it to the right a bit.

Drag the top anchor point approximately this much.

Make the top layer visible and active.

Change its blend mode to Multiply.

Go to Filter, Distort and Wave.

Feel free to experiment with the settings.

For mine, I'll make the number of generators: 100...the Wavelength: 1 and 94...the Amplitude:

998 and 999...and the Scale: 1%.

The Type is "Sine" and the Undefined Areas is "Repeat Edge Pixels".

To quickly create a new portrait, double-click the Smart Object to open the source photo.

If you're using a version earlier than CC, go to File and Open. Then, find and click a

photo you'd like to replace the original one with and drag the photo onto the Smart Object's

original source photo.

If you're using version CC or later, go to File and Place Embedded.

Again, find and click a photo.

Then, click "Place".

If you're using a version earlier than CC, use your Transform Tool to resize the new photo.

On versions CC and later, the Transform Tool opened by default.

If you need more room, zoom out by pressing Ctrl or Cmd plus the minus key on your keyboard.

Then, resize and position the new photo to fit the document.

Close the tab of the Smart Object.

When this message pops up, just click "Yes" to save the changes.

DIRECTOR OF THE FINANCIAL

PLANNING PROGRAM, ONE OF THE

THINGS THEY HAVE DONE IS TRIED

TO REACH OUT TO THE BUSINESS

COMMUNITY TO DEVELOP DIFFERENT

PIPELINES WHERE STUDENTS CAN

TRAIN FOR THE JOBS THAT THEY

TO BUILD THE CONNECTIONS.

I REMEMBER BACK IN T 1990'S,

MOTOR OLA WAS FAMOUS FOR

DEVELOPING THE UNIVERSITY.

MOST PEOPLE HAVEN'T HEARD OF

THAT ANYMORE BECAUSE OF

BANKRUPTCY ISSUES.

MAYBE THEY WERE AHEAD OF THEIR

TIME.

MAYBE THAT'S A MODEL SOME OF

OUR LARGER BUSINESSES CAN USE

IS DEVELOP TRAINING PROGRAMS

BUT IN CONJUNCTION WITH THE

EXISTING ACADEMIC INSTITUTIONS.

THAT'S A PROBLEM OR HEADWIND

FOR US.

WE HAVEN'T FIGURED OUT IN 10,

15 YEARS NOW O TALKING ABOUT

THIS HOW TO CRACK THE CODE ON

THAT.

AND WE HAVE TO.

WHEN YOU LOOK AT A POPULATION

GROWTH THAT'S FLAT TO

DECLINING, WE HAVE THAT

CHALLENGE, BUT THE TWIN

Hows it going everyone and today i'm going to be teaching you the Impossible Balance

by David Copperfield.Now what your going to need is a dollar bill.So your going to take

that dollar bill and your going to fold it into thirds.So,just like that then your going

to take this side.And fold that right on top of that.So it creates.

Here i'm not doing anything i'm not cheating or anything.You can see i'm folding this $1

into thirds just like that.Now it's called the Impossible Balance so lets do the Impossible

to do that.Well that's all you need is a $1 bill.And a nickel.So all you are doing when

right there.Then your just going to see i'm having trouble with it right no.I haven't

done this trick forever.Then you going to fold the other side just right on top of that

because a quarter is to big.Penny is to light,So is the dime.But the nickel is just about how

much eight you need for it.And you can shake it,You can turn it,Sometimes it will fall

out just like that.So you want to kind of practice this trick.But overall this is a

A Retro Gamer's Guide to: Missile Command (Atari 2600) - Duration: 8:30.

It's an amazing game for any Atari 2600 owner who's looking for some action and

explosions.

If protecting a utopian planet and its inhabitants is the thing for you then this is what a waits

for you.

Your job is to protect these Zardonians from an attack issued by another alien race called

the Krytolians.

You take on a role of a commander at a base protecting 6 cities armed with Antiballistic

missiles or ABM's for short.

These cities are defenseless and you are their last hope.

Do what ever it takes to save as many lives as you can before it's too late.

In front of your screen you can see 2 sets of numbers.

The number on the left side represents the game number and the number on the right tells

you how many players are in the game.

Down below are 6 structures which are the cities you must defend.

The small pyramid is the missile command base armed with ABM's.

To start the game you have to pull down the reset switch.

Below the missile command base shows you how many ABM's are loaded.

At the lower left corner of the screen.

You can see two rectangles those are your ABM's caches.

Each of them represents 10 ABM's in total.

You are equipped with only 30 of them when you start the game.

As you are limited in ammunition you must carefully use your ABM's wisely.

Or in other words EVERY SHOT MUST COUNT!

In the skies above Zardon keep your eyes on the look out at all times as Krytolians are

not only armed with Interplanetary Ballistic Missiles.

Oh no!

They have another super weapon of destruction called the cruise missile.

You'll see them as a small violet dot flying down on the screen.

Destroy them before they hit the ground.

Using this small white rectangle or sometimes referred as a small cursor allows you to directly

target and fire in the sky.

You can fire up to 3 ABM's at a time and the explosions of these ABM's last for about

3 seconds.

There are several game variations; however since there are many of them I'll present

you this Game Selection Matrix sheet.

Here I'll explain each of these selections as I go along.

There are a total of 34 game variations and the first 17 of them are for single player

mode.

Each selection of the game will vary in 2 types of speeds for target control and the

intelligence of the Cruise Missile.

For the first 4 game selections you begin in wave 1, game selections 5-8 begins in wave

7, game selections 9-12 starts off in wave 11, 13-16 sets you in wave 15 and game selection

17 is set for toddlers.

This selection is not intended for adults or for avid gamers as there are no cruiser

missiles and the speed of the game is very slow.

Everything after the 17th game selection is set for 2 player mode, although the score

earnings are different in each variation.

I'll present you with the score sheet... right... about... NOW!

You can earn 25 points for every interplanetary ballistic missiles you destroy.

125 points for every enemy's cruise missile destroyed.

For any unused ABM's you earn 5 points and any saved zardorian cities are left within

a wave are 100 points Now later in these game variations and waves

these points start to change.

In waves 1-2 these points remain the same as before.

In waves 3-4 these points will double, in waves 5-6 are tripled, 7-8 are quadrupled,

9-10 are quintuple, and waves 11 and beyond are hexatrupled.

Thought the waves in these selections are quite similar that of the single player mode.

It is important to note that as you progress the missiles start to gain speed and your

reflexes should be advancing too.

Since using the controller allows you to aim and fire.

Your standard Atari 2600 joystick can allow you to move diagonally too.

Unless you have a 3rd party controller that suffers from the inability to move diagonally

this is a huge disadvantage as it is a requirement for the game.

The switches on the console are easy to use.

There are 2 difficulty switches and if this is your first time playing, I recommend you

use novice or b setting on player one.

This will allow the game to run in normal mode.

You can do the same with the second player and it's possible to interchange these setting

before playing the game.

Also if you're using a 4 switch console remember that the difficulty switches are

located on the back.

Using the Game Select Switch will allow you to channel thru 34 of the available game variations.

There are quite a few tactics in this game.

It's easy to point and shoot but timing the shot is more important.

A Smart Cruise Missile is possible to destroy if your target controller is aimed right on

them.

If 2 interplanetary missiles are traveling in parallel with each other it is possible

to shoot both of them down with one shot.

The same applies if the missiles are traveling in perpendicular.

If you mange to gain 10,000 points and lose a city.

Do not fear another city will rebuild itself.

Consider this as a second chance.
