Major investment banks revise up growth forecasts for Korean economy - Duration: 1:41.Growth in the three percent-range.
That's what a growing number of financial institutions are projecting for the South
Korean economy this year and the next on the back of the global economic recovery.
Kim Ji-yeon gives us the details.
Data compiled by the Korea Center for International Finance shows four out of nine major foreign
investment banks hiked their 2018 growth forecasts for the local economy in November.
Barclays and Goldman Sachs projected the South Korean economy to grow three-point-one-percent
next year...
while Bank of America Merrill Lynch and UBS forecast three-percent.
They're joining Seoul's finance ministry, the International Monetary Fund and the OECD
that have already projected three-percent range growth for the South Korean economy
in 2018.
And it's not just next year's forecast,... some have upped their 2017 forecasts to the
low three-percent range.
Goldman Sachs and JP Morgan had the highest growth forecast at three-point-two-percent.
Out of the nine major investment banks, HSBC was the only one with a forecast below three-percent,...
at 2-point-7-percent.
Citigroup, which projects three-point-one percent growth for this year and two-point-nine-percent
for next year...
attributed its rosy forecast to South Korea's third quarter GDP growth, which spiked one-point-four
percent on booming semiconductor exports.
It also pointed to the Moon Jae-in administration's income-driven growth initiatives as well as
improved relations between Seoul and Beijing.

Fast-spreading fires force 200,000 to flee homes in California - Duration: 0:53.Turning to the crisis in California now...
Four out-of-control wildfires, which prompted officials to declare a state of emergency,
have been joined by a fifth monster blaze,… threatening the upscale Bel Air area of Los
Angeles.
According to officials, the fires have scorched roughly 335 square kilometers north and west
of LA as of 3 p.m., local time, on Wednesday.
The fires were five percent contained with a break in high winds, but a new round of
winds expected into Thursday forced authorities to order nearly 200-thousand people to evacuate
their homes.
Officials say they can't give a precise number of homes destroyed because flames in affected
neighborhoods are still too intense.
They had estimated about 150 buildings early Tuesday.

The United States has once again made it clear... that it will not hold any negotiations with
North Korea without a sea change in the regime's nuclear ambitions.
However,...
U.S. officials say that,... if Pyongyang starts showing the right attitude,... then talks
could be on the cards.
Our Park Soyun starts us off.
The Trump administration has confirmed it's sticking to its guns, saying its long-standing
policy of denuclearization remains a precondition for talks with North Korea.
U.S. State Department spokesperson Heather Nauert told reporters on Wednesday that the
denuclearization of the Korean Peninsula is Washington's ultimate goal and stressed the
United States will never recognize the regime as a nuclear state.
Nauert added that the administration's stance has been welcomed by countries in the region
like South Korea and Japan.
And although they differ on the method,... Russia and China -- countries close to Pyongyang
-- continue to express support for the North's denuclearization.
In an interview with Bloomberg TV on Wednesday,... the U.S. Ambassador to China said that, if
North Korea announces a moratorium on nuclear tests and missile launches, there's an opportunity
for the U.S. "to get back to the bargaining table."
Terry Branstad also stressed that stronger sanctions need to be enforced on North Korea.
The ambassador said China and the U.S. can play a key role in working with the rest of
the world,... complimenting Beijing for its support of tough resolutions passed by the
UN Security Council.

Committee on Northern Economic Cooperation holds its first meeting Thursday - Duration: 2:07.President Moon Jae-in proposed closer economic ties with Russia and Eurasia, dubbed the 'New
Northern Policy', during his visit to Vladivostok last September.
And this morning, the first meeting to work out the details of that policy took place
in Seoul.
Kim Hyesung reports.
The first meeting on the Presidential Committee on Northern Economic Cooperation kicked off
Thursday.
It comes three months after the committee was established in August with the goal of
boosting economic ties between South Korea and the Eurasia region.
(Korean) "I'm more than delighted to launch the first
meeting.
The New Northern Policy, as announced by President Moon at the Eastern Economic Forum last September,
is expected to help create a new growth engine in South Korea and is critical in lowering
tensions and fostering co-prosperity in North East Asia."
On top of ministers from the Finance, Foreign Affairs, Unification, and Trade ministries,
two dozen experts from academia and research institutes will help outline mid-to-long term
goals and detailed plans of the New Northern Policy.
The key for the first meeting was Russia.
Experts discussed ways to boost exchanges between South Korea and Russia through nine
key areas, or the so-called nine bridges, including power, natural gas, railroads, shipbuilding,
agriculture among other areas.
The goal is to develop closer ties with Eurasian countries through economic exchanges by combining
Eurasia's huge natural resources with Korea's know-how in infrastructure building.
Mega projects like the Trans-Siberian Railway won't be easy given the tensions due to North
Korea and sanctions on Russia, but the committee says step-by-step cooperation, starting with
agriculture and natural gas and easing customs regulations will help lay the basis for long-term
projects.
The committee is set to hold meetings every quarter.
The second meeting will be held next spring where some thirty experts will come up with
a more detailed policy on Mongolia, China and other Eurasian countries.

UN official in North Korea meets with Russian ambassador - Duration: 0:51.Jeffrey Feltman, the senior UN official currently on a rare visit to North Korea, met with the
Russian ambassador in Pyongyang.
According to the Russian embassy website, the two met on Wednesday, and discussed the
humanitarian projects being carried out in North Korea.
Feltman is said to have noted Russian involvement in supporting these programs, while the Russian
ambassador, Alexander Matsegora, is said to have given Moscow's assessment of the current
situation on the Korean peninsula.
Both are also said to have agreed that a peaceful resolution was needed... and advocated a quick
return to talks.
It was earlier reported that Feltman met with Pyongyang's vice-foreign minister on Wednesday...
and he is also expected to meet with the foreign minister, Ri Yong-ho, as well as visit some
UN project sites.

Korea's agricultural exports to China rebound as THAAD tensions ease - Duration: 0:43.South Korea's exports of agricultural and livestock products to China have rebounded
since Seoul and Beijing agreed last month to repair relations damaged by the deployment
of the U.S. THAAD anti-missile system.
According to the Korea Agro-Fisheries and Food Trade Corporation on Thursday, exports
were up more than four percent on-year in November at some one-hundred-70 million U.S.
dollars.
Exports of agricultural products to China from January to the end of October had been
down nearly ten percent compared to the same period last year.
South Korea's total exports of agriculture products from January to November amounted
to six-point-two billion dollars, up more than five percent from a year earlier.

President Moon taps head of Judicial Training Institute as new chief of Board - Duration: 0:42.President Moon Jae-in has tapped a former high judge as the new chairman of the Board
of Audit and Inspection.
Choe Jae-hyeong is currently the head of the Judicial Research and Training Institute.
According to the Blue House, Choe was recognized for his 30 years of service as a judge, who
has tried to protect the basic rights of the people as well as minorities.
As a former judge, the Presidential Office expressed its expectations for Choe to reinforce
independence, transparency, and fairness when inspecting and auditing the accounts of state
and administrative bodies.
Choe has to undergo a confirmation hearing at National Assembly before he can start his
new role.

Eight out of ten Chinese consumers see THAAD row had negative impact on Korean goods: KITA - Duration: 2:51.President Moon's visit to China comes a matter of weeks after Beijing lifted its unofficial
economic retaliation against Seoul over South Korea's decision to deployment the U.S. THAAD
anti-missile system.
But it may be a little early for a complete normalization of ties,... as the deployment
has left many Chinese consumers feeling cold on South Korean products.
Oh Jung-hee with the details.
The row between Korea and China over Seoul's THAAD deployment... seems to have negatively
affected the image of Korean products in China.
According to a survey by the Korea International Trade Association,... over 83-percent of the
respondents who knew about THAAD said... that the deployment had a negative impact on the
image of Korean products.
Around 60-percent of respondents answered that they're not buying Korean products now.
But 63-percent of those also said... that they would start purchasing Korean products
again... once the THAAD issue is resolved.
The trade association's analysis suggests that... while the two countries' relations
are expected to recover quickly... it seems it will take some time for Korean firms to
earn Chinese consumers' trust.
Also regarding China's recent partial removal of a ban on group tours to Korea,... pundits
believe Korea still needs more time to see a full-scale recovery in tourism.
Last Saturday, Chinese group tours entered Korea for the first time in over eight months...
after the group tour ban in mid-March.
But... experts say the removal of the ban will have only limited effects... as tourists
from Beijing and Shandong make up only 25 to 30 percent of Chinese tourists,... and
the ban on chartered planes and cruise ships makes travelling bothersome for them.
(Korean) "Setting pilot cities for the resumption of
group tours to Korea means China first wants to see how everything goes regarding the THAAD
issue.
So, how things really go remains to be seen until after the two presidents meet."
Reactions differ in tourism-related sectors,... with some welcoming Chinese tourists... and
others still skeptical.
But the stock prices of some companies are making a recovery.
(Korean) "As there have been signs of a thaw in the
THAAD row,... Korea's duty free stores have been showing better performances.
The one recovering the fastest is Shinsegae,... now recording its highest stock price this
year.
Hotel Shilla's stocks are also rising fast.
Its stock price rose from 36 dollars to 80 dollars."
But it's too early for Korean businesses to get their hopes up.
Experts say... assembly and machinery-related industries... like automobiles, electronics,
iron and steel,... will first need to regain competitiveness in price and quality... to
ensure stable exports to China.

North Korea says recent comments by White House officials aimed to start war - Duration: 0:49.North Korea has accused the United States of trying to instigate war citing recent comments
made by top Washington officials.
The regime's foreign ministry released a statement on its state media outlet on Wednesday, saying
recent "careless remarks" show Washington is taking a "step-by-step approach" to start
a nuclear war on the Korean peninsula.
It added that Pyongyang does not want war, but will not hide from it, and warned the
U.S. that it will be "burnt to death by the fire it ignites."
After North Korea test fired its latest ballistic missile last week, U.S. National Security
Adviser H.R. McMaster warned that chances of war with North Korea were increasing every
day, and described the regime as "the greatest immediate threat to the United States."

Report: 49 countries have been violating sanctions on North Korea - Duration: 1:46.With the international community placing sanctions on North Korea, it may seem like the regime
has been cut off from the rest of the world.
But according to a Washington-based think tank, dozens of countries have worked with
the regime over the last three years, violating UN resolutions.
Lee Jeong-yeon has the details.
Upon North Korea's most recent long-range missile launch, U.S. Ambassador Nikki Haley
urged all countries to comply with UN sanctions and limit cooperation with the regime.
But just recently, according to a report by a Washington-based think tank, 49 countries
were found to have violated UN Security Council resolutions on North Korea... between March
2014 and September 2017.
This includes its main trading partner China, as well as Germany, Brazil, India, and France.
According to the report by the Institute for Science and International Security, 12 countries
were found to have military links with the regime, including Angola, Cuba, and Syria.
These countries either received military training from North Korea or traded military-related
equipment with the hermit state.
Twenty countries were found to have aided North Korea with shipments by "re-flagging"
or changing the national registration of ships.
The report pointed out that the regime seems to have mainly targeted countries with weak
or non-existent export and finance controls.
The report adds that in addition to cutting all non-humanitarian-essential trade with
North Korea, international pressure can be effective,... at least in the short run,...
as seen with Uganda when they expelled all North Korean arms dealers back in October.

the upcoming PyeongChang Winter Olympics,... cooling rumors of a possible boycott.
This follows an IOC decision... to ban the Russian team over doping allegations,... while
leaving the door open for athletes to compete in a personal capacity.

Russian President Putin said on Wednesday,... that Moscow will allow Russians to participate
in the PyeongChang Winter Games... as *neutral athletes competing under the Olympic flag.
There had been calls within Russia... to declare a boycott,... after the International Olympic
Committee on Tuesday banned the Russian team from competing... over doping allegations.
The IOC said its decision was based on evidence... of a state-sponsored and systematic manipulation...
of anti-doping procedures by Moscow during the 2014 Sochi Games.
However,... it said *individual Russian athletes could be allowed to compete... if they can
prove and demonstrate a clean, doping-free background.
Russia has categorically denied... all allegations of state support in doping... with Putin saying
it was based on unreliable testimonies that were large unfounded.
He also suggested the move was political,... and that Moscow was partly to blame for providing
the IOC with a convenient pretext... to ban its Olympic team.
Russian short-track speed skater Viktor Ahn said on Wednesday,... he would be competing
as a neutral in the PyeongChang Games... in what could be his final appearance at the
Olympics.
The South Korean-born skating legend,... is an eight-time gold medalist who obtained Russian
citizenship in 2011,... after a public falling out with South Korea's skating union.
Ahn, along with other Russian athletes have many suspicions to overcome,... with the World
Anti-Doping Agency ruling last month,... that Russia had failed to meet international drug-testing
standard... for the third year in a row.

Trump recognizes Jerusalem as Israel's capital - Duration: 2:42.U.S. President Donald Trump has reversed decades of U.S. foreign policy by announcing that
America now recognizes Jerusalem as Israel's capital.
Though Israel is happy with the move, it's facing a strong backlash from others, especially
the Palestinians.

As well as tearing up nearly 70 years of U.S. policy, Wednesday's announcement by President
Trump also defied warnings from leaders from around the world that the gesture could further
drive a wedge between Israel and the Palestinians.

recognize Jerusalem as the capital of Israel.
While previous presidents have made this a major campaign promise they failed to deliver.

Aviv to Jerusalem, which is expected to take years.

However, Palestinian President Mahmoud Abbas said that the U.S. shift "is a declaration
of withdrawal from the role it has played in the peace process."
He also warned of "dangerous consequences".
In Gaza, hundreds of Palestinian protesters burned American and Israeli flags and waved
banners proclaiming Jerusalem as their "eternal capital," language that Israelis similarly
use.
Even America's closest allies in Europe, including Germany and France, questioned the wisdom
of Trump's departure from Washington's long-standing neutral position over the sovereignty of the
city.
Jerusalem is home to sites sacred to Muslims, Jews and Christians and its status is one
of the thorniest obstacles to reaching a peace deal between Israel and the Palestinians.
The international community does not recognize Israeli sovereignty over the entire city,
believing its status should be resolved through negotiations.
The U.S. would be only country to move its embassy away Tel Aviv.
Meanwhile, it is reported that eight UN Security Council members have called for an emergency
meeting on the U.S. decision by Friday.

Tather, De'VIA is created when artisits intend to express their Deaf experience though visual art. Deaf artists use art in any form.
The De'VIA manifesto written in May 1989 represents Deaf artists and perceptions based one experiences. Some of those experiences include Deaf metaphors, Deaf perspectives, and Deaf insight in relationships with the environment.
Some very well known Deaf artists include: Douglas Tilden, a sculptor who still has some works around the city of San Fransciso. Betty G. Miller who is thought to be one the earlt pioneers of De'VIA as an artform. and Chuck Baired who is one of the founders of De'VIA.
