Soon after the government's budget for next year was approved, the Blue House expressed

its relief, welcoming the National Assembly's decision.

According to a statement by Cheong Wa Dae's spokesperson, the Presidential Office said

it was relieved the budget bill was passed, albeit late.

It underscored that next year's budget was solely allocated to support job creation and

to improve people's livelihoods.

It pledged that the government would put its utmost effort into making sure the budget

is appropriately executed for the people.

Cold start to work week, getting colder - Duration: 2:11.

Have your scarves and thick coats ready as the winter chill has returned.

Readings have dropped 5 to 6 degrees Celsius... with a high of 2 degrees Celsius in Seoul,...

while Daegu and Gwangju will get up to 8 degrees.

Mostly sunny skies won't help keep us warm.

Brace for wintry conditions this week, there will be a big chill tomorrow morning at a

low of minus 8 degrees then lows will remain in the negative territory with frequent snowfall

this week.

In fact, the first half of December is forecast to be really cold with readings way below

the seasonal averages.

We'll only have couple days above the norms,... but the rest of the time will feel like mid-winter

already.

With that, let's take a look at the international weather for viewers around the world.

While sunshine fills the sky, readings will drop to the colder side again here in South

Korea, North Korea will have colder temperatures under brighter skies.

As for major cities in Asia,.. passing afternoon showers are in store in Tokyo with a mild

high of 14 degrees.

Meanwhile, Melbourne was hit by heavy rain on Saturday evening causing flash floods and

hundreds of calls to emergency services.

Light rain will let up in the afternoon.

Heading to North America, Chicago had the warmest weekend since the end of October,

but unstable weather conditions on Monday will bring icy cold temperatures starting

Tuesday.

As for South America, Buenos Aires will have a rainy start to the work week.

Taking you to Europe,...

Moscow will be snowy,... while Stockholm will be under sunny skies, but both cities will

be bitterly cold.

Lastly to Africa, winds will pick up again in Cape Town from Monday afternoon.

Southern California wildfires force 30,000 to evacuate - Duration: 2:11.

A state of emergency has been declared in parts of southern California as wildfires

are spreading rapidly, forcing around 27,000 residents to evacuate.

Strong winds are making it difficult to fight the fires, which have already destroyed hundreds

of buildings.

Park Soyun reports.

Only eight weeks since California experienced its last wildwires, which killed 44 people

in the northern part of the state, another set of wildfires have broken out, forcing

tens of thousands of people to evacuate.

The fast-moving fires have burned down large stretches of land in Southern California in

a matter of hours.

One of the fires started on December 4th local time near the small city of Santa Paula in

Ventura County, northwest of Los Angeles.

It is spreading quickly, fanned by gusts of up to 80 km/hr.

Approximately 27,000 people, including students of Thomas Aquinas College, have evacuated

the area.

"It started off as a small fire in Santa Paula and its grown to 45,000 acres.

It was just exponential, huge growth because of the winds, 50 miles per hour were just

pushing it and growing it very very large, very quickly."

Three more fires broke out on Tuesday in Los Angeles County and San Bernardino County.

Wildfires are not typical in California at this time of the year but southern California's

dry winds, which pick up speed as they blow west through California's canyons, have contributed

to the spread of the fires.

"We have extremely high winds and very very low relative humidity and so our fuel conditions

out there are absolutely about as bad as they can be for fire spread, so we are very concerned

about the wind popping up again today and pushing the fire a little bit further towards

the west."

There haven't been any reports of deaths or serious injuries from the fires.

But nearly 180,000 people in Ventura County have lost power and hundreds of homes and

buildings have been destroyed.

California Governor Jerry Brown has declared a state of emergency for Ventura County.

National Assembly passes 2018 budget bill - Duration: 3:05.

We begin with the big budget breakthrough at the National Assembly.

After days of intense negotiations over a number of contentious issues,... the assembly

passed the 2018 budget bill in the wee hours of this morning.

The green light came despite the main opposition party boycotting the vote.

Political correspondent Kim Min-ji leading us off.

After days of will they or won't they,... the National Assembly finally passed the 2018

budget proposal on Wednesday,... four days after the legal deadline of December second.

The spending plan worth 428-point-eight trillion Korean won,... or roughly 394 billion U.S.

dollars -- will be directed at creating thousands of new government jobs,... boosting welfare,

as well as cushioning the fallout from a massive hike in the minimum wage.

"Of the 178 lawmakers present, 160 voted in favor of the bill.

Fifteen voted against and there were three abstentions.

I proclaim that the revised bill has passed."

The passage didn't come easy.

The main opposition Liberty Korea Party refused to participate in the vote.

The vote itself was also delayed for hours,... with the conservative party's late attendance

as well as heated debates during the plenary session.

The wrangling came despite a tentative agreement over the budget bill on Monday,... after days

of talks.

While the main opposition was part of those discussions,... it did not endorse the compromise

-- opposing the creation of so many public sector jobs.

The budget will be used to add 9,475 new jobs next year -- although that figure is less

than the ruling Democratic Party of Korea wanted... the conservative party insisted

on further cuts,... saying it would burden future generations.

The plan also sets aside almost three billion dollars as support funds for small companies

in the wake of next year's 16 percent hike in the minimum wage,... and also includes

money directed at offering monthly child benefits to parents with children under the age of

five and a rise in basic pension.

Along with the budget bill.... also passed was a revised tax code bill -- which the main

opposition was also against.

It raises the corporate tax rate to 25 percent... for businesses with taxable profit of more

than 300 million dollars.

The income tax rate on people whose income exceeds 460,000 dollars a year will be raised

to 42 percent,... from the current 40 percent.

The tough passage reaffirmed the hurdles the ruling party faces in the opposition-led parliament,...

but at the same time showed the growing influence of the minor People's Party in legislative

affairs as the party with the deciding vote.

It remains to be seen,.. how the ruling bloc can mend ties with the main opposition party,...

but the budget is expected to pave the way for the Moon Jae-in administration to get

its agenda rolling.

Trump's Flynn tweets point to obstruction of justice - Duration: 2:09.

U.S. President Donald Trump's personal lawyer has said that he wrote a tweet for the president

over the weekend about the firing of former White House national security adviser Michael

Flynn.

Democrats say it contains language that could point to possible obstruction of justice by

the president.

Ro Aram has the details.

The tweet, written by Trump's lawyer John Dowd, states that the president only fired

Flynn because he lied to Vice President Mike Pence and the FBI.

But the tweet also reads that Flynn's contacts with Russian officials were lawful.

It has raised fresh questions about possible collusion between the Trump campaign and Russia.

But, more importantly, it could also raise suspicions of obstruction of justice.

The FBI's former director James Comey, who Trump had fired, had testified under oath

that the president asked him to drop an investigation into Flynn's contacts with the Russians.

If Trump knew at the time of that conversation that Flynn was guilty, then it could constitute

an attempt to obstruct a legal inquiry.

However, Trump tweeted on Sunday that such a request was never made, accusing the media

again of more fake news.

Democrats have lashed out the president, saying he should have taken action against Flynn

sooner if he already knew about his lies to the FBI, which is illegal.

The tweet was the latest in a series of comments from Trump that began on Saturday, a day after

Flynn pleaded guilty to lying to the FBI about the Russia interactions.

The president also weighed in on Sunday on a decision by ABC News to suspend investigative

reporter Brian Ross for an erroneous story about Flynn, saying the network should be

sued.

Ross told viewers on Friday that Flynn was prepared to testify that Trump, as a candidate

for president, told him to contact Russians.

He later changed his story to say that it was as president-elect, not as a candidate

that the request was made.

The Dow plunged 350 points after the misreporting.

Local researchers have devised some new methods that can help us make more enticing home-cooked

food.

Researchers say all it takes is a cup of edible alcohol to make multi-grain rice fluffier…while

special aging methods can make cheap beef cuts more tender.

More and more Koreans are choosing multigrain rice over the nation's traditional staple,

white rice,... as their main source of carbs.

The Korea Rural Economic Institute reports that as of 2016 Korea's per capita rice consumption

had fallen sharply to 61.9 kilograms a year, down from 128.1 kilograms in 1985.

Sales of grains like barley, beans, and quinoa meanwhile... have doubled since the last decade...

and continue to increase.

Multigrain rice didn't go mainstream overnight.

Health experts have consistently warned that white rice can raise the risk of diabetes.

Westernized eating patterns have also contributed to the decline of white rice consumption.

To make multigrain rice more enjoyable and approachable for beginners,… researchers

at the Rural Development Administration have a suggestion -- they say the trick is alcohol.

Cooking the rice in nine parts water and one part Korean rice wine soju... brings down

the boiling temperature and lengthens the cooking time.

That makes the rice fluffier and smoother.

(KOREAN) "The overall texture and taste were better

when the alcohol was used."

The researchers added that the alcohol prevents rice from causing a spike in blood sugar when

consumed by bringing down its glycemic index.

(KOREAN) "Once the water is heated, the alcohol penetrates

the grains and weakens the structure."

A second cooking tip the team showcased is a special aging method for cheap beef cuts.

Researchers said the aging method can make unpopular cuts like chuck rolls and rounds

more tender.

(KOREAN) "During aging, meat is contained in a special

pack to retain its moisture for certain amount of time."

The researchers aim to complete the development of twenty four different meat-aging methods

depending on what part of cow the meat comes from.

Each method has a different duration and temperature.

The complete set of recipes will be publicized so that people can try it for themselves.

Seoul will reach 5 degrees Celsius, while Gwangju and Busan will hit 9 degrees.

Expect to see more snowfall in the capital in the evening before it spreads to rest of

the central region.

Parts of Gangwon-do Province could see up to 10 centimeters of snow into tomorrow morning.

So we'll have to drive on icy roads due to the combination of frequent snow and freezing

temperatures... possibly into the weekend.

It's not surprising, but weather-related crashes occur a lot more on snowy days so it's essential

to drive with your headlights on at all times,... while keeping a safe distance to other cars.

While central regions in South Korea had a winter-wonderland this morning with more snow

in store, some parts of North Korea will also receive snowfall together with icy cold temperatures.

Some sixty senior Japanese lawmakers made a group visit to the controversial Yasukuni

Shrine on Tuesday.

According to a local media outlet, this visit to the shrine was supposed to be made back

in October, but was delayed due to the Lower House election.

Visits to the Yasukuni Shrine are controversial as the list of names in the shrine includes

war criminals from World War II, 14 of whom are Class-A war criminals.

Representative Choi Kyung-hwan of the main opposition Liberty Korea Party,... who also

headed the finance ministry under the former Park Geun-hye government, appeared before

prosecutors in Seoul this morning.

Choi faces allegations that he received kickbacks from the National Intelligence Service in

2014,... for taking some 90-thousand U.S. dollars in bribes in return for helping secure

the intelligence agency's budget.

Choi had delayed his initial schedule for summoning again on Tuesday, saying he had

to attend a plenary session at the National Assembly for the budget vote.

Japan's Hashima Island was controversially listed as a UNESCO world heritage site in

2015.

But the island has a dark history unknown to many outside Korea and Japan.

It's where hundreds of Koreans were forced into slave labor by the Japanese during World

War II.

While Japan promised to take measures to help visitors understand the site's full history,...

Tokyo's insincere and tricky attitude is coming under fire.

Japan finally seemed to be keeping its promise to UNESCO by revealing its plans to set up

an information center to address the history of the Meiji Industrial Revolution sites,...including

Hashima Island,... but the Korean government says it sees straight through Tokyo's plan.

Seoul's Ministry of Foreign Affairs expressed its regret on Tuesday over Japan's implementation

report on helping visitors understand the "full history" of the sites.

Citing the agreement Japan made to have the island listed as a world heritage site, the

Korean government urged Japan take appropriate measures sincerely, and quickly.

In 2015, Japan had promised UNESCO that it would establish information centers and take

appropriate measures to address its forced labor of Koreans on the island and commemorate

the victims.

While nothing had been done for the past two years,... Japan on Monday announced it will

set up an information center on the Meiji Industrial Revolution sites in Tokyo by 2019.

But this sparked even more criticism among Koreans,.. as the plan of setting up a center

over one-thousand kilometers away from Hashima Island is seen as an insincere, reluctant

move made to seemingly comply with UNESCO's recommendation.

Moreover, with Japan planning to include the overall history of the industrial revolution,

and stories of Japanese workers,... the move is seen to downsize the hardships faced by

the Korean laborers.

From 1940 to 1945, between five hundred to eight hundred Koreans were forcibly taken

to Hashima Island to work for little pay and hardly any food.

Pyongyang said it won't negotiate over its nuclear weapons... but welcomes discussions

if the U.S. wants.

Korea ignoring UN Security Council resolutions in pushing for the development of nuclear

missiles, and has always strictly and comprehensively implemented every UN resolution by the letter."

However, he also took aim at Washington's unilateral sanctions targeting the North,...

saying any measures that lack international legal support... could undermine the execution

of UN resolutions.

Wang said China was opposed to any action... that could aggravate tensions on the Korean

Peninsula... while calling for a return to dialogue.

China and Russia have continued to push their "dual suspension" proposal... of mutual de-escalation

by both North Korea and the United States.

It proposes the U.S. and South Korea stop holding joint military drills in the region,...

in exchange for Pyongyang's freezing of its nuclear program,... which was previously rejected

by the Trump administration.
