And the month of May will see discussions continue between South and North Korea, following

up on specific actions mentioned in the Panmunjom Declaration.

The unification ministry in Seoul says there will be talks on setting up an inter-Korean

liaison office where the two sides can work together more closely.

There will be talks between the two sides' Red Cross organization on a reunion for separated

families.

Plus military talks on reducing tensions.

The two Koreas are expected to hold a flurry of talks over a wide range of subjects in

May.

That... as South and North Korea stipulated some specific action plans in the Panmunjom

Declaration on Friday -- which include opening up a joint liaison office, holding reunions

of separated families and holding general-level military talks.

First up are the high-level talks, to be held as soon as possible,... to discuss the specifics

of opening a joint liaison office with Pyongyang in the North Korean city of Kaesong.

South and North Korean officials will be working in the same building,... which will enable

quick face-to-face meetings.

If high-level discussions go smoothly,... the liaison office could even be opened by

June,... possibly leading to moves toward reopening the inter-Korean Kaesong Industrial

Complex.

Holding Red Cross talks with North Korea is another top priority... with the reunion of

separated families scheduled to be held around August 15th.

The authorities hope to hold Red Cross talks as soon as possible... because preparing for

the family reunions takes two or three months due to the application and identification

processes.

Marking the start of (quote)"frequent" meetings between military authorities will be the general-level

military talks that will be held in May.

They will focus on 'creating a 'peace zone' along parts of the inter-Korean land and maritime

border to prevent accidental military clashes.

Dialogue in areas of the economy and sports seem inevitable as well.

Seoul and Pyongyang have agreed to connect and modernize rail and road connections between

the two... and to jointly participate in international sports events.

And the first such event will be the 2018 Asian Games,... coming up in August.

Nearly all S. Korean companies in Kaesong Industrial Complex positive about reopening - Duration: 0:43.

was shut down.

But a survey done in March, as tensions eased, shows that 98 percent of the South Korean

companies that did business there expect the complex to reopen during the Moon administration,...

and 96 percent would be willing to start their operations again.

The survey was done by the Korea Federation of Small and Medium Businesses.

The Kaesong complex has a clear appeal to them -- eight out of ten companies said it

gives them a competitive advantage through its low-cost, highly-skilled North Korean

labor.

In 2016, the Park Geun-hye administration closed the industrial park in response to

North Korea's nuclear and missile tests.

U.S. considers Libya's denuclearization model for North Korea: Bolton - Duration: 2:39.

U.S. National Security Advisor John Bolton says, for the process of denuclearizing North

Korea, Washington is considering the model followed a decade and a half ago by Libya.

That would mean...

Pyongyang would have to dismantle all of its nuclear weapons before the U.S. would make

any concessions.

Quite a few doubts, though, whether that approach is possible.

Lee Ji-won tells us more.

Washington is considering using Libya's model of denuclearization as a benchmark during

its negotiations with North Korea over the North's nuclear program.

That's according to White House National Security Advisor John Bolton,... who told Fox News

on Sunday that the North has to give up all of its nuclear weapons before the U.S. gives

the regime anything in return.

"We have very much in mind the Libya model from 2003, 2004.

There are obviously differences.

The Libyan program was much smaller.

But that was basically the agreement that we made.

And so we'll want to test North Korea in this first meeting for evidence that they have

made that strategic decision."

He added that the North Koreans had already agreed to give up all aspects of the nuclear

program in their promise with the South in 1992,... but didn't follow through on that

agreement.

U.S. Secretary of State Mike Pompeo also mentioned the same conditions in an interview with ABC

News on Saturday.

He said the objective remains the same: complete, verifiable, irreversible denuclearization,...

and added that he saw a real opportunity to achieve this during his visit to the North

last month.

But an official from South Korea's top office had said in March that North Korea's denuclearization

cannot be done in the same way as Libya's,... as Pyongyang's program is much more developed,...

and it isn't as easy as simply plugging out a TV cable.

Many experts also say that what Pyongyang and Washington want from each other cannot

be done all at once.

"Security guarantees for North Korea is not something the Trump administration can promise,

but it is in the hands of Congress.

Building a U.S. embassy in the North and normalizing ties all need steps,... and it won't be easy,

as the Democrats want not just denuclearization, but an improvement in human rights issues

within the North as well."

The expert also added, with policies always changing along with different administrations,

the North would want their complete, verifiable, irreversible guarantee to be legally binding

within the U.S. Lee Ji-won, Arirang News.
