INTRO
Fallout 76 looks like it is going to change a lot.
As far as how you control your character goes, it looks like that is the only holdover from
Fallout 4 to make it into this new, multiplayer-focused, survival game.
Knowing that, it is only natural that we also foresee big changes coming to the leveling
system.
In an RPG, even if it is multiplayer, leveling systems can make or break games.
If it's bad, you do not feel like you're character is progressing.
If it is good, then you feel a nice burst of good feelings when your experience bar
finally becomes full.
With that, let's take a look at five big changes coming to Fallout 76's leveling
system.

Firstly, let's talk about Fallout's tried and true SPECIAL system.
It's coming back, but there have been a few changes to the the system overall.
Mostly, in what the SPECIAL skills affect in regards to your character.
In Fallout 4, for example, the intelligence skill was, basically, just an experience modifier.
The higher your intelligence, the more experience you got from things like discovering landmarks,
killing enemies, completing quests, you know, everything.
In Fallout 76, the skill looks like it has changed a bit.
Here, going from this still image from the Noclip documentary on the making of Fallout
76, intelligence will now affect the, quote, "condition and durability of items that
you craft and the return you get from scrapping."
Charisma, the C in the SPECIAL system looks like it is going through the biggest change.
In past games, charisma was more or less just used for speech checks.
In other words, if you had high enough charisma, you could convince people to do certain things.
In Fallout 76, however, charisma will, quote, "allow you to share higher point perk cards,"
which I will get to in a moment, it also, "affects your rewards from group missions,
and prices when you barter."
There are a lot of changes to the leveling system overall, but this is just the beginning.

At number four, I said I was going to get to perk cards and here we are, the perk cards.
Every time you level up in Fallout 76 you get to choose which of the seven SPECIAL stats
you would like to increase.
From what we have seen, it looks like everyone will start out with a base one in each stat
and leveling will allow you to increase them.
When you do, you get to choose a perk card.
Perk cards are these, well, cards which describe certain perks you can apply to your character
when you increase a SPECIAL stat.
If you increase your intelligence, for example, you get to choose between three intelligence-relevant
perks, like hacker, first aid, and the new perk, makeshift warrior.
Each of these has multiple levels, like the perks in past games, and their level is represented
by the little stars in the bottom right corner of the card.
Another big change to the perk system is that you cannot apply all your perks to your character
at once.
You will be building your character based on your gameplay style and picking and choosing
which perks best suit you.
The thing to keep in mind, though, is that you can switch out these perks to allow you
to respec your character at any time, which lets you change how you play on the fly.

At number three, I wanted to talk about something more general than anything that is concrete
in the leveling system.
This is more of an effect this style of game will have on the leveling system rather than
the leveling system affecting the game.
We know that Fallout 76 will be largely multiplayer focused and, at least at launch, will be completely
online.
So, because you'll be competing with other players, the game has to balance itself.
This means that, unlike in past games, you will not be the overleveled powerhouse lone
wanderer you can be before you even leave the vault.
This game will focus on builds and the perk cards, like I talked about in number four.
The whole perk card system was implemented by Bethesda Game Studios in order to keep
players from becoming too overpowered compared to the people they'll be playing against.
Of course, shooters are largely based on skill and RPGs with armor systems can give you a
leg up when it comes to damage resistance, but the stats of your character will be limited
by this system.

At number two is another odd entry, and maybe this is more a bit of trivia, so I'll keep
this one short.
The leveling system of Fallout 76 is largely taken from the Fallout board game.
Personally, I have never played the board game, but someone on Reddit has and they said,
quote, "...it looks like they took the leveling system from the Fallout board game.
In the board game everyone starts with low special scores and when you level up you choose
one stat to increase, and the stat you increase gives you 1 perk to pick from 3.
It's even represented the same way using tiles or cards instead of the poster from 4."
This is exactly the way new players in Fallout 76 will function.
I thought that was a neat thing BGS have done and it shows how easily board games translate
to video games.

At number one on the list of the changes to Fallout 76's leveling system we have mutations.
This is not specifically tied to leveling, but it is tied to player ability and stats,
so I think it is fair to include it here.
Mutations were discussed in the aforementioned Noclip documentary about the making of the
game.
What mutations are, essentially, are random perks gained by getting a certain amount of
radiation.
What the documentary specifically says is, quote, "the more rads you have the more
chances you will get mutated."
The developer being interviewed then goes on to compare them to the traits from Fallout
1 and 2, and New Vegas, which were perks that had benefits and penalties to them.
For example, the small frame trait in Fallout New Vegas had the benefit of adding one to
your Agility skill, but it caused you to take 25% more limb damage.
In Fallout 76, the mutations are curable if you'd rather not have them and if you want
to keep the mutation, there are ways to do that as well.
The only downside is that the developer said that these are mostly gameplay oriented, so
we probably will not see a third arm growing out of your character's chest, but he did
say some were visual, so there's always a chance of some funny stuff.
