Waching daily Jun 26 2018

The presidential Blue House announced three new members to the staff earlier this morning.

Let's go live to our chief Blue House correspondent Moon Connyoung for details.

Connyoung, any surprises?

Well, Jiyoon.

The announcement itself this Tuesday morning was a surprise... as although the press corps

here knew a personnel reshuffle would be coming up somewhere along the road, we had no idea

that it would be today especially considering the president had only returned from his Russia

trip the day before yesterday.

In hindsight, he did stay away from public activity, canceled a Monday meeting of his

top aides to stay in, review documents and be briefed on internal affairs.

So, three major changes at the top office, we will see: President Moon Jae-in, as he

has, in earnest kicked off his second year in office, made three new appointments for

his top aides' post.

First, senior secretary to the president for economic affairs: Mr. Moon named Yoon Jong-won,

a former director from the Finance Ministry... currently the chief of the South Korean mission

to the Organization for Economic Cooperation and Development to replace Hong Jang-pyo.

Second, the senior secretary to the president for job creation: the South Korean president

whose number one campaign pledge was just that - creating more quality jobs - has been

seeing more than disappointing numbers lately with record high unemployment numbers in years

particularly among the youths.

He promoted Jung Tae-ho, his secretary for policy planning, to the position replacing

Bahn Jahng-shick.

Last but not least: the president has created a new post called senior presidential secretary

for civil society to enhance communication with the civil society and accommodate their

needs.

This post will replace the current senior secretary for civic reform post.

Mr. Moon named Lee Yong-sun, a district chief of the ruling Democratic Party and dismissed

Ha Seung-chang who held the civic reform post.

Connyoung, do we know what these personnel changes are aimed at?

Well, Chief of Staff Im Jong-seok who made the announcement said the reshuffle was aimed

at making good on the policy direction set out by those involved in the first year of

the Moon administration.

Basically, the past year has been a year of setting the economic policy direction which

as we know are income-led, innovation-led growth and fair economy.

The second year, he said, will be aimed at accelerating or expediating efforts to change

the nature of the local economy to produce results and of course churn out jobs, and

lots out of it, Jiyoon.

N. Korea's different reception of June 25th demonstrates easing tensions - Duration: 1:30.

Following the North Korea-U.S. summit in Singapore, Pyongyang is increasingly toning down its

usual rhetoric toward the United States.

The regime cancelled its annual anti-U.S. rally marking the anniversary of the start

of the Korea War on June 25th.

Choi Si-young has the details.

According to the Associated Press Pyongyang bureau, North Korea decided to skip its annual

anti-U.S. rally this year.

During the period called the "Fight against U.S. Imperialism" which runs from June 25th

to July 27th, the reclusive regime usually holds anti-U.S. events to strengthen nationalism

and unity.

Last year, 100 thousand Pyongyang residents gathered at Kim Il-sung Square for the rally,...

and North Korea even issued stamps to commemorate the day.

The state media also avoided anti-U.S. rhetoric on June 25th, instead reporting on the June

12th Singapore summit.

It also referred to U.S. President Donald Trump deferentially, calling him by his full

name with the title of president, in a stark contrast to previous occasions when it only

referred to Trump by his surname only.

Unlike previous years, the state media did not publish any anti-U.S. articles; nor did

it use the term "imperialist U.S."

The state television network has also been frequently airing a 42-minute documentary

on the Singapore summit.

Despite the seemingly amicable atmosphere, the Associated Press added that while Pyongyang

has softened its critical tone toward Washington, it still aggressively attacks the values of

capitalism, meaning the regime is not yet fully ready to discard its socialist ideals.

U.S. to set no timeline in regards to North Korea's denuclearization: Pompeo - Duration: 2:36.

Two weeks have passed since the historic North Korea-U.S. summit in Singapore.

And amid the ongoing silence on how or when Pyongyang's denuclearization steps will be

taken, U.S. Secretary of State Mike Pompeo has released a statement that's quite different

in tone compared to his previous ones on the North.

Lee Ji-won has more.

U.S. Secretary of State Mike Pompeo says there's no timeline for North Korea's denuclearization,

but the Trump administration will "constantly reassess" whether enough progress is being

made to continue talks.

Pompeo made the remarks in a phone interview with CNN to mark his first two months in office.

While there will be no timeline on the denuclearization process, Pompeo said the U.S. is committed

to going forward at an "expeditious moment" to achieve what was agreed at the first ever

North Korea-U.S. summit on June 12th.

This is in stark contrast to a senior U.S. defense official, who said ahead of Defense

Secretary James Mattis' trip to Asia that Washington will soon set a timeline for North

Korea with "specific asks".

Pompeo had also told reporters the day after the Singapore summit that Washington hopes

to achieve North Korea's "major disarmament" within Trump's current term, which ends in

January 2021.

But as if to reconfirm, Pentagon spokeswoman Dana White said Monday, that U.S. defense

officials would only speak to military-related negotiations on North Korea and that there

was "no specific timeline" for the diplomatic process.

Despite concerns about the root of these comments, and what could be causing the delay with the

follow-up meetings, Pompeo remained outwardly optimistic about North Korea's denuclearization.

Pompeo suggested it was too soon to expect a detailed roadmap after 40 years of tensions

but he insisted North Korean leader Kim Jong-un had been "unequivocal" about his willingness

to denuclearize.

Pompeo added that understandings put together prior to and during the summit put the U.S.

on the right trajectory to build a framework for success.

Referring to President Trump's suspension of Washington's joint military exercises with

South Korea, Pompeo said it would only last if "there's a good faith negotiation progress",

with "productive results being achieved".

While Pompeo said a week ago that he would likely travel back to Pyongyang "before too

terribly long", there has not yet been an official announcement on his travel plans.

Two Koreas discuss inter-Korean rail connection, modernization on Tuesday - Duration: 2:21.

The two Koreas are sitting down for another round of discussions today.

This time, their talks are on railway cooperation between Seoul and Pyongyang.

Our unification ministry correspondent Oh Jung-hee has more.

Delegations from Seoul and Pyongyang met again on Tuesday -- this time, to discuss inter-Korean

railway connections.

The talks began at 10AM, Korea time, at the border village of Panmunjom.

It's the first time that the two Koreas have discussed railways since 2008.

The delegates stressed they'll try and touch upon various practical issues... to successfully

implement April's summit agreement, the Panmunjom Declaration.

"There's been a drought recently and the weather's been pretty hot, but today we're seeing some

welcome rain and the Imjin-gang river rose as well.

I have a feeling that we could see some good results from our meeting today."

"I believe there are no differences on our willingness to connect our people's rail artery.

Railways are the future of our economy.

I believe, if we put our wisdom and power together on this glorious project, we could

create some good results for our people."

The two Koreas connected one railway in 2004 -- between the South Korean capital Seoul

and North Korean city of Sinuiju -- but renovation is needed to modernize it.

In addition to that railway, South and North Korea are hoping to connect their railway

along the eastern coast of the peninsula -- which would start off in South Korea's southeastern

city of Busan, cut through North Korea and even go into Russia and head towards Europe.

For that, the two Koreas will also have to find a way to modernize North Korea's railroads

which are very old and can only allow trains to travel at low speeds.

But if it can be done, it would have a big impact.

South Korea will be connected to the rest of the continent, which would enable the movement

of people and goods to Asia and Europe by train.

But it's difficult to expect specific actions needed for actually connecting and upgrading

railways because of the international sanctions on North Korea.

So for now, Seoul and Pyongyang are expected to agree on investigating the current status

of the rail network and conducting joint studies on how to modernize it.

✅ UK singles chart about to include music video plays for the first time - Duration: 2:10.

The official weekly UK Singles Chart will include music video plays in its rankings for the first time from next week

The Official Charts Company has announced that from Friday July 6, the weekly UK Singles Chart will include video plays from YouTube, Apple Music, Spotify and Tidal

HuffPost UK reports user-generated videos and unofficial clips released by stars won't count, however

So don't expect to see YouTuber vlogs suddenly storming up the chart, the news outlet said

YouTube music playlist (file picture).  Source: istock.com  Rather, it means artists whose official videos prove popular will receive a boost up the charts

The company's chief executive, Martin Talbot, told the BBC the change won't drastically turn the chart upside down

"This isn't going to be a handbrake turn. We're not going to suddenly see dozens of songs in the Top 20 that weren't there before," he said

There will also be a change to the way streams are counted. From July 6, 100 streams of tracks or videos via a subscription service -  Spotify or Apple Music - will count as one "sale" of a song

For people listening and watching on free platforms such as YouTube 600 streams will be needed to notch up the equivalent of one sale
