Namie is about 8 km north of the Fukushima Daiichi power plant,
where in March 2011 enormous amount of radioactivity were released into the atmosphere.
We are doing a lot of measurements, along roads,
looking for hotspots as well as taking some samples.
If you just walk you have quite some higher results, 30-50 percent higher.
The whole idea is to have rather detailed overview, mapping of the radioactivity
which is very important element to assess the risk for people who would return to this area.
This is just not a spot, it's really the whole forest that gives the higher reading.
Yes, we measure here up to 3 microsievert per hour and that is more then ten times
the limit that is set internationally for people to live,
and that is really high so close to the city of Namie.
The Japanese government has lifted the evacuation order in this so called area 2 here in Namie.
That means that people can return, but also that the policy of the Japanese government
is to lift not only the evacuation order but also to stop the compensation payments
to the population which over the next year will effectively force some of those people
to return back for financial reasons.
This compensation is now used by these evacuees to pay for their alternative housing.
So if they loose that, some of them will have to come back for financial reasons,
and that is a really dangerous and unacceptable policy.
It's a human rights issue to force people back into an area,
an evacuated, contaminated area and force them back.
We're in Namie and we now just entered the closed area
which is still very highly contaminated.
We have not been here as Greenpeace since March 2011
when there were no controls at that moment.
The radiation values here are quite high,
even where pieces have been decontaminated.
We have values of 20-30 times the original background level,
but at some parts where radioactivity has been collected,
we even found radiation levels 1000 times what the background was before.
More then 100...
...even more then 200
microsievert per hour. This is much more then
1000 times the background that has been before the nuclear accident in 2011.
This is still 7 years after the accident,
a highly contaminated area and the government has opened the road.
It's really a big mistake I would say.
All the years I have worked in contaminated areas,
in Chernobyl for an example, I haven't seen values with more then 100 microsievert per hour.
in an environment that is just accessible.
That is a problem that she did not know,
and I think this is the problem of opening the street.
Here it was more then 100 on the ground, 100 microsievert per hour.
If people would be forced to move back it would be risk to their health,
but not only a risk for their health because of radiation,
they would also seriously be constrained in their freedom to move
because now by year 2023 the government wants to push back
these people to Tsushima where as we can clearly conclude from our research
that these radiation levels we measure today
around the houses, around the forest, this whole area
are totally unfit, totally unacceptable for people to return to.
Imagine children coming back to this area.
You will have to explain to small children that they can not play in the garden
or that they can only play in a few meters from the house.
That they cannot put their hands on the soil
That the cannot play,
which is for a child a human right issue.
Children have to have the right to play, this is not possible here.
You would constrain people, in a kind of harness,
to a level which is it not human anymore.
Only 20 percent of the area has been decontaminated, meaning that people who work here
they work in nature, they depend on nature, working on the agricultural land and in the forests.
So these forests have not been decontaminated
and practically speaking that is totally impossible to decontaminate those forests
so people actually are now being pushed back by the government
also financially by removing their compensation payments.
compensation payments they dearly need because they need another housing.
They need to pay for that, this extra cost. If you remove these compensation you actually
force people financially to return to this area and this is totally unacceptable.
As for radiation, the government always tells us how much exposure we get every time we fly in a plane,
how much natural background radiation there is, how much exposure you get when you smoke.
But the fact is, Iitate suffered very high levels of contamination in the Fukushima accident.
But you can't see radiation. You can't smell it.
One expert said something like "if you were able to see radiation, no one would ever come back".
Unless you come to Iitate to see it first-hand, you can't appreciate the horror of the accident.
People who come a long way to visit Iitate are speechless when they see it for the first time.
They are shocked to see the state we are in.
That's the reason why Greenpeace is monitoring in detail.
We in the first place give this information to all these house-owners,
these people who really need this information to make a good judgement about what they are going to do
this is their life, their property has been severely damaged. They need to know, and they want to know
where they are returning to, if they return to this area,
and for that reason it's very important to give those people this information.
Furthermore its very important to document this problem so that Japan and the world
can understand and learn the enormous impact of a nuclear accident
on the personal lives of hundreds of thousands of people who were living here,
but also on nature and the economy of Japan.
And the enormous impact of a nuclear accident and the risk of nuclear power needs to be properly understood
to avoid that such a problem would develop in the future.
