PyeongChang 2018 Olympic Torch touring Seoul until Tuesday - Duration: 2:31.
We've had to wait 30 years,... but it's finally back
With the PyeongChang Games just a few weeks away,... the Olympic torch is back in the
Korean capital for the first time since the 1988 Seoul Olympics.
Cruising through Seoul over the weekend, the torch relay was greeted by big crowds of citizens
and celebrities,... and it lit up the Olympic Stadium in the southern district of Jamsil
for the first time in three decades.
Won Jung-hwan reports.
The Olympic torch has been on the road for 70 days in Korea, but finally arrived in Seoul
over the weekend,... one of its final stops before it steadily makes its way to PyeongChang,
the host city of the 2018 Winter Olympics.
The torch relay began in Seoul on Saturday and runs through Tuesday on a course spanning
around 100 kilometers, with some 600 torchbearers doing the honors.
The star-studded list of torchbearers included K-pop stars and TV show celebrities.
Former professional basketball player SEO Jang-hoon said he felt joy, but also a sense
of responsibility after being selected as one of the runners to carry the very essence
of the Olympic spirit around the capital city.
(KOREAN) "As one of the professional athletes, I had
an opportunity to participate at the Olympic torch relay today,... and I would like to
ask more people to pay greater attention to the upcoming 2018 PyeongChang Winter Olympic
Games."
A variety of different relay events to celebrate the Olympics have been held under the five
themes of Economy, Environment, ICT, Culture and Peace.
The organizing committee says the theme of the torch relay in Seoul is the fourth theme:
culture.
The Royal Carriage Parade Relay, or Eogahaengnyeol , is a fabulous Joseon Dynasty-era parade
that's a perfect example of Korea's rich cultural heritage.
The royal procession started in front of the capital's iconic Gyeongbokgung Palace and
marched to Gwanghwamun Plaza with the torch.
The ritual music and the atmosphere emphasized the importance of this royal ceremony, held
to the highest degree of formality.
During Sunday's leg, the torch passed the Fortress Walls of Seoul and the Bukchon Hanok
Village, and ended up at the Olympic Stadium in Jamsil, which was the heart of the sporting
action during the 19-88 Seoul Olympics.
After leaving Seoul, the torch will travel the northern parts of Gyeonggi-do Province
and head toward PyeongChang, where it will arrive on February ninth, the day of the opening
ceremony.

National Assembly Speaker calls for increased efforts for 2018 constitutional revision - Duration: 0:47.
The head of the National Assembly has called for efforts to speed up talks on amending
Korea's Constitution.
At a press conference on Monday,...
Assembly Speaker Chung Sye-kyun urged the special parliamentary committee to submit
a motion for an agreed constitutional revision by mid-March... so it's ready for a referendum
along with the local elections in June.
He highlighted the assembly's efforts to include voices of all walks of life while preparing
the amendment over the past year.
The special committee convened for the first time this year to appoint secretaries of the
ruling and opposition parties and touch upon issues regarding the amendment.
The 25-member committee, from both sides of the aisle, will carry out its agenda for the
next six months.

'Vancouver summit' to open on Tuesday... but absence of China and Russia felt - Duration: 2:42.
South Korea's foreign minister, Kang Kyung-wha, will set off to Canada later today, to attend
a high-level international meeting on the situation with North Korea.
However, the absence of nations like China and Russia, has led some, including Beijing,
to challenge the meeting's credibility.
Kwon Jang-ho briefs us on what to expect.
The inaugural Vancouver Foreign Ministers' Meeting on Security and Stability on the Korean
Peninsula will open on Tuesday.
Co-hosted by the U.S. and Canada, it looks to extend the international effort to find
a peaceful resolution to the North Korea nuclear situation.
Those invited are being called the 'Vancouver Group', and will include most nations that
fought in the Korean war under the UN flag, such as the UK, France and Turkey, as well
as South Korea, and other interested parties, like India, Japan and Sweden.
However, notable absentees from the list include China, Russia and North Korea.
It's unclear whether they were formally invited or not, but their absence has caused some
to question the effectiveness and purpose of the meeting.
Beijing has criticized the gathering, saying that without all the major relevant parties
involved, the meeting would not help the situation on the Korean peninsula, and only create further
divisions in the international community on the issue.
The main outcome of the summit could be an agreement to push for further pressure on
the regime, especially to try and disrupt ships transporting illicit oil supplies to
the regime at sea.
However, the mood of the meeting has changed since the meeting was first announced in December.
Tensions on the Korean peninsula have dropped after North Korea reopened dialogue with the
South for the first time in two years to try and take part in the 2018 PyeongChang Winter
Olympics next month, and the calls for an immediate hardline stance on the regime have
also softened with it.
Aside from the main gathering, like other international events of this kind, the summit
also offers the opportunity for sideline meetings to take place between individual countries.
A trilateral South Korea-U.S.-Japan meeting has been touted, as well as a separate South
Korea-U.S. meeting.
But perhaps the most highly anticipated will be the potential Seoul foreign minister's
meeting with her Tokyo counterpart.
South Korea-Japan relations have soured again in recent weeks, after the Moon administration
condemned the controversial 2015 Seoul-Tokyo agreement on the issue of Japanese wartime
sex slavery.
While Seoul did not ask for a renegotiation, it has called on Tokyo to offer a 'sincere
apology' to the victims.
Tokyo has argued that the agreement was an apology, and that Seoul cannot simply ignore
it.
It's not clear what could come from the meeting, but it promises to be a highly charged affair.

Korea's export and import prices down in December - Duration: 1:25.
South Korea's import and export prices fell for the second month in a row in December...
as a strengthening Korean won offset rising oil prices.
Kim Hyesung has the details.
Both export and import prices in Korea fell in December.
According to the Bank of Korea on Monday, export prices fell for a second consecutive
month, dropping one-point-six percent from the previous month to 84.5 on the export price
index.
On-year, export prices slumped 2.1 percent, marking the first fall since October 2016.
By item, exports of electronic goods and equipment, such as LCD panels dropped 1.6 percent, and
agricultural goods prices dropped 3.8 percent on-month.
Import prices in December also fell slightly by zero-point-eight percent on month.
Prices of electronics imports like system semiconductors led the fall,... dropping 1.8
percent.
This comes after several months of rising export and import prices running up until
October on the back of rising global oil prices.
Dubai crude oil prices went up 1.3 percent on-month to 61-point-six U.S. dollars a barrel
in December.
But the local currency gained one-point-seven percent against the U.S. dollar... to an average
one-thousand-86 won in December over the one-month period, offsetting the rise in global oil
prices.

If you are watching us in Korea,... you'll want to put a face mask on before heading
out -- the air quality is looking bad.
With dirty air blowing in from China,... the South Korean government is pushing for an
alternate no-driving day restriction in the capital,... to cope with the high levels of
fine dust.
It's the first no-driving day order to be issued by the environment ministry,... and
restrictions would apply to cars based on odd and even last numbers of a vehicle's license
plate.
On the local government level,... the Seoul city is giving free rides on public transportation
during commute hours today.
The city government says buses and subways were free of charge from the start of service
until 9am and will be again from 6pm until 9pm.
It's also the first time fine-dust related policies have been applied to Seoul since
related measures were introduced in July of last year.
The fee waiver was enforced as fine dust levels reached 57 micrograms per cubic meter on Sunday.

Dusty start to week along with mild highs _ 011518 - Duration: 2:13.
Toxic smog from China is pushing fine and ultrafine dust to very high levels in many
parts.
The Chungcheongbuk-do region is under a ultrafine dust advisory.
Fine dust particles are more likely to penetrate deep into the lungs while ultrafine particles
can be absorbed directly into the blood stream.
Try to avoid outdoor activities.
It's a real shame because we are having surprisingly mild temperatures after days with bone chilling
readings.
Seoul will top out at 7 degrees Celsius, Daegu will rise to 11 degrees.
In fact, we'll see readings above the norms this week but expect light rain tomorrow afternoon.
With that, let's take a look at the international weather for viewers around the world.
While most regions in South Korea will be dealing with high levels of fine dust all
day, most cities in North Korea will see much colder temperatures along with snowfall in
some parts.
As for the rest of Asia, most regions in China and India are covered in a blanket of toxic
smog and levels will remain hazardous all day.
Meanwhile, rain is forecast for this morning in Perth.
The city is forecast to receive up to 45mm of rain on Monday along with strong gusts.
Heading to North America, it will be mostly sunny on Monday in Vancouver while rain is
forecast for the rest of the week while foreign ministers will gather for North Korea talks
in the city starting Tuesday.
As for South America, Peru will have calm weather conditions under mostly sunny skies
including southern Peru where a powerful earthquake hit over the weekend.
Taking you to Europe,..
London and Paris will have a rainy start to the week.
Lastly to Africa, major cities will be under a good amount of sunshine except Cape Town
with showers.
That's all the weather update for now.

World governments imposing different regulations on cryptocurrencies - Duration: 2:18.
With the cryptocurrency frenzy in full swing around the world,... different governments
are finding their own ways of nurturing it or cracking down on it.
Although a handful of officials have had their own say on the matter,...
South Korea -- an early mover in trying to regulate cryptocurrencies -- is still undecided
on its future policies.
Park Soyun reports.
The South Korean government is watching the cryptocurrency craze very closely and has
been playing a number of cards to try and minimize its influence.
South Korea is planning to impose tougher regulations on cryptocurrency exchanges, even
pondering an all-out ban,... but the government has stressed that nothing has been decided
or finalized.
Another country fascinated by cryptocurrencies is Japan.
Taking a sharply different approach to Seoul,...
Tokyo has embraced cryptocurrency with open arms,... while emphasizing the need to increase
transparency and financial stability.
China banned cryptocurrency exchanges in September of last year, concerned that such activities
could pose major financial risks to the Chinese economy.
In another interesting turn of events, reports say Russia's Ministry of Finance is seeking
to legalize cryptocurrency trading after years of strict regulations.
Southeast Asian countries have just started to jump on the cryptocurrency train, and Germany
and Singapore appear to be adopting virtual currency exchanges, imposing value-added tax.
World governments are taking different approaches because there are still so many uncertainties...
as the new blockchain technologies that are the backbone of cryptocurrencies make it difficult
to predict the future.
(Interview - Korean)
"Blockchain technology is a key platform of the 4th industrial revolution.
Its relevance to many different industries and distribution make it necessary to view
things from a balanced perspective."
While the South Korean government has insisted it will enforce strict regulations, nothing
is finalized as cryptocurrency could be a possible driving force of South Korea's economy
in the years to come.
With South Korea accounting for a fifth of the world's cryptocurrency market, officials
in Seoul are faced with a slew of tough decisions to make.

Deadly earthquake shakes southern Peru, killing at least 2 - Duration: 1:32.
A powerful seven-point-one magnitude earthquake has struck southern Peru, leaving at least
two people dead and several dozen others injured.
No tsunami alert has been issued, residents in coastal areas have evacuated over concerns
of further aftershocks.
Ro Aram reports...
The epicenter of the quake struck offshore in the early hours of Sunday morning at a
depth of 36 kilometers, just south-west from the town of Acari.
It also shook a string of towns in southern Peru toppling homes, crumbling roads and cutting
power.
Officials said a 55-year old man died in the town of Yauca after being crushed by falling
rock.
A second death was reported in the town of Bella Union, but further details are yet to
be given.
At least 65 people are said to be injured.
Earlier reports that 17 people were missing at a collapsed mine were later withdrawn,
with authorities saying there were no mining disruptions.
There was no tsunami threat and though roads were damaged, ports and airports were reported
to be operating normally.
President Pedro Pablo Kuczynski visited the area to view the damage and coordinate response
measures.
The country's prime minister told reporters in Lima that the government would declare
a state of emergency in the affected zones to allow for faster reconstruction of roads
and homes.
Earthquakes are common in Peru, but many homes are built with weak materials that cannot
withstand them.
