Japan's growing nuclear power and a renewed nuclear agreement with the U.S. - Duration: 2:01.
Washington and Tokyo are extending their existing nuclear cooperation deal.
This allows Japan to continue reprocessing spent nuclear fuel... meaning increased amount
of plutonium in that country.
Cha Sang-mi has the full story.
The United States and Japan have decided to let their current nuclear cooperation pact
renew automatically, which will allow Tokyo to keep reprocessing spent nuclear fuel.
Japan's Mainichi Shimbun reported Tuesday that the two nations' 30-year nuclear cooperation
agreement, which was to expire this July, is confirmed as extended since neither side
proposed revising or terminating it six months prior to the deadline.
The agreement came into effect in July 1988.
Its renewal raises question about the increasing amount of plutonium in Japan, which can be
reprocessed to use again as fuel... or to make nuclear weapons.
Japan is pushing for a so-called nuclear fuel recycling policy for plutonium, but the country
has no immediate use for it since its reactors were switched off after the Fukushima nuclear
disaster in 2011.
On the other hand, a nuclear specialist says, a single warhead requires 5 kilograms of plutonium,
and Japan has 50 tons,... enough for almost 10-thousand nuclear bombs.
But the expert says,
(ENGLISH) - "It's not going to pose any newer threat to
international community.
The threat has already been there.
It's been like a clear and present dangers for so many of us for maybe 25 years, but
there could be some ways of converting plutonium 239 to reactor usable material.'
The Japanese government has insisted it will not hold on to any plutonium not for use by
the international community, the fact that its stockpiles continue to grow could provoke
criticism.

South Korea and Canadian foreign ministers meet ahead of Vancouver summit - Duration: 2:29.
Seoul's foreign minister is in Vancouver for a summit that brings together the top diplomats
from 20 countries.
But according to our Kwon Jang-ho,... fresh criticism from Russia, a country that's not
attending the meeting, leaves further questions about the meeting's agenda.
South Korea's foreign minister Kang Kyung-wha arrived in Vancouver on Monday, where she
was welcomed by her Canadian counterpart, Chrystia Freeland.
(English) AP 4135023 / 1 "She is one of the world's most seasoned diplomats
and I think South Korea and the world are lucky to have her as foreign minister at this
important time.
(English) "I'm very happy at this very important time.
And I thank Canada and the United States for co-hosting this gathering."
Seoul's foreign ministry said the two discussed the next day's summit as well as the recent
inter-Korean talks.
Kang stressed Seoul will continue to work with Canada and the international community
to resolve the North Korea nuclear issue, while Freeland expressed Canada's support
of Seoul's efforts to achieve it in a peaceful and diplomatic manner.
Tuesday's summit brings together 20 senior diplomats from around the world, including
diplomats from the U.S., Britain, France and India.
They're expected to call for continued international pressure on North Korea, despite Pyongyang
reopening dialogue with Seoul on attending the 2018 PyeongChang Winter Olympics.
An agreement to crack down on ships carrying out illegal trade with the regime in international
waters is expected.
But recent attempts by the U.S. to blacklist a number of vessels at the UN Security Council
have faced opposition from China and Russia... who are not coming to Vancouver.
The absence of these two key players in North Korean affairs has meant the meeting's credibility
has been under fire, most notably from the two absent nations themselves.
Moscow's foreign minister, Sergei Lavrov, at a press conference on Monday described
the meeting as "destructive" and openly questioned the need for involving countries like Greece,
Belgium and Colombia in the debate over North Korea.
Beijing's foreign ministry previously said the summit would only create further divisions
in the international community on the issue.
Canadian Prime Minister Justin Trudeau has defended the summit, explaining that a diversity
of approaches was important, but at the same time admitted that any resolution on North
Korea would need to include China and Russia.
Observers will be looking to see how far the so-called "Vancouver Group" will go to acknowledge
the two countries' absence during the talks.

President Moon calls for governmental change that people can feel - Duration: 2:39.

He called for the government to be more innovative... when making policy that affects people's lives.

in order to improve the Korean people's lives.

the livelihoods of the people.
That change starts from the improvement of the government, and we need to bring about
innovation to enable the people to actually feel such change."

In Tuesday's Cabinet meeting, President Moon ordered all public institutions to publish
transparent financial and business reports, and to make all data, apart from personal
information, open to the public.
He also stressed that all the government's work needs to be centered around social values
and should contribute to the public interest and the development of the community.
Such efforts would include breaking the glass ceiling for women working in the government.
President Moon said the government needs to work to increase the ratio of female officials
in management-level governement posts to 10 percent by the year 2022 from the current
6.1,.... and 20 percent from the current 10.5 percent for public organizations.
The President also addressed the concerns of some who say the recent hike in the nation's
minimum wage will put pressure on small businesses and cause layoffs, once again explaining the
rationale behind raising workers' pay.
(KOREAN) "With the pay gap widening, the minimum wage
is not only the pillar that provides a basic living for workers, but also a way to bring
about income-led growth by boosting household income and spending."

However, he also asked his Cabinet to come up with follow-up measures to quell the concerns
and mitigate the potential downsides of higher wages.
Many other issues were discussed during Tuesday's Cabinet meeting, including efforts to accelerate
earthquake-proofing at all school facilities by the year 2029, five years ahead of schedule.
And while he didn't give specifics, President Moon voiced his stance on the recent controversy
over possible government measures against cryptocurrency trading,... where the opinions
of government ministries have appeared to conflict.
(STANDUP) President Moon said it's natural, even desirable
for each ministry to have and push for their own views, but insisted such individual views
would not be publicly released before the government reaches a final decision after
navigating through those different opinions.
