Putin's Remarks on Volunteer Movement at State Council Meeting - Duration: 7:47.
Good afternoon, colleagues, friends.
We are meeting ahead of the New Year in an expanded format, as you can see. In addition to the traditional participation of governors and heads of regions, this State Council meeting is attended by volunteers and representatives of socially oriented non-profit organisations – remarkable people who are passionate about their work.
I want to welcome everybody here and thank you and all like-minded people, and their number is increasing in our country, and thanks to your efforts, among other things, there are now hundreds of thousands and maybe even millions of them – I would like to thank you for your generous participation in people's destinies.
Why have we gathered here today? I would like to remind you that we declared 2018 the Year of the Volunteer. The reasons for this are clear: we need to raise public awareness of this wonderful movement and this kind of activity. Most importantly, we must focus attention on in-depth changes in society that are not measured by statistics and dry numbers alone.
I would like to note once again that more and more people are striving to emulate those who are involved in our meeting today. More and more people are working in difficult areas where practical assistance is needed, where it is necessary to uphold justice and so on.
It goes without saying that support for the volunteer movement does not boil down to formal calendar deadlines. As I have said, this support will certainly continue. Actually, the Government has already drafted the concept for developing the volunteer movement until 2025.
Certainly, together with the volunteers we must formulate detailed plans for such work at the federal level and in the regions, including the introduction of volunteer-support standards that have been drafted by the Agency for Strategic Initiatives.
In effect, this is an algorithm of action for regional teams, and I ask my colleagues from the regions and regional leaders to monitor compliance with the document's practical steps together with volunteers.
We must be more proactive in establishing volunteer centres, so that everyone has the opportunity to join the common cause, to obtain essential knowledge, experience and skills. Volunteers and people in need of assistance will be able to find each other there more easily and quickly. These points of attraction should be established in cities, other communities, at schools, colleges and universities.
Many young people want to take part in the volunteer movement, which we can see, just as the older generation's readiness to share their experience and knowledge for the benefit of society. We must definitely support the national business of corporate volunteer centres. They are being created, and we must support this initiative.
I have said many times before that our national projects and development programmes can be implemented only through the concerted efforts of the state, businesses and the whole of society, as well as an active contribution from volunteers. Today they are involved in the organisation of major international events;
they contribute to environmental programmes by implementing many of their elements, promoting the development of popular sports and helping improve our life. For example, young people from the volunteer movement of medics have helped repair over a thousand rural healthcare centres this year.
I believe we must express our appreciation for the volunteers who are working selflessly at hospitals, hospices and social facilities. In this connection, I ask that the Government and regional authorities remove all the excessive barriers and obstacles that have long outlived their purpose in healthcare and the social sphere.
We need clear and understandable rules of interaction based on the current reality. These rules must be drafted as soon as possible. The Emergencies Ministry, our law enforcement agencies and also volunteers are working on such a document. Coordinated efforts and synergy in this sphere are very important, possibly even crucially important.
Colleagues, many community-focused NGOs began as small volunteer projects. I would like to say a few words about this. Financial support is extremely important for them to expand their operations. In 2017, we allowed NGOs to receive budgetary financing for the social services they provide, but only after they receive a special status as social services providers.
Two years have passed, let us look at the results of that decision. As of December 1, the status has been granted to 187 NGOs around the country. This is certainly far from enough. What does this mean? It means that not all obstacles to the development of this work have been removed.
What can I suggest in this connection? The Presidential Grants Fund has already supported almost 7,000 NGO projects. This system is fair, and, more importantly, it is transparent. One can quickly see the legal foundations for awarding each grant and its practical results.
I think it would be right for the grant-winning NGOs that have successfully implemented their projects to automatically receive the status of providers of socially useful services without any excessive formalities because they have obviously proved their worth by specific deeds. If they have received the grants, if they have been selected accordingly, then this fact speaks volumes.
I also suggest and would like to ask regional leaders to use the Fund's experience of holding open and public tenders and competitions, so that as many genuine and honest projects as possible can obtain federal and regional assistance.
Here is another suggestion. We should help public officials train public sector employees on how to cooperate efficiently with NGOs and volunteers. In this connection, I consider it necessary to launch relevant education programmes and to implement them under the Russia – the Land of Opportunities project together with the Association of Volunteer Centres.
I would like to say a few more words before we start our discussion. It goes without saying that our incentives have a high priority status. However, it is also necessary, of course, to set a personal example; I would now like to address our colleagues from the Russian regions. You know this very well: a personal example sets the pace in virtually every area of our joint work.
Therefore, I would like to ask you to join the projects implemented by volunteers in your respective regions. Most importantly, this participation should be sincere and efficient, and it should not amount to window-dressing.

Throughout history the role of the sage, the prophet - and the soothsayer has been important
yet mysterious figures.
From Nostradamus - to Mother Shipton, to the ancient deciphered texts of the Mayans - people
have claimed to know what lies ahead - giving certainty to the uncertainty of the future.
Well - who would believe it then, that the contemporary version of this comes in the
form of an animated TV comedy first aired way back when in 1989, created by Matt Groening
and developed by James L. Brooks - The Simpsons.
And when you really take a close look, it's pretty creepy how accurate their predictions
have been.
What's going on horror fans - and welcome back to the scariest channel on YouTube - Top

As always, I'll be your horror host Jack Finch, as we take a look at the Top 5 Scary
Simpsons Predictions.

Now - I don't know about you, but I'm a huge fan of The Simpsons, and if we're
being honest - there are some episodes of Treehouse of Horror that spooked me a little
too much than I'd like to admit way back when I was a wee bairn.
But - who would have thought that the scariest content The Simpsons have produced isn't
their interpretation of Edgar Allan Poe's The Raven - it's the fact that time and
time again, they've predicted the future with staggering accuracy.
Well, I guess we better take a look, eh?
Before we do that - you know the drill by now horror fans, if you're a fan of this
video, prophetic visions or just Top 5 Scary Videos in general - then be a dear and hit

Kicking off at Number 5 - Rigged Voting Machines
The Simpsons are no strangers to politically fueled gags - but the literal definition of
stranger than fiction occured back in 2008, during the nineteenth Treehouse of Horror
episode, that aired during the 2008 presidential candidacy race between Barack Obama and John
McCain.
It's a small segment, but the clip features Homer heading into a voting booth and is surprised
to find a brand-new touch-screen machine.
But - after he casts his vote for Democratic candidate Barack Obama, the machine sinisterly
replies - One vote for McCain.
Thank you.
Well - when Homer replies he wants to vote for Obama, he repeatedly presses the touch
screen in frustration, when the machine responds.
Two votes for McCain.
Three votes for McCain.
Then finally - Six votes for President McCain.
I mean, that's terrifying enough in a totalitarian political climate - but errr - what's terrifying
is that it actually happened.
During the 2012 election, where Obama ran for his second term in office - a man filmed
himself using the same kind of touch screen trying to vote for Barack Obama, but repeatedly
found the vote being cast for Republican candidate Mitt Romney.
And The Simpsons predicted the same calamity - four years before it even happened.
Coming in at Number 4 - Siegfried and Roy.
During the episode, Springfield - Or How I Learned to Stop Worrying and Love Legalized
Gambling - which first aired in 1993, we were first introduced to the flamboyant duo Gunter
and Ernst, magical stage performers that have a headline slot at the brand new Monty Burns
Casino, which features their onstage companion - a white tiger named Anastasia.
At the beginning of the episode, Anastasia has a flashback whilst performing - remembering
that she was taken from the wild by the pair after being shot with a tranquilizing dart,
and then savagely begins mauling them.
Well - the duo were a parody of the famous Siegfried and Roy, Las Vegas stage legends
that pretty much did the exact same act.
And things again got a little spooky - when in 2003, ten years after the episode in question
aired - Roy Horn, one half of the Siegfried and Roy duo, was savagely attacked by their
trained white tiger Montecore, where he was grabbed by his neck and dragged offstage while
they were performing at The Mirage, leaving Horn with extensive and life-threatening injuries.
I mean, I get it - if you're in the business of frolicking on stage with one of the most
ferocious feline predators on the planet, you're probably going to get hurt at some
point - but, there's no denying that The Simpsons called it.
Next up at Number 3 - The Walt Disney Takeover
Now this is probably the smallest prediction in terms of screen time - but it's staggering
that it would have the biggest implications, because in short - The Simpsons predicted
its own takeover by Disney - nearly 20 years before it actually happened.
Twenty years - that's insane, right?
In an episode that first aired in 1998 - comically titled, When You Dish Upon A Star - The Simpsons
made a brief segway gag joking that 20th Century Fox - the studio that produced them, had been
bought out and fallen under the umbrella of Disney.
Well - in December 2017, Disney announced the knockout news that it was to acquire the
vast majority of 21st Century Fox in a blockbuster deal worth over 52 billion US dollars, getting
Fox's TV and film studios, its cable TV networks and its stake in the Hulu streaming
service - along with all the character rights and ownership of its creative property - including
The Simpsons.
The show literally foretold its own inevitable ownership.
Swinging in at Number 2 - The Higgs boson Particle
Did you catch that?
Although, only incredibly brief - Season 10 of The Simpsons hinted at one of their most
uncanny predictions ever.
Seriously, there have been books written about this - and the fact that they were pretty
much spot on is staggering.
Matt Groening is a genius time traveller - or an alien or something - because coincidence
can't be THIS coincidental, can it?
Well, what if I told you that in 1998 - Homer Simpson pretty much predicted the mass of
the Higgs boson particle - 14 years before CERN did with the Large Hadron Collider.
Yeah - during the episode of the Wizard of Evergreen Terrace - Homer has a midlife crisis
- stating that he's achieved nothing in his life when comparing it to Thomas Edison,
and so he decides to become an inventor.
During the episode, he scrawls on a chalkboard his prediction of the particles mass, 14 years
before it was even discovered - and British science writer and author Simon Singh noticed
eerily just how close it was and decided to write a book about it - called The Simpsons
and their Mathematical Secrets.
Well - it turns out that the writers of The Simpsons were pretty much all mathematicians
- and head writer at the time, David X Cohen, took a stab at the theoretical particle.
Yeah - he was pretty spot on - but I'm also pretty sure that he's a time traveller.
And finally - at our Number 1 spot - President Trump.
Yeah - nothing to see here really guys.
Other than the fact that The Simpsons predicted Trump's Presidency 16 years before it actually
happened.
I don't really know what to say about this one, other than that it's insanely accurate
- and has gone on to spawn even more accurate predictions involving The Simpsons version
of Trump - and our version of Trump - and I'm not even sure which one is which any
more.
The gag first appeared in an eleventh season episode titled Bart To The Future, which is
pretty self explanatory - but it details Bart and Lisa all grown up, and of course - Lisa
is the First Female President of the United States.
Her task is to rebuild the economy after Donald Trump ruined it during his term as president.
Let me reiterate the fact that this episode aired in the year 2000 - sixteen years before
the 2016 presidential election - it's got me wondering, what the hell was in the water
over at The Simpsons headquarters?
I get it, it's just coincidence right?
There's nothing more to it, they just got lucky … all of those times … back to back.
Well - there we have it horror fans, the startling fulfilled prophecies of The Simpsons.

Martina: Well, I lived on the country side. I have 3 siblings.
Martina: We went 2 or 3 days before Christmas with our father to the forrest, at night.
Martina: Torch light, my father always said, we have to be careful not getting caught.
Martina: We got a small Christmas tree.

Maxie: Actually people buy Christmas trees.
Maxie: Especially if you live in the city. You will buy your Christmas tree.

8 Surprising Symptoms of a Gluten Allergy.
So you're feeling tired and headachy, and your digestive system has been off for awhile.
Maybe you have some other symptoms like a rash or a frequent feeling that your brain
is in a fog.
You've heard about gluten or the gluten-free diet, and you know that lots of people are
going gluten-free, and you start to wonder if you actually could have a gluten allergy.
But what exactly is a gluten allergy, and what symptoms would you exhibit if you had
such an allergy?
There are actually five different kinds of gluten allergies, and each has its own distinct
set of signs and symptoms.
Still, there's plenty of overlap between these five conditions, and many of their symptoms
involve the types of sometimes vague problems listed above: digestive issues, skin issues,
and neurological issues.
Of course, not everyone with these symptoms will have a gluten allergy, since there are
plenty of other possible causes for each.
But the possibility of your having an issue with gluten is worth considering if you and
your doctor can't identify other potential reasons for your problems.
With that, having one or more of these eight symptoms could indicate you have a gluten
allergy.
The next step from there is getting tested for the various types of gluten allergy or
talking to your doctor about a trial of a gluten-free diet.
1.Dysfunctional Digestion.
Not everyone with a gluten-related issue has digestive problems, but enough people do have
this issue to make it number one on our list.
These so-called digestive "problems" can involve diarrhea, constipation, reflux, or simply
abdominal pain, and they're frequently seen when you have one of the two most common types
of gluten allergy: celiac disease and non-celiac gluten sensitivity.
These digestive symptoms can range from merely annoying to completely debilitating.
In addition, in some cases, people who've been diagnosed with irritable bowel syndrome
actually have a form of gluten allergy, and when they stop eating gluten, their IBS diminishes
or goes away entirely.
It's important to note that you do you not need to have digestive symptoms in order to
have a gluten allergy.
In fact, lots of people have one of the other issues on this list as their primary symptom,
and don't have digestive symptoms at all.
But if you do have dysfunctional digestion, it's possible that gluten is the cause.
2.Red, Itchy Bumps.
People with celiac disease and non-celiac gluten sensitivity are prone to various forms
of skin rashes.
Perhaps the best known (and itchiest and most miserable) of these rashes is an autoimmune
skin condition known as dermatitis herpetiformis, or "DH" for short.
DH (one of our five different types of gluten allergy) occurs in conjunction with celiac
disease.
It is an intensely itchy rash that also often "burns" and "stings" and appears as red, water-filled
bumps.
The good news is that this uncomfortable rash can be effectively treated with a combination
of a medication called dapsone and a gluten-free diet.
Besides dermatitis herpetiformis, there are other rashes linked to celiac disease (or
gluten-related disorders), although the association is not scientifically proven, as it is with
DH.
Examples of these rashes include:
-psoriasis -chronic urticaria (hives)
-atopic dermatitis The big picture here is that not every rash
is caused by gluten.
But if you've got red bumps that just won't go away no matter what you do, you might want
to consider your diet as a possible cause.
3.Foggy Brain.
Having a foggy brain means you tend to have difficulty concentrating, or experience short-term
memory lapses.
You may also find yourself losing your train of thought in conversations or when writing,
and you might sometimes become confused or disoriented.
Brain fog is a top symptom in three of the five different types of gluten allergies.
In other words, people with celiac disease, non-celiac gluten sensitivity, and the brain
disorder gluten ataxia all report varying degrees of brain fog.
Of course, having brain fog is not a slam dunk indication you have a form of gluten
allergy.
There is a slew of other conditions that include brain fog as a symptom, including fibromyalgia
and chronic fatigue syndrome.
But if you do have brain fog (potentially combined with some of these other signs),
you might want to consider getting testing for a gluten-related disorder.
4.Pounding Headaches.
Most people get headaches every now and then.
But people with gluten allergies, especially those with non-celiac gluten sensitivity,
and to a lesser extent, those with celiac disease, seem to be especially prone to them.
In addition, migraines may be triggered by gluten.
To back up this up, a study in the medical journal Headache found that 56% of people
with gluten sensitivity, and 30% of those with celiac disease, suffered from chronic
headaches compared to 14% of people in the control group.
About 23% of those with inflammatory bowel disease also reported chronic headaches.
When the researchers looked specifically for people who had migraine headaches, they found
migraines occurred in 21 percent of people with celiac disease and 14 percent of those
with inflammatory bowel disease.
(Some people with IBD feel better when they follow the gluten-free diet.)
So, since certain foods can cause headaches and migraines in those who are susceptible,
it's only logical to also consider gluten as a potential trigger.
5.Pins and Needles.
It's pretty common to have your foot or hand "fall asleep" every once in a while, but people
who have a gluten allergy may have permanent "pins and needles" in their arms, legs, or
feet.
This pins and needles problem in your hands and feet is called peripheral neuropathy.
When you have peripheral neuropathy, you may experience intermittent or constant tingling
in your extremities or even numbness as the nerve damage progresses.
Peripheral neuropathy occurs in up to half of those with the celiac disease form of gluten
allergy, and in the vast majority of those with the gluten ataxia.
It's not clear how many people with non-celiac gluten sensitivity also have peripheral neuropathy,
but doctors treating people with this condition report it's quite common as well.
Of course, simply having your foot fall asleep occasionally doesn't mean you have a gluten
allergy.
In fact, peripheral neuropathy is quite common.
For example, it's closely associated with diabetes.
It can also be caused by injuries, kidney disorders, and vitamin deficiencies, among
other conditions.
All in all, if you don't have another potential explanation for your peripheral neuropathy,
you might want to talk with your doctor about whether it could be caused by gluten.
Nerve damage can be difficult to heal, but some studies (not all) indicate that you may
be able to slow or stop the damage by following a gluten-free diet.
6.Attention-Deficit Hyperactivity Disorder.
Studies show that people with newly diagnosed celiac disease are more likely than average
to suffer from symptoms of ADHD, and those symptoms tend to improve or disappear entirely
once the person begins eating gluten-free.
It's less clear whether people with non-celiac gluten sensitivity might have ADHD symptoms
that are relieved by the gluten-free diet, as medical research simply hasn't resolved
that question.
Many parents report success when they remove gluten from their ADHD-diagnosed children's
diets, regardless of what research has (or hasn't) yet shown.
But this effect could simply be due to the elimination of highly-sugared, un-nutritious
processed foods, the majority of which happen to have gluten in them.
The bottom line is that going gluten-free may help your ADHD if you have celiac disease,
and it may help your symptoms if you have non-celiac gluten sensitivity (or possibly
another form of gluten allergy).
Although the use of diet to treat ADHD is controversial (and some recent studies haven't

7.Depression and Anxiety.
Depression and anxiety are common psychiatric problems.
In fact, about 18 percent of the overall U.S. adult population has an anxiety disorder and
nearly 7 percent of U.S. adults have major depressive disorder.
But are these two disorders linked to the different forms of gluten allergy?
You may be surprised to learn that lots of studies have found links between celiac disease,
depression, and anxiety, both in adults and in teens.
There may also be links between these conditions and gluten ataxia, a neurological gluten allergy
primarily involving loss of motor skills.
And people who have non-celiac gluten sensitivity also report depression and anxiety levels
that seem to be higher than those in the general population, although as of yet there's no
scientific research to back up those observations.
So what does all this mean?
Well, as with the other health problems on our list of gluten allergy signs, it may not
mean anything.
But if you do have depression or anxiety, it can't hurt to talk with your doctor about
whether one of the types of gluten allergy could be to blame.

There's a strong connection between infertility and celiac disease, which is perhaps the best-accepted
form of gluten allergy.
Both women and men who've been diagnosed with celiac disease are known to struggle with
infertility.
It's possible that celiac-associated malnutrition may play some role in this struggle, but doctors
aren't entirely sure what actually causes infertility in people with celiac disease.
When it comes to non-celiac gluten sensitivity, the picture is murkier.
Even though some health care providers believe they're connected, there just simply isn't
much medical research on this form of gluten allergy and infertility.
The good news is that if you're diagnosed with celiac disease, going gluten-free may
help you conceive, as studies have shown that the gluten-free diet helps with fertility
in both men and women.
If you have non-celiac gluten sensitivity, a gluten-free diet may help you and your partner
conceive, but there is no robust scientific evidence to support this yet.
In any event, it may be worth discussing the possibility with your OB-GYN.

6 Signs of UTI That You'll Hopefully Never Experience.
Women know all too well about having a urinary tract infection (UTI).
According to the U.S. Department of Health and Human Services, females will deal with
this uncomfortable condition up to 30 times more often than males, and the National Institute
of Diabetes and Digestive and Kidney Diseases (NIDDK) reports that 40-60% of women will
be diagnosed with a UTI at some point in their life.
What's worse: Between four and 10 women who have a UTI will have a repeat infection within
six months.
(Jeez, can't a girl catch a break?).
Generally speaking, a UTI is an infection that occurs anywhere within the urinary system,
which includes the bladder, kidneys, ureters, and urethra.
"[But] a urinary tract infection is commonly used to refer to an infection in the bladder,
with the medical term of cystitis," says Darria Long Gillespie, M.D., clinical assistant professor
at the University of Tennessee School of Medicine and senior vice president of clinical strategy
at Sharecare.
Even though men have the same urinary system as women, females experience UTIs more often
because they have a much shorter urethra — the duct that allows urine to leave the bladder
and exit your body — which Dr. Long Gillespie says makes them more susceptible.
"Plus, the urethra in women starts right where the vagina and rectum are located, making
it really easy for germs to spread," she adds.
If you're not sure whether the symptoms you're experiencing are related to a UTI, here are
six major signs of UTI that mean it's time to get yourself to the doctor.
Because regardless of whether the bacteria is located in the lower urinary tract (the
bladder) or has flowed to the upper urinary tract (one or both of the kidneys), Dr. Long
Gillespie says the treatment is a dose of antibiotics that requires a prescription.
1.
You have pain in the belly area.
Pressure, cramping, or aching in the lower abdomen is a classic sign of UTI, and Dr.
Long Gillespie says it usually happens because bacteria, such as E. coli, moves to areas
where it shouldn't be.
It's not bad for bacteria to be present — we all have good and bad bacteria floating around
— but when it moves from the anus, where it originates, up the urethra and into the
bladder, it can cause infection.
"E. coli has little attachments on it called pili that allow it to travel along the vaginal
area, then up the urethra and into the bladder," says Fara Bellows, M.D., urologist at Ohio
State University Wexner Medical Center.
While our system can usually fight off this invading bacteria, sometimes our natural defenses
slack off, allowing the E. coli to linger and multiply.
That leads to an overgrowth of these microorganisms, which translates to pelvic pain and tips you
off that it's time to see a doctor.

It hurts when you pee.
A burning sensation and/or pain while urinating are key symptoms of a UTI, and a funky pee
smell could be present on top of it.
These symptoms usually crop up because white blood cell formation, also known as pyuria,
causes your bladder's lining to become inflamed, Dr. Bellows says.
Infected urine then acts as an irritant, and together this scenario causes the foul smell
and burning sensation that makes using the bathroom so torturous.
To avoid these symptoms (and a subsequent infection), Dr. Long Gillespie stresses the
importance of properly wiping after using the bathroom.
"The urethra is at the front, so to prevent spreading germs, women are always supposed
to wipe from front to back," she says.

Your urine isn't yellow.
According to the Mayo Clinic, the color of normal urine ranges from pale yellow to deep
amber.
The shade can slightly shift due to lifestyle factors, including what you eat (berries and
beets can give urine a pinkish hue), what you drink (being well-hydrated can lighten
the tone), and types of medication you take (some can turn urine greenish-blue).
However, your urine's color can also indicate an infection; pee that is cloudy, milky, or
dark brown could be a sign of a UTI.
"Sometimes you will also see blood in the urine," Dr. Long Gillespie adds, and that's
a sure sign that you need to get to the doctor.

You're making a ton of trips to the bathroom.
"Having to frequently urinate and having the sense that you suddenly need to urinate are
both common symptoms of a UTI in the bladder," Dr. Long Gillespie says.
But it's not the same as frequently needing to pee because you're drinking tons of water.
When it's a UTI, you'll have the feeling of desperately needing to relieve yourself, but
only a small amount of urine may trickle out.

You're super tired.
When the body has an infection, your immune system goes into overdrive and releases white
blood cells to fight off a foreign invader (aka bacteria, viruses, and toxins).
Needless to say, this immune response can leave you feeling drained, shaky, confused,
and weak, reports the U.S. Department of Health and Human Services.
6.
You feel like you caught a stomach bug.
If UTIs aren't caught in time, they can spread and cause a kidney infection, which is the
leading cause of approximately 100,000 hospital visits each year in the U.S., reports the
NIDDK.
When that happens, Dr. Long Gillespie says the symptoms are more widespread.
You could experience everything from a fever and chills to an achy back, nausea, and vomiting
— all common signs of the stomach flu.
But when these symptoms are combined with pelvic discomfort, as well as frequent and
painful urination, it's a likely indicator that the diagnosis will be a UTI, and your
doctor can get you started on antibiotics right away.
