Waching daily Jan 30 2017

As I grew up, I was taught if

someone hits me, hit him back.

If they're bigger than me, pick up something

and knock the dog out of them.

It led to a history of violence.

Growing up, I grew up in a dysfunctional household.

I didn't know anything but that.

It was the normal.

Going back to prison,

I thought about what a Muslim Imam had taught me.

He asked me, would I die for my daughters?

And I said I'd die for them.

And he said calm down,

they want you to live for them.

I came up with the concept of second chance

at loving life, and this time you will live

for the same things that you were once willing to die for.

What I do is help people change direction

of their lives, and provide resources and help

them get employed and become better people.

I found 2nd Call when I was still in prison.

Skipp holds an anger management class

and I went through that course

and when I was paroled,

I paroled on a Friday, and I came home,

went to a 2nd Call meeting on a Monday.

After going to prison I really didn't think,

I was like, man, I've got a record.

There was no opportunity

for me to get into any type of union.

At 2nd Call we always talk about careers.

And we always talk about doing things

that can add and multiply

instead of subtracting and dividing.

In the hopes that someone will realize

they might not want to do twenty-seven years in prison.

I'm on my way to getting off parole.

I'm on my way to having a pension.

I have a career.

Life couldn't be better.

HAD TO START AT THE BOTTOM.

HE GOT CREATIVE.

HE SAID I'M GOING TO DELIVER

MAIL IN THE OFFICE AND ENGAGE

THE PERSON I DELIVER THE MAIL TO

IN CONVERSATION.

AND DAVID GEFFEN USED THAT TO

BOOTSTRAP HIMSELF UP AND SHOWED

PROMISE.

>> HARVE, THAT STILL HAPPENS.

THERE ARE STILL PEOPLE THAT WORK

IN THE MAIL ROOM AND THEY GET

PAID.

HARVEY: REALLY, JASON?

HERE'S COFFEE.

Hot Seat: Cannizzaro questions budget priorities - Duration: 13:38.

FLETCHER: GOOD EVENING AND

WELCOME TO THE WDSU HOTSEAT.

I AM TRAVERS MACKEL.

LAST WEEK, MAYOR MITCH LANDRIEU

AND GOVERNOR JOHN BEL EDWARDS

UNVEILED A $40 MILLION CRIME

REDUCTION PLANS.

IT OUTLINES PLENTY OF THINGS

INCLUDING PUTTING CAMERAS ON

BOURBON STREET, HAVING A

CENTRALIZED COMMAND CENTER FOR

THOSE CAMERAS AND IDENTIFYING 20

HOTSPOTS AROUND THE THE WHERE

THEY WILL PUT LICENSE PLATES

READERS AND OTHER THINGS.

SOMEONE WHO DID NOT JUST EIGHT

IN THAT DISCUSSION WAS LEON

CANNIZZARO, NEW ORLEANS DISTRICT

ATTORNEY.

THANK YOU FOR JOINING US.

IT IS INTERESTING THAT YOU WERE

ABSENT AT THAT MEETING

CONSIDERING YOU ARE THE PERSON

WHO PROSECUTES PEOPLE FOR ANY

CRIME.

>> IT WOULD SEEM AS THOUGH THE

LAW ENFORCEMENT COMPONENT OF

THIS $40 MILLION IS GOING TO BE

GEARED TOWARDS MAKING ARREST,

INVESTIGATING CASES AND THOSE

CASES ARE GOING TO BE BROUGHT TO

MY OFFICE.

AS YOU WELL KNOW, MY OFFICE

SUFFERED A $600,000 CUT BY THE

CITY, A 2% CUT OF OUR CITY

BUDGET AND -- 10 PERCENT CUT OF

OUR CITY BUDGET AND WE WOULD

HAVE LIKED THAT MONEY TO BE

GIVEN TO US SO WE CAN RESUME

SOME OF THE THINGS WE WERE DOING

PRIOR TO THE TAKING AWAY OF

THESE FUNDS.

TRAVERS: YOU HAVE BEEN CRITICAL

OF THE ADMINISTRATION FOR

SLASHING YOUR BUDGET.

THIS $40 MILLION, ABOUT

20-23,000,000 COMES FROM THE

CONVENTION CENTER AND 20 MILLION

COMES FROM THE CITY.

DOES IT BUG YOU?

OR ARE YOU ASKING QUESTIONS

ABOUT HOW TO DEFINE 50 MILLION

FOR THIS OR CUT ME 600,000?

>> I'M IN FAVOR OF EVERYTHING WE

DO TO HELP FIGHT CRIME IN THE

CITY OF NEW ORLEANS.

THE PUTTING OF MORE BOOTS ON THE

STREET SO TO SPEAK, WE NEED A

GREATER PRESENCE IN NOT ONLY IN

THE FRENCH QUARTER BUT

THROUGHOUT THE CITY OF NEW

ORLEANS.

THE POLICE DEPARTMENT IS

SHORTHANDED RIGHT NOW.

ANYTHING THAT WE DO TO INCREASE

THE LAW ENFORCEMENT EFFORT IS

GREATLY APPRECIATED AND WELCOME.

BUT THEY HAVE TO TAKE INTO

ACCOUNT THAT THE DISTRICT

ATTORNEY IS THE PART OF THE

LAW-ENFORCEMENT EFFORT.

IT DOES US NO GOOD TO GO OUT AND

THE REST OF SOMEONE FOR A CRIME

OF VIOLENCE IF WE ARE NOT IN A

POSITION TO SUBSEQUENTLY

PROSECUTE THAT PERSON, PROSECUTE

HIM EFFECTIVELY SUCH A THAT HE

IS NOT ABLE TO GO OUT AND HURT

ANYONE ELSE IN THE FUTURE.

TRAVERS: IS AT THIS A POLITICAL

BATTLE THAT WE ARE WITNESSING?

THERE WAS A LONG TIME WHEN YOU

WERE AT THESE PRESS CONFERENCES

AND WERE LOCKSTEP IN WHAT WAS

GOING ON IN THE CITY OF NEW

ORLEANS.

NOT THAT YOU ARE NOT ANYMORE,

BUT YOU WERE NT INVITED TO THIS

PRESS CONFERENCE.

YOUR OFFICE HAS BEEN CRITICAL OF

THE ADMINISTRATION.

IF THIS A POLITICAL FIGHT

PLAYING OUT IN FRONT OF THE

PUBLIC?

>> I DON'T WANT TO BE INVOLVED

IN A POLITICAL FIGHT.

AS I SAID BEFORE THE

METROPOLITAN CRIME COMMISSION.

I THINK THERE IS AN ARGUMENT

THAT CAN BE MADE THAT CERTAIN

INDIVIDUALS IN OUR CITY

ADMINISTRATION ARE PUTTING

POLITICS ABOVE PUBLIC SAFETY.

WE HAVE WORKED VERY HARD IN OUR

OFFICE TO NOT ONLY WORK WITH THE

POLICE DEPARTMENT, TO GET A

BETTER PRODUCT IN THE COURT.

TO BE ABLE TO PURSUE THE VIOLENT

OFFENDERS SUCH THAT THEY ARE NOT

IN A POSITION TO HURT ANYONE IN

THE FUTURE.

AS A RESULT OF THE BUDGET CUTS

WE HAVE EXPERIENCED, THEY HAVE

HAMPERED OUR ABILITY TO HELP

INDIVIDUALS THAT WE PLACE IN THE

DIVERSION PROGRAM.

OUR NONVIOLENT FIRST AND SECOND

OFFENDERS THAT FIND THEMSELVES

IN THE CRIMINAL JUSTICE SYSTEM.

WE ARE NOT IN THE POSITION TO

AFFORD THEM AN OPPORTUNITY TO

STAY OUT OF THE CRIMINAL JUSTICE

SYSTEM.

THE DIVERSION OPPORTUNITY HAS

BEEN VERY SUCCESSFUL.

THE CUTS HAVE GONE AFTER OUR

ABILITY TO GO AFTER THE VIOLENT

AND THE NONVIOLENT OFFENDER.

TRAVERS: YOU SAID DESPITE WHAT

YOU HEAR, THE SAFETY OF THE CITY

OF NEW ORLEANS IS DECLINING IN

THE CITY IN THE PAST YEAR AND

HAS GOTTEN WORSE.

THIS IS A RESULT OF THE CITY'S

ILL-CONCEIVED CRIMINAL JUSTICE

POLICIES.

YOU WENT ON TO SAY, THE BAD

POSITIONS OF POLITICIANS WILL

DESTROY THE CITY IF LEFT

UNCHECKED?

WAS THIS A SHOT AT THIS CRIME

PLAN OF THE MAYORS.

EVERYONE HOPES OF THE CRIME

REDUCTION STRATEGY WILL WORK BUT

SOME WOULD ARGUE THESE IDEAS ARE

NOT NEW IDEAS.

>> AS FAR AS MY OFFICE, WE ARE

NOT GOING TO GET THE DISTRICT

ATTORNEY THE FUNDING THAT HE IS

REQUESTING, IN FACT, WE ARE

GOING TO CUT HIS FUNDING BY

$600,000 BECAUSE, IN THE WORDS

OF ONE OF THEM, WE FIND HIM TO

BE A BAD ACTOR.

TRAVERS: MONEY SHOULD BE TAKEN

FROM THE BUDGET OF A BAD ACTOR

WAS SAID LAST YEAR OF THAT

COUNCIL MEETING.

>> BASICALLY WE ARE EXCEPTING

90% OF THE CASES THAT ARE

BROUGHT TO US.

I BELIEVE THAT IS WHAT I'M

SUPPOSED TO DO.

WHEN THE POLICE DEPARTMENT SENDS

ME A CASE, I'M SUPPOSED TO

EVALUATE THAT CASE AND DETERMINE

IF WE HAVE ENOUGH EVIDENCE TO GO

FORWARD IN COURT.

WE HAVE BEEN DOING THAT.

AS A RESULT OF THE CLOSE WORKING

RELATIONSHIP WE HAVE DEVELOPED

WITH THE POLICE DEPARTMENT, THE

POLICE DEPARTMENT IS BRINGING TO

US BETTER CASES.

WE ARE COOPERATING WITH THEM AND

AS A RESULT WE SEE THAT WE ARE

IN A POSITION TO ACCEPT MORE

CASES.

THE SAFETY OF THE CITY OF NEW

ORLEANS IS DECLINING.

FOR THE FIRST 24 DAYS OF THIS

MONTH, WE HAVE EXPERIENCED OVER

50 SHOOTING.

WE HAVE ALSO EXPERIENCED 16

HOMICIDES AS OF THE FIRST 24

DAYS OF JANUARY DURING THIS

YEAR.

JANUARY OF 2016 WAS ALSO A BAD

MONTH FOR THE CITY OF NEW

ORLEANS, BUT THUS FAR IN 2017 WE

HAVE EXPERIENCED EVEN A GREATER

NUMBER OF VIOLENCE, A GREATER

AMOUNT OF VIOLENCE IN OUR CITY

REALLY HAVE LAST YEAR.

IF THIS PACE CONTINUES, WE ARE

LOOKING AT A NUMBER OF SHOOTINGS

TO BE IN EXCESS OF 700.

THAT TO ME IS UNACCEPTABLE.

TRAVERS: IS IT POLITICS, THEN?

MOST PEOPLE WATCHING IN THE CITY

ARE SAYING HEY, IF THE POLICE

ARE RESTING THEM, IT IS THE JOB

OF THE DA TO PROSECUTE THEM AND

ACCEPT CASES FROM THE POLICE

DEPARTMENT.

IN YOUR OPINION, THE FIELD THAT

PEOPLE ARE CRITICIZING YOU,

CUTTING THE BUDGET OR HOLDING

YOU -- HOLDING IT AGAINST YOU

BECAUSE YOU ARE EXCEPTING 70

CASES IN ORLEANS PARISH?

>> THAT IS WHAT WAS SAID IN ONE

OF THE COUNCIL MEMBERS IN A

NEWSPAPER ACCOUNT.

BASICALLY WE DON'T LIKE THE

POLICY THAT HE ACCEPTS TOO MANY

CASES.

IF YOU LOOK BACK, THIS SORT OF

PROSECUTORIAL THEORIES IN THE

PAST WERE THE DAS OFFICE DIDN'T

ACCEPT AS MANY CASES, YOU LOOK

TO SOME OF MY PREDECESSORS.

IN THE YEAR 1994, THE DA OFFICE

ACCEPTED ONLY 50% OF THE CASES

WROUGHT BY THE POLICE DEPARTMENT

YET THE CITY EXPERIENCED OVER

400 MURDERS.

WE HAVE BEEN ABLE TO

AGGRESSIVELY GO AFTER THE

VIOLENT OFFENDERS.

IF THE COUNCIL AND THERE IS A

PARTICULAR CASE THAT WE EXCEPTED

WHICH WE SHOULD NOT HAVE

EXCEPTED, BRING IT TO OUR

ATTENTION.

THE BIGGEST POINT IS, IF THEY

DON'T WANT US PROSECUTE CERTAIN

CASES, TELL THE POLICE

DEPARTMENT NOT TO ARREST THESE

PEOPLE FOR THESE TYPES OF CASES.

LET THEM GO.

WHEN A POLICE OFFICER MAKES AN

ARREST AND BRINGS THE CASE, I

THINK I AM DUTY-BOUND TO LOOK AT

THE CASE IN AN OBJECTIVE

FASHION.

THERE IS NO QUOTA SYSTEM OUT

THERE.

IT JUST WORKS OUT THAT WE HAVE

WORKED WITH THE POLICE

DEPARTMENT, THEY'RE DOING A

BETTER JOB OF BRINGING US CASES

AND I THINK IT SHOULD BE NOTED

AS A RESULT OF THAT WE ARE

GAINING A CONVICTION RATE OF 90%

IN THE COURT.

THE CASES WE ARE EXCEPTING OUR

BEING PROSECUTED FAVORABLY FOR

THE SAKE OF LOUISIANA.

I DON'T UNDERSTAND WHERE THEY

ARE COMING FROM.

TRAVERS: DOES THIS STEM FROM,

AND PEOPLE WHO FOLLOW THE

ONGOING FOR CRIMINAL JUSTICE IN

THE GOVERNMENT, THE GEL IS A BIG

CONTROVERSY IN THE CITY OF NEW

ORLEANS.

RECENTLY YOU SUPPORTED AN

EXPANSION OF THE GEL FOR VARIOUS

REASONS.

DO YOU THINK THAT IS THE ROOT OF

WHAT THIS POLITICAL FIGHT COULD

BE ABOUT?

>> I DID SUPPORT SHERIFF GUSMAN.

JUST RECENTLY THE SHERIFF SAID

THAT THE FACILITY OF 1438 BEDS

IN THE PARISH THE GEL WAS NOT

ENOUGH.

THE SHERIFF REQUESTED AN

INCREASE OF 200- 275 NEW BEDS IN

THE GEL FACILITY AND THE MAYOR

SAYS NO.

IT GOES TO THE FEDERAL MONITOR.

A FEDERAL COMPLIANCE DIRECTOR

HAS AN APPOINTED BY THE UNITED

STATES DISTRICT COURT JUDGE FOR

THE PURPOSE OF WORKING OUT

CERTAIN DETAILS WITH REGARD TO

THE GEL.

THE FEDERAL MONITOR HAS AGREED

WITH THE SHERIFF THAT THE GEL

TYPES OF FOUR TO 38 IS NOT THE

APPROPRIATE NUMBER AND YOU NEED

AT LEAST 300 MORE BAD TO TAKE

CARE OF THE INDIVIDUALS THAT ARE

COMING IN.

IT IS IMPORTANT TO NOTE AND THE

METROPOLITAN CRIME COMMISSION

HAS NOTED THIS, AS OF JANUARY

THE THIRD OF THIS YEAR, THE

MAJORITY OF THE PEOPLE IN THE

PARISH JAIL OR IN THERE FOR

CRIMES OF VIOLENCE, MURDER,

RAPE, ARMED ROBBERY AND THERE

ARE A SIGNIFICANT NUMBER OF

OTHER INDIVIDUALS WHO ARE IN THE

GEL FOR CHARGES LIKE ARTILLERY

-- BURGALRY, DISTRIBUTION OF

NARCOTICS.

THE JILL IS NOT BEING USED TO

HOUSE PEOPLE CHARGED WITH

POSSESSION OF MARIJUANA.

IN A RECENT STUDY, THEY FOUND

THAT AS OF JANUARY 3, THERE WERE

ONLY TWO PEOPLE IN THE PARISH

JAIL WHO WERE THERE FOR

POSSESSING MARIJUANA.

THE GEL IS BEING USED TO HOUSE

THE DANGEROUS PEOPLE, TO KEEP

THEM OFF THE STREETS AND THAT IS

THE PURPOSE OF THE GEL.

TRAVERS: THIS IS A STRONG

STATEMENT TO COME BACK TO, THE

BEST DECISIONS OF POLITICIANS,

IF LEFT UNCHECKED, WILL DESTROY

THE CITY.

ISN'T THIS CRIME PLAN GOING TO

WORK?

-- IS THIS CRIME PLAN GOING TO

WORK?

CAN IT WORK WITHOUT YOU AS A

PARTNER OR WITHOUT YOU BEING

INCLUDED IN THE STRATEGIES THAT

WENT INTO THE PLAN?

>> I AM HOPEFUL THAT THIS PLAN

WILL WORK.

WHETHER IT WORKS OR NOT REMAINS

TO BE SEEN.

I KNOW I MENTIONED THE OTHER DAY

THAT I KNOW THERE IS AN PORTION

OR AMOUNT OF THE PLAN IS GOING

TO BE USED FOR THE WRITING OF

PARKING TICKET.

I DON'T KNOW WHAT THAT HAS TO DO

WITH CRIMES OF VIOLENCE THAT ARE

TAKING PLACE IN THE QUARTER AND

THROUGHOUT THE CITY.

BUT IT IS IN THE PACKAGE.

THAT IS THE POINT I WAS TRYING

TO MAKE.

IT SEEMS THE ENFORCEMENT OF

PARKING VIOLATIONS IS NOT AS

SERIOUS AS SUPPORTING THE DAS

OFFICE IS GOING TO BE CHARGED

WITH THE OPPORTUNITY --

RESPONSIBILITY TO PROSECUTE

THOSE INDIVIDUALS ARRESTED BY

THE POLICE.

I WANT IT TO WORK.

I LOVE THE CITY.

I WAS BORN, RAISED, AND EDUCATED

HERE AND I WANT THE CITY TO BE A

BETTER PLACE NOT ONLY FOR ME BUT

FOR OUR CHILDREN AND

GRANDCHILDREN.

THAT IS OUR GOAL AND HIS ALWAYS

BEEN OUR FUNCTION.

TRAVERS: DOES SOMEBODY HAVE TO

REACH OUT TO THE OTHER PARTY

WHETHER IT BE YOU REACHING OUT

TO CITY HALL, THE COUNCIL

REACHING OUT TO YOU, TO THE

FENCES HAVE TO BE VENTED HERE

AND CAN THEY BE MENDED?

A LOT OF THE PEOPLE YOU ARE

TALKING ABOUT ARE SEEKING HIGHER

OFFICE THIS FALL.

THERE ARE SEVERAL COUNCILMEMBERS

WHO MAY RUN FOR MAYOR AND

DISTRICT COUNCIL MEMBERS WHO MAY

RUN AT LARGE.

THESE ARE PEOPLE YOU MAY HAVE TO

DEAL WITH IN DIFFERENT OFFICES

IN THE VERY NEAR FUTURE.

CAN THE FENCES OF THE AMENDED?

>> ABSOLUTELY.

IF THERE IS ANYTHING MORE

IMPORTANT -- THERE IS NOTHING

MORE IMPORTANT THAN PUBLIC

SAFETY.

AT THIS STAGE IN THE HISTORY OF

NEW ORLEANS, PUBLIC SAFETY

SHOULD BE THE FIRST AND FOREMOST

ISSUE WE NEED TO BE CONCERNED

ABOUT.

IF WE CAN'T MAKE THIS PLAY SAFE

FOR THE LAW-ABIDING PEOPLE OF

THIS COMMUNITY, THERE WILL NOT

BE A NEW ORLEANS.

IT IS AS SIMPLE AS THAT.

TRAVERS: WE APPRECIATE YOUR

TIME.

UNFORTUNATELY WE ARE OUT OF

TIME.

WE WILL CONTINUE TO FOLLOW ALL

OF THESE DEVELOPING STORIES AS

THE WEEK CONTINUES.
