THOSE CAMERAS AND IDENTIFYING 20
HOTSPOTS AROUND THE THE WHERE
THEY WILL PUT LICENSE PLATES

ANYONE ELSE IN THE FUTURE.

YOUR OFFICE HAS BEEN CRITICAL OF
THE ADMINISTRATION.
IF THIS A POLITICAL FIGHT
PLAYING OUT IN FRONT OF THE

ADMINISTRATION ARE PUTTING
POLITICS ABOVE PUBLIC SAFETY.
WE HAVE WORKED VERY HARD IN OUR
OFFICE TO NOT ONLY WORK WITH THE
POLICE DEPARTMENT, TO GET A
BETTER PRODUCT IN THE COURT.
TO BE ABLE TO PURSUE THE VIOLENT
OFFENDERS SUCH THAT THEY ARE NOT
IN A POSITION TO HURT ANYONE IN
THE FUTURE.
AS A RESULT OF THE BUDGET CUTS
WE HAVE EXPERIENCED, THEY HAVE
HAMPERED OUR ABILITY TO HELP
INDIVIDUALS THAT WE PLACE IN THE
DIVERSION PROGRAM.
OUR NONVIOLENT FIRST AND SECOND
OFFENDERS THAT FIND THEMSELVES
IN THE CRIMINAL JUSTICE SYSTEM.
WE ARE NOT IN THE POSITION TO
AFFORD THEM AN OPPORTUNITY TO
STAY OUT OF THE CRIMINAL JUSTICE
SYSTEM.
THE DIVERSION OPPORTUNITY HAS
BEEN VERY SUCCESSFUL.
THE CUTS HAVE GONE AFTER OUR
ABILITY TO GO AFTER THE VIOLENT
AND THE NONVIOLENT OFFENDER.
TRAVERS: YOU SAID DESPITE WHAT
YOU HEAR, THE SAFETY OF THE CITY
OF NEW ORLEANS IS DECLINING IN
THE CITY IN THE PAST YEAR AND
HAS GOTTEN WORSE.
THIS IS A RESULT OF THE CITY'S
ILL-CONCEIVED CRIMINAL JUSTICE
POLICIES.
YOU WENT ON TO SAY, THE BAD
POSITIONS OF POLITICIANS WILL
DESTROY THE CITY IF LEFT
UNCHECKED?
WAS THIS A SHOT AT THIS CRIME
PLAN OF THE MAYORS.
EVERYONE HOPES OF THE CRIME
REDUCTION STRATEGY WILL WORK BUT
SOME WOULD ARGUE THESE IDEAS ARE
NOT NEW IDEAS.

NOT GOING TO GET THE DISTRICT
ATTORNEY THE FUNDING THAT HE IS
REQUESTING, IN FACT, WE ARE
GOING TO CUT HIS FUNDING BY
$600,000 BECAUSE, IN THE WORDS
OF ONE OF THEM, WE FIND HIM TO
BE A BAD ACTOR.

WITH THE POLICE DEPARTMENT, THE
POLICE DEPARTMENT IS BRINGING TO
US BETTER CASES.
WE ARE COOPERATING WITH THEM AND
AS A RESULT WE SEE THAT WE ARE
IN A POSITION TO ACCEPT MORE
CASES.
THE SAFETY OF THE CITY OF NEW
ORLEANS IS DECLINING.
FOR THE FIRST 24 DAYS OF THIS
MONTH, WE HAVE EXPERIENCED OVER
50 SHOOTING.
WE HAVE ALSO EXPERIENCED 16
HOMICIDES AS OF THE FIRST 24
DAYS OF JANUARY DURING THIS
YEAR.
JANUARY OF 2016 WAS ALSO A BAD
MONTH FOR THE CITY OF NEW
ORLEANS, BUT THUS FAR IN 2017 WE
HAVE EXPERIENCED EVEN A GREATER
NUMBER OF VIOLENCE, A GREATER
AMOUNT OF VIOLENCE IN OUR CITY
REALLY HAVE LAST YEAR.
IF THIS PACE CONTINUES, WE ARE
LOOKING AT A NUMBER OF SHOOTINGS
TO BE IN EXCESS OF 700.
THAT TO ME IS UNACCEPTABLE.
TRAVERS: IS IT POLITICS, THEN?
MOST PEOPLE WATCHING IN THE CITY
ARE SAYING HEY, IF THE POLICE
ARE RESTING THEM, IT IS THE JOB
OF THE DA TO PROSECUTE THEM AND
ACCEPT CASES FROM THE POLICE
DEPARTMENT.
IN YOUR OPINION, THE FIELD THAT
PEOPLE ARE CRITICIZING YOU,
CUTTING THE BUDGET OR HOLDING
YOU -- HOLDING IT AGAINST YOU
BECAUSE YOU ARE EXCEPTING 70
CASES IN ORLEANS PARISH?
>> THAT IS WHAT WAS SAID IN ONE
OF THE COUNCIL MEMBERS IN A
NEWSPAPER ACCOUNT.
BASICALLY WE DON'T LIKE THE
POLICY THAT HE ACCEPTS TOO MANY
CASES.

PROSECUTORIAL THEORIES IN THE
PAST WERE THE DAS OFFICE DIDN'T
ACCEPT AS MANY CASES, YOU LOOK
TO SOME OF MY PREDECESSORS.
IN THE YEAR 1994, THE DA OFFICE
ACCEPTED ONLY 50% OF THE CASES
WROUGHT BY THE POLICE DEPARTMENT
YET THE CITY EXPERIENCED OVER
400 MURDERS.
WE HAVE BEEN ABLE TO
AGGRESSIVELY GO AFTER THE
VIOLENT OFFENDERS.
IF THE COUNCIL AND THERE IS A
PARTICULAR CASE THAT WE EXCEPTED
WHICH WE SHOULD NOT HAVE
EXCEPTED, BRING IT TO OUR
ATTENTION.
THE BIGGEST POINT IS, IF THEY
DON'T WANT US PROSECUTE CERTAIN
CASES, TELL THE POLICE
DEPARTMENT NOT TO ARREST THESE
PEOPLE FOR THESE TYPES OF CASES.
LET THEM GO.
WHEN A POLICE OFFICER MAKES AN
ARREST AND BRINGS THE CASE, I
THINK I AM DUTY-BOUND TO LOOK AT
THE CASE IN AN OBJECTIVE
FASHION.
THERE IS NO QUOTA SYSTEM OUT
THERE.
IT JUST WORKS OUT THAT WE HAVE
WORKED WITH THE POLICE
DEPARTMENT, THEY'RE DOING A
BETTER JOB OF BRINGING US CASES
AND I THINK IT SHOULD BE NOTED
AS A RESULT OF THAT WE ARE
GAINING A CONVICTION RATE OF 90%
IN THE COURT.
THE CASES WE ARE EXCEPTING OUR
BEING PROSECUTED FAVORABLY FOR
THE SAKE OF LOUISIANA.
I DON'T UNDERSTAND WHERE THEY
ARE COMING FROM.

AND PEOPLE WHO FOLLOW THE
ONGOING FOR CRIMINAL JUSTICE IN

JUST RECENTLY THE SHERIFF SAID
THAT THE FACILITY OF 1438 BEDS
IN THE PARISH THE GEL WAS NOT
ENOUGH.
THE SHERIFF REQUESTED AN
INCREASE OF 200- 275 NEW BEDS IN
THE GEL FACILITY AND THE MAYOR
SAYS NO.
IT GOES TO THE FEDERAL MONITOR.
A FEDERAL COMPLIANCE DIRECTOR
HAS AN APPOINTED BY THE UNITED
STATES DISTRICT COURT JUDGE FOR
THE PURPOSE OF WORKING OUT
CERTAIN DETAILS WITH REGARD TO
THE GEL.
THE FEDERAL MONITOR HAS AGREED
WITH THE SHERIFF THAT THE GEL
TYPES OF FOUR TO 38 IS NOT THE
APPROPRIATE NUMBER AND YOU NEED

NARCOTICS.

HOUSE PEOPLE CHARGED WITH
POSSESSION OF MARIJUANA.
IN A RECENT STUDY, THEY FOUND
THAT AS OF JANUARY 3, THERE WERE
ONLY TWO PEOPLE IN THE PARISH
JAIL WHO WERE THERE FOR
POSSESSING MARIJUANA.
THE GEL IS BEING USED TO HOUSE
THE DANGEROUS PEOPLE, TO KEEP
THEM OFF THE STREETS AND THAT IS
THE PURPOSE OF THE GEL.
