Hi! This is Aggie Lal— Travel in Her Shoes.
And today I'm super excited about today because I'm gonna tell you
how I afford staying in luxury resorts and fancy hotels.
And, yes, I'm a travel blogger, and I sometimes get to do it for free.
But that was not always the case and sometimes not every hotel wants to work with me.
So I still use my few tricks to really enjoy my stay.
Like I have to say, I've stayed on private island hotels.
I've stayed where you get to feed giraffes.
And the prices for these hotels were anything from $700 to $2500 a night.
Just to give you an idea what I mean by luxury.
I know you can stay even more than that.
I haven't so far. I don't think I have.
But I have a few tips for you in case you ever want to stay in a hotel like this
And you probably think that you can't afford it.
Well, maybe we can work on it.
All right, I have to tell you the truth— I used to be one of these snobbish travelers
that thought that the real travel and the real experience
has to be budgeted. That people that stay in five-star hotels
and they say that they travel to a country— like they don't know anything—
That's not real travel.
Well... It might not be. But staying in a 5-star hotel does not
necessarily mean that's your only experience from that country.
So I like to do both. I like to do both
getting to know the locals— that's I guess my #1 reason why I travel.
But staying in a five-star hotel, it's an experience in itself.
Its beautiful architecture, the design— both interior and exterior—
the pools, it's very pleasing and
there's something to be said about the beauty
that we, as humans, like to be surrounded by.
And that doesn't necessarily mean luxury in itself.
It's not like you feel, "Ahh... I love this TV. It's so pretty."
or "This feels rich."
It's just everything is thought of and aesthetically pleasing
and very pleasant to hang-out around, like be part of.
I was never the kind of a girl that was dreaming about her Chanel bag
and never really wanted to have fancy Louis Vuitton shoes
or whatever you can get from Louis Vuitton.
The brands don't really impress me at all
But staying in beautiful place
or being surrounded by nature
that's been composed or worked into a beautiful beach
or a mountain
That's always been my bucket list.
That's always something that I work towards
and makes me very happy when I get to accomplish it.
First, I would say, I personally hate the in-between.
I either like to stay in a really really nice place
or really basic Homestay or Airbnb
or something that's like up to $100.
In Cuba, I stayed with a family for $12.
In Australia, we slept on a camper van for a week.
I loved that. I think it's basic. You have zero expectations.
You're happy if you take a shower that day.
But that way, it lets me save money
and stay in a luxury resort a few days later on.
Because, the amount of money I spend
for that amount of two weeks,
It's the same as if I spend
the entire two weeks staying at mediocre resort.
And the mediocre resorts, it's usually—
The pool is not quite there.
There is no view.
The bed's not comfortable.
Stuff are not cl—things are not clean.
Service is not great.
Food is okay.
I just rather stay with a family
or a super cheapy hotel that's usually family-based.
Super basic.
That's usually way better vibe than a medium hotel.
So that's my advice number one.
Because if I feel that if you stay at super cheap places
then you can really afford to do the expensive ones.
I did it in Guatemala where I stayed in super basic places
then we stayed in a fancy hotel in Belize.
Same in Australia. Same in Africa.
That's been my—that's the way I travel.
I usually avoid the medium hotels to be honest.
And the ratio is you're like,
"Whoa, Aggie! Okay, so you can save by staying
by sleeping in a camper van. But then—
it's still super expensive to stay in a fancy resort."
Well, my rule is
If you are to stay in fancy resort.
You should stay there. That's what I do.
I don't have much parents.
No one pays for my stay.
We have to both work. Me and Michael have to work for this.
We work hard-earned money to stay in these places.
I totally don't get people—
I mean, good for you if you can afford it—
But I don't get how you can stay seven days in a fancy resort
and check-in at 11 P.M.
Or not stay there and do all the activities around.
So the way I travel: I stay cheap.
Get to visit the entire area around it.
And then when I show up at the resort.
I am the—I bet you—
I'm the first person to check in
and the last one to leave
and I won't go anywhere.
Like, I don't care what's outside of the island.
I'm there for a day or two
and sometimes three
I've never stayed longer than three days at a fancy resort.
I just can't afford it. I can't imagine
just spending a week at this point of my life—
YET
I hope it will change— HINT HINT fancy hotels—
you can invite me for longer.
But bet your bottom dollar, I'm not leaving anywhere.
Like I'm staying there for sure for this entire time.
Just enjoying every single facility that's offered.
And I guarantee you after two days of sitting in your room,
even if it's the most beautiful, you're like
"Okay, now I need to change
I need to see what's out there."
And then you move.
Okay, speaking of check-in.
You usually can check-in around 3 P.M.
Maybe 4 P.M.
My piece of advice is if you can and if it's a fancy resort,
organize it so you can show up at the resort—
for example, I've done it a few times—
6 A.M. or 7 A.M. in the morning
and I apologize and I'm like
"I am really sorry.
But this is the way I've planned it
or the way I'm just showing up from the airport.
I know I can check-in until 4 P.M.
I don't wanna pay to check-in until 4.
But is it okay if I just hang out the pool
or enjoy and grab some lunch
or just leave my suitcase and I'll just be around."
I have never—
Because they are really nice resorts,
they will never tell you
now that you showed up
you have to go and leave.
They will always take care of you
because you're technically just showing up
before the check-in is allowed.
And it's totally fine.
This is a little sketchy, I know.
But it crossed my mind by accident
because the hotel transfer that we stayed in Australia
on Hayman Island
only offered to be picked up from mainland.
To get the boat, you could either go at 6 A.M
in the morning or 5 P.M.
So I'm like,
"I'm not going on 5 P.M.
and checking-in at 6 by the time I get to the island
because I'm gonna lose the entire day.
So I had to go early, and they just took care of us.
I'm like, "What if it worked in other places?"
And it has.
It does extend your stay a little bit.
Same at the check-out.
Say, "Would it be okay?"
and of course, it's at the discretion of the hotel.
So it's not like
I want you to take advantage of the hotels.
Cause it's not really cool.
But if you ask them,
"Hey, is that okay if we hang-out 'cause
we happen to arrive early,
or we happen wait for a flight?"
Or whatever.
And no one really cares if there's an extra person
at the pool for another two hours.
As long as you don't overstay and overuse their hospitality,
it's totally cool.
I hope (laugh).
I don't think— I'd say try to go out of season.
In-season prices are crazy.
I remember staying at Sri Panwa in Thailand
where their villa was $2500 per night—in-season.
And only $900 out-of-season.
So that's not too bad.
It's less than half-price.
One thing to keep in mind, of course:
It's always cheaper to stay
for example, on a fancy resort in Thailand or the Philippines
than it is to stay in the Maldives.
It's just because of the currency there, for instance.
Something to keep in mind
If you're dreaming
The quality of the hotel is just as good if not better.
Another tip that I can tell you is
to check out the website called Hotwire.com
and this is website where hotels
don't advertise themselves so low.
But they might still have some rooms available
that they put out there.
So you go to Hotwire's website and showing out
"Whoa, we have a hotel in Thailand or
on Phuket Island,
and it's $700.
It has 3 pools, 200 rooms,
and a golf course.
We're not gonna tell you what the name is,
but our price is $500 down from $2000"
advertising from the hotel.
And that's all you know from Hotwire.
Well, this is a lot of information,
because sometimes you have no guarantee
whether this is the exact same place
but based on that information,
you can drag down go to Booking.com
and find these places and find the location
and try to figure it out.
My biggest core is—
That works every time whenever
I stay on an island
especially when the hotel is
the only hotel on the island.
This totally worked for me a few times.
And I still remember when I was looking
at the prices for One&Only on Hayman Island, Australia.
And the price online was $1200.
I went to Hotwire.com and it said,
"There's a hotel on Hayman Island,
we're not gonna tell you what the name is
but it's $700"
It just happens that One&Only is the only hotel
on Hayman Island.
Because it's a private island.
So you have probably 99% chance
that you're gonna book this hotel.
'Cause that's very little risk,
knowing that there's only one hotel
and sure enough, it was One&Only.
So make sure you check Hotwire
because the prices are enormous
like $500—it's almost 50% off.
And next,
Be careful with transfers.
Again, there are hotels that
charged us, I don't remember,
up to $600 to a transfer
to a private island.
So it's always worth checking
or look on TripAdvisor or Expedia
to find out whether there is a cheaper way
of getting to and from the island, independently from the hotel.
Basically, whenever hotels offer transfers
or offer some sort of service,
like taxi, or anything really,
you're gonna pay premium.
So if you want to avoid that,
try to find a way to figure out
your own way of transport.
And I have been to islands that
you can only get by boat or helicopter,
and they offer helicopter.
But it's cheaper to rent a helicopter by yourself
than to rent it through a hotel, of course.
So just to keep something in mind.
Alright, one more thing.
I always always always travel with my own snacks
And it has nothing to do with staying in fancy resort.
I just hate being hungry.
I don't eat dairy. I don't eat meat.
I'm trying to avoid gluten or wheat in general.
That limits my choices by a lot.
I've just been in too many situations
where I was really hungry.
So I always bring some snacks with me
and it's proven very helpful for me so far.
I guess that's it.
These are my tips
of how I afford to stay in those fancy places
all around the world.

Yet Another La La Land Video - Duration: 13:55.
Hello, I know I'm late to the hype train.
I saw La La Land for the first time yesterday, and I literally cannot stop
thinking about this film.
I am absolutely in love with this movie.
If you've not seen it yet,
really... please... please go and watch it.
It's so good and i'm going
to talk about it now because I have all
these thoughts in my head and I just
need to put them out and *aaaaaaah*
I watched it twice yesterday: I went to
the cinema and then I could not stop
thinking about it for the rest of the day.
So I think it was almost midnight
I started watching it again and I'm so obsessed...
Obviously as it's only been one day since I saw it,
this review is going to be quite
emotional and emotionally centred.
I have so much, I wrote all of this... just... so.... *emotional moan*
Okay! I'm going to divide this video into two parts basically.
First i'm going to give a kind of
*mostly* spoiler-free review
discussing the different themes, so not really the
plot itself... That's going to be quite short.
Then I'm going to talk more in detail
about why i love it and obviously it's going
to be spoiler heavy and stuff so PLEASE go
see La La Land if you haven't yet, it's so good...
SO I watched dodie's [gotta keep that lower-case branding] video on La La Land
And she divided it into different
themes from the film and I thought that
was a great idea i'm going to steal that!
I havent picked the same themes exactly
so it should be a bit different... hopefully.
For me, the main themes are dreams, success vs. fame,
letting go of the past, kind of...
Hollywood and music of course.
I'm really trying to keep this as spoiler-free as possible.
It's both, in my opinion, an hommage and a
critique of the Golden Age of Hollywood
and I think it really hits home because a lot of us have
grown up with these films.
So it's very nostalgic but it also has a twist on it.
All i'm going to say about the story...
There are two main characters, each
with an individual dream. They meet as
they're trying to achieve these dreams
and they try to achieve together.
Also, the music is great....
That was a review.... Just watch it, PLEASE, it's so good.
Now onto the juicy stuff: talking about the
film itself. SPOILERS!1!11 So if you haven't
seen it go see it!! *shh* Don't watch this please.
I want you to watch it please, it's so good.
It's also online...
I'm not condoning watching things illegally but just saying....
As I said, the themes are dreams,
success vs. fame, letting go of the past, Hollywood and music.
I didn't include love in this list... It's definitely a big part of
the film but if you removed it,
the message would still be the same so
in my opinion it isn't exactly a theme, but love
definitely plays a big part in the story, obviously.
The main theme: dreams!
As the film is built upon these two
characters, you really see two ways of
achieving your dreams - both Mia with
wanting to become an actress and Seb
with starting his Jazz Lounge.
We can really see how different things can affect how
dreams will be carried on for the rest of our lives.
For example, Mia's aunt plays a
huge role in what she's wanted to become.
And when she used her aunt as an example in The Fools who Dream
When she says "A bit of madness is key to give us new colours to see",
you need to go through all these troubles and things to achieve your dream,
a big message from the film.
Next theme: success vs. fame.
We see through Seb and Mia two really
different ways to achieve your dreams.
From Mia's point of view, doing it for her
child-self, and her aunt as well,
always keeping that in mind when going forwards.
Seb on the other hand fluctuates between wanting to achieve different things.
he has the main dream of having to
plunge but the ways of getting there
change a lot of what you want to do
perfectly see the complex which is
happening between me and said there's
also have another think I'm inside my
during the argument seem
it really doesn't know what you want she
does a little kind of felt that for a
moment which me and criticise the bar

the fitmencook channel for today's
quickie recipe we are taking it to the south to
make a red beans & cauliflower couscous
yummy yummy :)
now i gotta say as a southerner
I got to apologize to my family from
Louisiana and South Carolina this is not
aunties recipe but it is much more
practical for us meal prepers and also
a lot more calorie conscious check it out
to a slow cooker add dried red beans
smokes sausage bell peppers celery
red onions green onions cumin thyme
chili powder smoked paprika oregano
garlic coconut sugar and a pinch of sea
salt and pepper pour in some water
followed by some chicken broth
toss in some Bay leaves stir it up and pop the top
and cook on low for 6-8 hours at olive
add oil to the skillet and saute garlic and
red onion toss in shredded cauliflower pearls
and cook in the skillet for
about five minutes
season to taste with sea salt pepper
BOOM!
add the cooked beans to the
cauliflower couscous and enjoy this
calorie-conscious taste of the south

Hello, I'm Catherine and I'm a nerdfighter!
Wow, this sounds like an Alcoholics Anonymous
group. I messed up, bah! So I'm gonna tell
you a little bit about my experience
with Nerdfighteria. I entered Nerdfighteria from
kind of strange direction I think. And it
all starts with Steve Jobs. So remember
in the earlier two thousands when Apple
was totally the huge thing and everything was apple?
Sometime in 2008, I borrowed an iPod touch
and I was a big fan of audiobooks at the
time, so I kept listening to them. But
then at one point, I got bored one day, and
decided to just kind of lurk on iTunes.
Because, you know, that's what you do as a
middle school nerd who's staying up
past her bedtime. And I notice these
things called podcasts and I was like,
"What is this? I'm just going to check it out!"
The thing that attracts people
to anything is Harry Potter, right? And
the top two podcasts at the time were
MuggleCast and PotterCast, so I started
listening to both them, and a few months
into this, the hosts of PotterCast were
talking about this thing called LeakyCon.
And at some point during that episode
they talked about the Vlogbrothers and
Nerdfighteria, and I was intrigued! So from
that point on, I knew about them. And then
when Helping Haiti Heal happened, and
the Vlogbrothers and the Harry Potter
Alliance and everyone got together, I was
exposed to all of that once. And that was
my first experience with a charity
livestream and also the first time I saw
Hank and John Green.
It took me until around two thousand nine
to get a youtube account and to
actually be on Youtube at all. Let alone,
follow the Vlogbrothers. That was my
first introduction to the Vlogbrothers
and to that entire community of
wonderful people. And pretty much for
seven years, I have never missed a Vlogbrothers
video. And ninety-nine
percent of everything that I watch on
YouTube can be traced back to the Vlogbrothers
.They're like this central node
for my communities
and I love it. I want to also say that I
did not really actively be in the
community for many years.
It wasn't until after The Fault in
Our Stars came out that I became
comfortable talking to
people in the comments at all, and
feeling like I was really a part of the
community, as opposed to just this person
watching from afar, and observing this
large mass that was not a part of me and
I was not a part of it. And then as
Michael Aranda's WhatI'mDoingRightNow
channel like grew and amassed this
really amazing group of people around it,
I actually joined in that. And then through
that, I met some great people and started
making videos myself. And that's what
really brought me really into the
community, as opposed to someone just
kind of watching from afar, even though
the watching had also made a really
large impact on my life. And now, Nerdfighteira
to me is a very clear group of
people. I obviously don't know
everyone, but I do know some people. Some
people I have met in real life at VidCon.
Some people i just know from the
comments. And some people maybe I only
exchange like one word with you, once, but
you exist, and you're people, and that is
amazing. I love this community and I owe
so much love and inspiration to all of
you guys, no matter how long you've been
here. And I can only hope that everyone
has as wonderful as an experience of
Nerdfighteria as I have.

Over the weekend, openly defiant CEOs, particularly among the tech sector, expressed their displeasure
with Trump's Friday executive order temporarily banning refugees and limiting travel from
seven Muslim countries, with both words and deeds, among which the following (summary
courtesy of Axios):
VCs funding the ACLU: Several venture capitalists, as well as a few entrepreneurs, took turns
soliciting donations to the American Civil Liberties Union through social media and personally
matching those donations.
Airbnb volunteers to help provide housing for impacted immigrants: The home-sharing
company said that it will work with travelers and organizations to provide housing for those
impacted by the executive order, whether through volunteer hosts or by funding housing.
Lyft and Uber commit millions of dollars to legal aid: On Sunday, Lyft said it will donate
$1 million to the ACLU over the next four years.
Later in the day, Uber said it will create a $3 million legal defense fund for impacted
drivers, as well as provide legal assistance and compensate their lost wages.
Google is setting up a $2 million crisis fund: The search giant has set up a fund that will
donate to the American Civil Liberties Union, Immigrant Legal Resource Center, International
Rescue Committee, and UNHCR.
On Monday morning, former US Treasury Secretary Larry Summers, speaking in an interview with
Bloomberg Television, said that he is �gratified� by what he heard from the tech community.
�As global businesses, they have a huge stake in the United States being a nation
of the Statue of Liberty rather than being a nation of refugee camps.� He added that
�they have a huge stake in the United States supporting an open and tolerant global system,
they have that stake for their employees, their customers, they have it for the reputation
of the United States and they have spoken out.�
Donald Trump sitting down with tech CEOs during less turbulent times.
That may be, but the biggest reason for the anger by tech CEOs at the Trump administration
is a simple, and a more selfish one.
The reason for the simmering cold war between tech CEOs and Trump can be summarized in just
three letters: H1-B. The bottom line is that tech CEOs fear Trump will single them out
for outsourcing jobs or shut down the so-called H-1B visa program they use to hire high-skilled
foreign employees for crucial engineering and technical jobs.
And, as Axios adds, White House officials say they are right to be nervous, especially
about changes to the visa program.
Chief strategist Steve Bannon and policy chief Stephen Miller are known to be deeply skeptical
of the program, and will have a strong, vocal ally when Jeff Sessions gets confirmed as
Attorney General.
Some further observations:
Trump's mixed messages: On the campaign trail, he promised to "end forever the use of H-1B
as a cheap labor program."
He later signaled in a meeting with tech leaders that he's most concerned about companies misusing
the visas to displace lower-wage American workers.
How it works: Visas are capped at 65,000 a year, with 20,000 additional visas for foreign
workers with master's degrees.
The demand for the visas is so high that the cap is usually exceeded within a few days
of the application window opening.
The visas are distributed to companies through a lottery system.
Tech companies such as Microsoft, Google, IBM, Cisco, Apple, Intel and Facebook say
the visas are crucial for specialized jobs they can't fill domestically because of a
shortage of American graduates with the right technical skills.
When CEOs spoke out over the weekend about the ban, they pointed out the importance of
allowing the "best and brightest" to work in the U.S.

Which is why if a news report about Trump's next imminent executive order is accurate,
the simmering cold war between the tech CEOs and Trump is about to nuclear.
Bloomberg reports that the Trump administration has drafted an executive order aimed at overhauling
the work-visa programs technology companies depend on to hire tens of thousands of employees
each year.
If implemented, the reforms could force wholesale changes at India companies such as Infosys
Ltd. and Wipro Ltd., and shift the way American companies like Microsoft Corp., Amazon.com
Inc. and Apple Inc. recruit talent.
Companies would have to try to hire American first and if they recruit foreign workers,
priority would be given to the most highly paid.
The draft of Trump�s executive order covers an alphabet soup of visa programs, including
H-1B, L-1, E-2 and B1.
The first is a popular program with technology companies and is aimed at allowing them to
bring in high-skill workers when they can�t find local hires with the appropriate skills.
The legislation caps the number of people who can enter the U.S. annually at 85,000,
including those with undergrad and master�s degrees.
The average salary of an H-1B worker at Apple is reportedly more than $100k.
�Our country�s immigration policies should be designed and implemented to serve, first
and foremost, the U.S. national interest,� the draft proposal reads, according to a copy
reviewed by Bloomberg.
�Visa programs for foreign workers � should be administered in a manner that protects
the civil rights of American workers and current lawful residents, and that prioritizes the
protection of American workers -- our forgotten working people -- and the jobs they hold.�
The foreign work visas were originally established to help U.S. companies recruit from abroad
when they couldn�t find qualified local workers.
But in recent years, there have been allegations the programs have been abused to bring in
cheaper workers from overseas to fill jobs that otherwise may go to Americans.
The top recipients of the H-1B visas are outsourcers, primarily from India, who run the technology
departments of large corporations with largely imported staff.
�If firms are using the program for cheap labor, I think it will affect them and they
will have to pay workers more,� said Ron Hira, an associate professor at Howard University.
�If tech firms are using the program for specialized labor, they may find there are
more visas available.�
The Trump administration did not respond to a request for comment on the draft.
The proposal is consistent with the president�s public comments on pushing companies to add
more jobs to the U.S., from auto manufacturing to technology.
It�s not clear how much force the executive order would have if it is signed by the president.
Congress is also working on visa reforms and the parties will have to cooperate to pass
new laws.
Zoe Lofgren, a Democratic congresswoman from California, introduced a bill last week to
tighten requirements for the H-1B work visa program.
"My legislation refocuses the H-1B program to its original intent � to seek out and
find the best and brightest from around the world, and to supplement the U.S. workforce
with talented, highly-paid, and highly-skilled workers,� Lofgren said in a statement.
Meanwhile, as Bloomberg adds, India�s technology companies, led by Tata Consultancy Services
Ltd, Infosys and Wipro, have argued they are helping corporations become more competitive
by handling their technology operations with specialized staff.
They also contend the visa programs allow them to keep jobs in the U.S. and that if
they have to pay more for staff, they will handle more of the work remotely from less
expensive markets like India.
Trump, however, see things differently.
�Inspections and investigations in the past have shown no cases of wrongdoing by Indian
IT services companies, which have always been fully compliant with the law,� said R Chandrashekhar,
president of Nasscom, the trade group for India�s information technology sector.
�The industry is open to any kind of checks in the system, but they should not cause any
hindrance to the smooth operation of companies.
The proposed Trump order is also aimed at bringing more transparency to the program.
It calls for publishing reports with basic statistics on who uses the immigration programs
within one month of the end of the government�s fiscal year.
The Obama Administration had scaled back the information available on the programs and
required Freedom of Information Act requests for some data.
Whatever specific changes are implemented, they are likely to add to the expenses for
India�s technology companies.
That may accelerate a shift to new kinds of services, such as cloud computing and artificial
intelligence, said Raja Lahiri, partner at the Mumbai-based partner at consultancy Grant
Thornton India �The visa challenges are not going to go
away easily,� he said.
�They will continue to be a challenge for Indian IT companies.�
But while the pain for India will be acute, it will be Silicon Valley that may be most
impacted, as suddenly its favorite source of cheap, skilled labor is eliminated.
How it will responds remains to be seen.

In researching for another report TruePublica unearthed a database dating back to the mid
1990�s and although quite widely publicised some years ago, provides astonishing insight
into how dangerous American foreign policy has developed over the decades.
This particular article appeared as part of a feature in the December 8, 1995 issue of
Executive Intelligence Review, and was circuclated extensively by the Schiller Insitute Food
for Peace Movement entitled: �Who Is Responsible for the World Food Shortage?�
The article quotes from a classified report and summizes that a plan, formulated by Henry
Kissinger was adopted by the US administration in the 1970�s under President Gerald Ford
to use population control methods in regions around the world where threats to their own
economic or political power was likely emerging.
The article, now over twenty years old, explains in detail the plan to starve millions and
keep many countries in a cycle of perpetual emerging nation status through famine or war
or both.
At the base of the article we have included more links as supporting evidence to Joseph
Breda�s 1995 article and attached former World Bank staff Peter Koenig�s latest piece
on Washington�s �Financial Genocide� of India.

On Dec. 10, 1974, the U.S. National Security Council under Henry Kissinger completed a
classified 200-page study, �National Security Study Memorandum 200: Implications of Worldwide
Population Growth for U.S. Security and Overseas Interests.� The study falsely claimed that
population growth in the so-called Lesser Developed Countries (LDCs) was a grave threat
to U.S. national security.
Adopted as official policy in November 1975 by President Gerald Ford, NSSM 200 outlined
a covert plan to reduce population growth in those countries through birth control,
and also, implicitly, war and famine.
Brent Scowcroft, who had by then replaced Kissinger as national security adviser (the
same post Scowcroft was to hold in the Bush administration), was put in charge of implementing
the plan.
CIA Director George Bush was ordered to assist Scowcroft, as were the secretaries of state,
treasury, defense, and agriculture.
The bogus arguments that Kissinger advanced were not original.
One of his major sources was the Royal Commission on Population, which King George VI had created
in 1944 �to consider what measures should be taken in the national interest to influence
the future trend of population.� The commission found that Britain was gravely threatened
by population growth in its colonies, since �a populous country has decided advantages
over a sparsely-populated one for industrial production.� The combined effects of increasing
population and industrialization in its colonies, it warned, �might be decisive in its effects
on the prestige and influence of the West,� especially effecting �military strength
and security.� NSSM 200 similarly concluded that the United
States was threatened by population growth in the former colonial sector.
It paid special attention to 13 �key countries� in which the United States had a �special
political and strategic interest�: India, Bangladesh, Pakistan, Indonesia, Thailand,
the Philippines, Turkey, Nigeria, Egypt, Ethiopia, Mexico, Brazil, and Colombia.
It claimed that population growth in those states was especially worrisome, since it
would quickly increase their relative political, economic, and military strength.
For example, Nigeria: �Already the most populous country on the continent, with an
estimated 55 million people in 1970, Nigeria�s population by the end of this century is projected
to number 135 million.
This suggests a growing political and strategic role for Nigeria, at least in Africa.� Or
Brazil: �Brazil clearly dominated the continent demographically.� The study warned of a
�growing power status for Brazil in Latin America and on the world scene over the next
25 years.�
Food as a weapon
There were several measures that Kissinger advocated to deal with this alleged threat,
most prominently, birth control and related population-reduction programs.
He also warned that �population growth rates are likely to increase appreciably before
they begin to decline,� even if such measures were adopted.
A second measure was curtailing food supplies to targetted states, in part to force compliance
with birth control policies: �There is also some established precedent for taking account
of family planning performance in appraisal of assistance requirements by AID [U.S. Agency
for International Development] and consultative groups.
Since population growth is a major determinant of increases in food demand, allocation of
scarce PL 480 resources should take account of what steps a country is taking in population
control as well as food production.
In these sensitive relations, however, it is important in style as well as substance
to avoid the appearance of coercion.�
�Mandatory programs may be needed and we should be considering these possibilities
now,� the document continued, adding, �Would food be considered an instrument of national
power?
� Is the U.S. prepared to accept food rationing to help people who can�t/won�t control
their population growth?�
Kissinger also predicted a return of famines that could make exclusive reliance on birth
control programs unnecessary.
�Rapid population growth and lagging food production in developing countries, together
with the sharp deterioration in the global food situation in 1972 and 1973, have raised
serious concerns about the ability of the world to feed itself adequately over the next
quarter of century and beyond,� he reported.
The cause of that coming food deficit was not natural, however, but was a result of
western financial policy: �Capital investments for irrigation and infrastucture and the organization
requirements for continuous improvements in agricultural yields may be beyond the financial
and administrative capacity of many LDCs.
For some of the areas under heaviest population pressure, there is little or no prospect for
foreign exchange earnings to cover constantly increasingly imports of food.�
�It is questionable,� Kissinger gloated, �whether aid donor countries will be prepared
to provide the sort of massive food aid called for by the import projections on a long-term
continuing basis.� Consequently, �large-scale famine of a kind not experienced for several
decades�a kind the world thought had been permanently banished,� was foreseeable�famine,
which has indeed come to pass.
