This is a good opportunity for us to discuss an array of issues, first and foremost, the future of Russia-India relations
The upcoming meeting of President Putin and PM Modi, as well as an array of global and regional issues
I'll start with bilateral relations, and since we're experts, we can talk candidly, outside of accepted diplomatic lingo
I'd like to talk about accumulated difficulties. Our relations are developing gradually, they are mainly friendly,
We did quite a lot for the strategic partnership, but there are certain limits that we have talked about for a long time
For example, the limited growth of Russian-Indian trade, considering the size of the Indian economy, its growth
and the enormous potential of the Indian market

Thank you very much for the invitation. On to the question, what are the issues of Indian-Russian relations
I would say that the problem is that if you compare Indian-Russian relations with Indian-Soviet relations,
Indian-Soviet relations stood on many pillars, while Indian-Russian relations stand only on the pillar of military-technical cooperation
It used to be completely different. To military-technical cooperation you can add nuclear energy cooperation,
and to some extent, scientific cooperation
I would say the most gaping hole is economic. Economic cooperation should somehow be lifted up
Right now our bilateral trade is at around $10 billion, which is clearly not enough for two economies as big as Russia and India
There are two or three major issues. First, our business elites do not know about each other's existence
When Indian economic reforms began in 1991, in part connected to the Soviet collapse, the same reforms began in Russia
Much more painfully, with shock therapy and so on. We both looked at the West not only for financial resources, but also for ideas
on how to reform our economic systems.
In India, this reform is not yet complete, we are maybe in phase two, there are still phases three and four
But the thing is that for nearly 20 years, we were distracted from each other
Because of that, the Indian elite's perception of business in Russia is very poor, so to say
And a little better is the Russian understanding, although there are some bodies that understand India, such as the military industry

A large part of the strategic community distrusts the project, while another part believes that we should participate in it

I lean toward the latter opinion, although I understand that projects such as the maritime Silk Road prompts a lot of distrust in India
First of all, it bypasses India. There is a small branch that goes to Calcutta and that's it
So naturally, India gets the impression that this is an encirclement of India, which prompts mistrust
If you look at the land route, besides the one that goes India-Bangladesh-Myanmar-China
Everything else bypasses India. But I want to tie this to what was earlier said about the big project
I believe there is need for a big project between India and Russia, and there is a possibility of a North-South corridor through Iran
Our Prime Minister recently returned from Iran, where he promised $500 million to develop the Chabahar port,
and also to develop the route which will branch off to Afghanistan and Central Asia, as well as to the north through the Caspian and Azerbaijan to Russia
And from Russia, to Northern Europe. For us, this is very advantageous, it shortens the route by nearly half, at least 14 days
This is considerable for both the time and the cost of transportation
Second, I believe that our relations need a big project that would inspire our relations and give them a basis
Third, this is a project that can include the private sector, because it means strategic investments, at least from the Indian side
The Indian state will carry out the construction of roads and railways
This can all be handed over to the private sector. Naturally, Russian Railways and other construction companies would also want their benefits from it.
It is also beneficial for Iran because it improves infrastructure and business climate.
So I would call this a win-win situation for all partners, so this project should be approached more energetically,
Many countries have signed onto this, besides Iran, India and Russia, including Southeast Asian countries,
This should be actively promoted, because it is the future. If you look at India's foreign policy, Iran is becoming its strategic partner
Because of transport routes, energy, the events in the Middle East. Iran is a regional power that everyone should have good relations with
As sanctions against Iran's are being lifted, this also allows India great opportunities on its markets, considering technology exchanges
Even during sanctions, we were allowed to import Iranian oil, because even the Americans understood that if you limit Iranian oil
exports to India, it will lead to a major crisis for India.
So India, China, South Korea and Japan had waivers from sanctions and could import quite large amounts of Iranian oil
Although in India, we reduced oil imports from Iran from 15 to 12 percent of total.
But now, this will only rise. Now there are also talks about natural gas shipments
from Iran to India, and if this is done through an undersea pipeline or LNG, Russia could be included in this
Then you could speak of Russian gas shipments to Northern Iran, while Iran ships some of its gas to us in exchange

The view from Russia is that the order is being destroyed, since the Cold War, bipolarity collapsed, a new order did not emerge,
So it's a worsening transition, we are losing order and experiencing chaotization
The American view that Russians are trying to change the global order while they are trying to preserve it is being formed
There's the Chinese idea of adapting to the rules of the game and gradually advancing their ideas, institutions and so on
But we are not very aware of India's view. We do know that our leaders share the idea of multipolarity,
but this is a hazy term that could mean anything, and we do have multipolarity.
How does the Indian strategic community see it, what sort of dynamic is it, toward chaos or some sort of order?
Or is it some transitional state considering that international relations are always anarchic? I'm interested in your point of view.
I have the typical Indian view that I agree with all three views. But let's look at the matter more seriously.
Yes, from one point of view, US influence is declining
On the other hand, we in India, the strategic community, not the government,
we believe that in the next 20-30 years, the US will remain the dominant military power
as well as in science and technology, and a world leader in innovation and other areas
such as the international financial system
So I don't believe that any country will get close to the US in terms of comprehensive national power
Obviously there is China, which will rise economically, but still needs time to rise militarily
I disagree with the Americans, that Russia is the source of all the world's evil and that it wants to overturn everything
I believe that Russia, like India wants evolution, rather than revolution. We don't want to destroy and rebuild everything.
In this sense, we use the Chinese approach, that we need to adapt to the new world order,
But we need some rules that we are all receptive to and are willing to work under
It's a good idea in principle, but we are talking about the US, China, India, Russia, Japan, the EU, and a couple of smaller countries
The problem is that each of them sees themselves as an exceptional country
But if every country has this idea of exceptionalism, how can they agree on rules?
So I believe that this chaos will continue, the US-China conflict will not emerge for another 10 years or so, maybe even more
So there needs to be an enemy for the time being, Russia. India does not want this, we want excellent relations with Russia.
Naturally, because of our distrust of China, we want even better relations with the US
Hostility between the US and Russia does not help this. This hostility pushes Russia toward China.
There is currently an invisible, intangible strategic barrier between Russia and China
Pushing Russia further will make it cross the barrier, putting India in a very complicated position
Because India currently does not want to be in any one alliance, though it may have to in such a situation
