Game of Thrones Season 7 OFFICIAL POSTER RELEASED - Duration: 3:30.
Hello everyone.
HBO posted a New Season 7 poster a few hours ago along with a short video to reveal it.
We first see the eye of the Night King in this video and then, it zooms out and we see
Half of the Night King's face.
You can clearly see Jon Snow reflected in his eye.
In my "Will Bran kill the Night King video," when I answered Abby Tabby's question, I
said that either Jon or Bran will kill the Night King.
But since Bran was a cripple, I thought Bran might have to warg into someone else to do
it.
But this video clearly shows that the ultimate battle will be between Jon and the Night King.
I have already said before that I think Jon is Azhor A'hai reborn.
And as I said in my Stark Blood Video, I think ONLY someone with Stark Blood in them can
defeat the Whitewalkers.
I also explained my theory on why Stark Blood is especial and why it's important that
"there MUST Always be a Stark in Winterfell."
I'll post the link to that in the end of this video.
I have already said in my predictions before that I think the Night king will bring down
the Wall in season 7.
We already saw that the Mark on Bran's arm allowed the Night king to break the Wards
of the cave.
The Wall is more than just Ice.
There are spells carved into it.
Bran going back to Winterfell or crossing the Wall COULD enable the Night to Break those
spells and wards too.
And once that happens, he will be able to invade Westeros.
Maybe it will happen in the next to last episode, since every big or epic thing happens in the
last second episode.
But in the previous seasons, as we have seen in Hardhome, and Winds of Winter episode,
epic things can happen in any episode now.
So, there's no guarantee WHEN it will happen.
They also have to deal with Cersei and Euron first.
So, it will happen AFTER that.
I would LOVE to see Jon fighting the Night King, hopefully with Lightbringer in his hand
and Ghost at his side.
So, who do you think will kill the Night King?

nobody else survives, there need only be a mother and father to rebuild.
Gilly is not Important to the End Game, But the NEW Beginning."
I completely agree with you Stacy.
It's definitely possible that Sam and Gilly will survive the Long Night and they will
help the Kingdom heal after the war.
I think Sam will write a book about the Great War for the future generations, whereas Gilly
will help those who will need it.
This goes without saying that I am not expecting any of the main characters to survive in the
end.
George RR Martin said that the ending will be bittersweet.

THE HANDMAID'S TALE TV SHOW || REVIEW & DISCUSSION - Duration: 10:45.
Hey guys, it's Emily! For today's video
I'm doing a review / discussion of The
Handmaid's Tale TV show. So recently I
finished the book The Handmaid's Tale by
Margaret Atwood and I absolutely love
this book. I read this in high school and
then decided to reread it for the TV
show to kind of get it like fresh in my
mind and all that stuff, and I just
am blow away by this book, it's just
so, so good. This takes place in an
alternate history version of the United
States in which there is this aggressively
Christian, anti-woman regime in power and
because there is rampant infertility in
this society, certain women are rounded up
and then have to serve as handmaids in
the households of the elite, and that
means that they're essentially breeders.
They have to bear the children of these
elite families. And it's brutal and
terrifying and also grounded in quite a
bit of American history, and if you
haven't read this book I so, so, so
recommend it's... I read this in a day, even
though it's not a super short book.
Just read the book! It's so good! But I'm
not talking about the book, I'm talking
about the show, which I have enjoyed so
so much. I feel like "enjoy" is kind of the
wrong word, because it is deeply
unsettling and uncomfortable to watch. One of my
roommates was actually talking about it
and she was like, "I can't watch it alone.
It makes me so uncomfortable I can't
watch it alone." And I think that's like a
very true sentiment for the show. I have
been so blown away by it that I was
literally taking notes on my phone while
watching, which I I never do. I'm way too
lazy for that, I never do that that. I did
this for this! It's just so good. I think
this is going to be generally spoiler
free, so if you're worried about that,
don't be. Most of my notes aren't really
about plot points they're kind of about
film technique and things like that
because I'm a snob. One thing I really,
really, really wanted to talk about, which
is such an important part of the book,
but I think works better visually is the
visuals. So a lot of things are described
in the book: the regime itself, seeing
soldiers all over the place, the uniform
of the handmaid. All women and men in the
society have to wear a uniform
associated with their particular caste
in this regime. The wives mid wear teal
blue dresses and the Martha's have like
their outfit guys who chauffeur the rich
dudes around, they have their particular
outfit, and the handmaid's outfit is both
iconic and visually striking and so they
are supposed to
wear all read, this big shapeless shift
thing, and then they wear a bonnet.
but the bonnet, when they're outside, has
these things that are referred to as
wings, and it's this white like cone
kind of thing. They kind of show it on
the cover of the book, this is like one
person's interpretation of it. The
interpretation of it at the show works
so well visually. First of all the all red
like tent dress which is both oddly kind
of alluring. In this world that's very
black and white and shades of grey the
red stands out a lot, and yet it so
shapeless that it's this like weird sexy nun
thing going on, which is essentially kind
of what the handmaids are. They're not
supposed to be experiencing sexual
pleasure or anything like that they're
just supposed to exist for their womb
essentially, and yet they are obviously a
sexualized object, and so the red dress
really plays into that in a very
interesting way. But back to the wings
themselves. It makes for just such a good
filmmaking tool! Oh it's so good to watch!
The first of which is that because the
handmaids have this, it's supposedly
like protecting handmaids from other
people looking at them. The wings are
also an object of control because they
make it so that anytime a handmaid
moves her head you see the whole
movement because it's not just her eyes
moving around or things like that. She
can't do that because she can't see so
she has to move her whole head to see
things, and it automatically makes you as
a viewer realized how the main character
Offred, at how little control and freedom
she has literally when it comes to
looking at things. They do a lot of
really great close-up shots of Elisabeth
Moss who's the actors who plays Offred,
and the wings make this really great
framing device. And because of them they
make you, as a viewer, feel that
claustrophobia. You can see it cutting
off areas of the screen that you're used
to seeing when you do get a close-up
shot of a person, and so it immediately
makes you go like, "Oh I'm not seeing as
much as I should be seeing,"which puts
you directly in her shoes, and it's
just such a good bit of filmmaking. I
absolutely loved it. It also helps to
emphasize them being meek
because all handmaids are kind of supposed
to not be looking at anyone, like I said
earlier, and they're kind of supposed to
be like looking down. And again, because
of the structure of these wings you
literally get that like downward angle
as opposed to just their eyes being down
which you can't really see. You get a
strong silhouette of like them looking
down which emphasizes this position of
weakness of vulnerability and it is just
so good. The other thing is that the
regime itself is so much scarier in the
visual than in the book, for me anyway.
Because when you're reading it it's one
thing, but authoritarian regimes are
always so rooted in the visual. If you
think of those regimes as we know them
throughout history--look up Mussolini's
headquarters in Italy like for a crazy
visual. That's the real world. And then
you have all of the Nazi symbols which
are this instantly recognizable symbol
of terror and horror. A lot of people
don't know that like graphic design has
a very strong root in Soviet Russia, in
that regime, and so once again these are
all real world example of how autocratic
regimes do use the visual as an
important part of like establishing
themselves. And so to see those visuals
in the Republic of Gilead, which is the
name for this alternate US, you see a
couple like stage things and like a big
ol' symbol. It really drives home the fact
that this is a big old regime. The other
thing is you see in the background of
shots soldiers everywhere which makes
you as a viewer automatically kind of
on alert. You know you're automatically
in that in that zone of stress that
something could go wrong. When you're
reading a book it's first person from
Offred's perspective, and so if she isn't
actively describing a soldier walking by
you aren't seeing that so to speak. But
in a wide shot you are seeing that every
single time, and so we're seeing the
military presence that are an added
stress and pressure and fear added on to
our main protagonist's everyday life.
Another thing I was so unbelievably
impressed with--in the book it kind of
goes back and forth between Offred in
her present tense when she's living in
this regime but it also talks about the
past and one distinction that I noticed
is that when she's in her present
there's an emphasis
on describing objects, and there's a kind
of tactility to the world around her,
which i think is a dual, or triple,
purpose, maybe. Number one it sets a
distinction in the language used in the
past and in the present. The second is
that it's an emphasis on objects because
Offered herself has been reduced to an
object--she is nothing more than her
ability to bear children. And then three,
I think it serves as a kind of reminder
of reality.
So when Offred's talking about objects
it's kind of this like, this is a chair
this is a table, these are all real
things, this is real life. So it's a kind
of reality check that this horror,
this, this unbelievable reality, is in
fact real. And so I was kind of curious
if they would play around with that in
the show and they do in a really
interesting way! And the way they do that,
at least it's my opinion of why they're
doing this, they have a million and a half
shots of just hands touching objects, so
grabbing oranges or touching a banister--
things like that. It's just essentially a
disembodied hand touching stuff. And that
is such a wonderful visual
interpretation of the language of the
book! I live for that stuff! I just
love it! And then the other thing that
they do is with the music. They play
around with music in a really, really
interesting way. I should say I am four
episodes in at this point and so I've
seen enough, because they do it a little
bit in the first episode, but they do it
a lot more in later episodes. They have
the dystopian noise, which is, you
see it in like The Hunger Games in The
Dark Knight, and any movie that kind of
has a dystopian feel to it even if it
isn't outright dystopia, where it's just
like some kind of synthetic, like, "MEEEEHHHHH"
in the background. That was kind of a weird
noise, but like do you know what I'm talking about!
There's that noise and they play it
kind of over and they play around with
it but it's just like menacing foghorn
kind of thing. And so they have that and
it is very disconcerting and it makes
you uncomfortable and on edge, but they
also have a lot of contemporary music.
Not even necessarily from the 2000s,
just very recognizable music. It has that
same function of reminding us that this
is reality even if it's a distorted reality.
A couple of times they take iconic songs
and like slow them down or distort them
in some way, so it's like this is
recognizable and you've distorted it. I love
that because the music and the score is
so clearly not an afterthought. I was
talking to one of my friends about this
because in the book they basically say
that people of color are kind of shipped
off out of the regime and you don't
really see them and instead the
showrunners decided to cast people of
color in roles that were originally
white, and I think that's really
interesting. And I think A. Samira Wiley! I
love Samira Wiley! She's so incredibly
watchable. Like you know that there's
like good actors, but for some reason
they just kind of piss you off, you don't
know why? Samira Wylie is is not, she's
like the opposite of that. She's a great
actress who also I just like
watching. I am excited whenever she's on
screen. And my friend and I were talking
that we're so glad that they kind of
sacrificed the the "accuracy" elements as
opposed to sacrificing visual diversity.
Just overall I'm, I'm so into the show
I am so into this show. It is
unbelievably good. It's really bleak, like
very bleak, and very scary, and very
unsettling. The Savaging scene, which
doesn't mean anything unless you've read
the book or seen the show, is one of the
scariest things I've seen in a really
long time. Like just disturbing and it's
so well shot and it doesn't actually
show like violence in any way and yet it
is so visceral and feels very violent
without showing it, which I'm like, the
skills to do that! UGH! It's
so good! I'm repeating this over and
over and over--it's just so good. If you
have not seen The Handmaid's Tale change
that because it's the best show I've
seen in years.

All these people are trying to say they are deciphering these bars as it is super deep.
And I understand why because

put extras on everything kendrick does.
His entire verse is really about the success that he is living with, thats about it.

Hello guys, i am Schockisch from WGLEU team Ding,
and today i will explain to you the skills of heavy tank T110E5.
With the skills, i personally would go without reskilling,
because i don't like spending gold on it,
and losing XP by reskilling with credits,
is not an option either for me.
So i would start off with Sixth Sense,
which is the most important skill on any tank,
since it tells you when you get spotted.
And all other crew members should go with repairs,
to make your tracks repair faster, in any hard cases you can get in.
Second skill should be BIA,
since it improves your tank stats
and other crew skills overall,
but it also works only when it is at 100%.
The third skill you should go with repairs on the commander,
snap shot, smooth ride and safe stowage.
Snap shot and Smooth ride to improve your gun handling overall again,
like with the vertical stabilizer,
and safe stowage to eliminate chance of getting blown up in 1 shot.
So for the 4th skill you should go with Jack of all trades,
so you can stop using that first aid kit,
driver should go with off-road driving to make your tank move quicker,
and both last crew members should go with firefighting,
once because it makes you lose less HP in case of fire,
and because there are no other skills left.
I really hope this will help you to understand
the usage of crew skills better,

The Grand Finals 2017: Tank How-Tos with Kazna Kru - The RU 251 - Duration: 1:46.
Hello tankers, i am Yzne from the team Kazna Kru,
who are part of WGLEU,
and today I will talk a little bit about the RU251,
German Light tank.
For the first crew skill on commander,
I would pick 6th sense,
because we do want to know when we are spotted in a light tank,
it is an essence of light tank to know
when it is spotted or not spotted.
For the gunner, first crew skill,
I would pick snap shot, since were in ru251,
and it is a very good tank, mobile tank,
and you will shoot a lot on the move,
and you will circle a lot of enemy.
For the first skill on the driver,
I would pick smooth ride,
because we will be moving a lot
and we will be shooting on the move,
but we will only shoot on the move
when we're in close combat.
Loader first skill, i'd pick camouflage.
Second crew skill, i would pick camouflage for commander,
gunner and driver,
and on the loader I would pick repair.
As soon as we hit 100% on second crew skill,
we will retrain it to BIA, just to get that extra edge on everything.
If you retrained your crew to BIA on the second crew skill,
I would advise you to start same crew skills as before.
When you reach 100% on your loader
I would advise you to pick safe stowage,
so we would have more protection in case we were unlucky
getting hit in ammorack and blown up.
4th crew skill on commander I would pick jack of all trades,
simply because if our driver or loader or gunner dies in our tank,
we can still be operational with jack of all trades.
The gunners 4th skill will be repair,
same with driver, same with loader,
just to give us extra chance to survive.

Are you one of those whose truly seeking, truly searching for the deeper meaning of
the moment to ignite your life?
Plenty say they are, but then the Path Less Traveled is littered with people who fell
by the wayside, those who took the soft, comfortable option of staying where they are, in that
safe, predictable space.
But if you�re reading this, then for sure at the heart of you, is a burning light, that
although may get stuck in a lay-by from time to time, is yearning to return to the highway,
to be a constant flaming brilliance, all the time, as a way of living.
So what does it really mean to be walking this �Path Less Traveled?� How might you
be inspired to continue, when all around often seem conforming and conservative?
Light Warriors Carving the Future
Yes, in the spiritual mainstream, you�ll hear plenty about surrender and letting go.
But how often is that used as an excuse for non committal? For giving up at the first
hurdle: �Oh it�s not meant to be.�
Says who? Did you check all the signs, or just the convenient ones?
The journey up the spiritual mountain is the Path Less Traveled because plenty of people
got softened into the easiness of the base camp � not working too hard, conforming
with everyone else (including the spiritual mainstream), taking the moment as it goes,
conveniently forgetting that the moment has future-landing-now encapsulated within it.
A future, that as warriors of light, we were given to carve.
It�s easy to stay small. There are 7 billion reasons, 7 billion daily reflections why to
stay in the cage.
And as soon as you dare to step out, the naysayers will be telling you you�re crazy, �don�t
be stupid, get back in the box, shangri la la land doesn�t exist�.
But for those on the path, something sits uncomfortably inside you about that.
Nothing to lose
You know there�s a different way, a more expanded way, a more connected way. And although
it�s seldom easy, in your heart-of-hearts, you just know it can work � that miracles
and magic will click in around you, if you can dare to take that step.
And what really have you got to lose?
Maybe you�ll have to give up that safe and predictable 9-5. Maybe you won�t always
know where the resources are going to come from.
Maybe in order to be truly you, you�ll have to risk that your relationship won�t work
out the way you would have liked � the convenient and comfortable one, where no one is put out
or truly tested to be who they really are.
But you�re not going to do that now are you?
Because you know, ultimately, to bury yourself under a mountain of untruth,
is, in the long run, much more painful than climbing it.
Making the intangible tangible
The road less traveled is full of intangibility. Whilst the comfortable rut is right there:
it�s solid, predictable and known well by the many. You can lean on it, rest in it,
be propped up by it.
But in the authentic reality of myth and metaphor, you�ll have to take a risk, to step out
into the unknown, not knowing where it might lead, or how you might be supported.
But that�s the point, if you want to learn how to fly, you have to unfurl your wings,
and trust that they�ll hold you aloft on something you�ve never known before� something
as subtle as air.
Because that�s what this Path Less Traveled is all about � it�s mystical, etheric,
full of the intangible. It�s your destiny to make it real, to bring it into being, to
say by your very actions:
�look, this is possible, it can be done!�
Realising why we create the obstacles
The Path Less Traveled is of course the inner journey. It�s about not immediately settling
for the quick fix in the outer world, the immediate solution, the soft but convenient
option.
It�s realising that you have to work � at yourself � to unfold the true path of light.
It�s easy to keep doing what we�ve always done.
The hardest thing is to change yourself. Because that takes responsibility, ownership of your
sh** and a willingness to change. If you can dig deep, and find this quality, if you can
own your creative path, then you have what it takes to meet the crucial obstacles of
change � those inside yourself.
There�ll come a point, where you stop seeing the outer obstacle as something you�ve got
to fix, get past or get over.
Instead you�ll surrender into the real reason why you created the obstacle in the first
place: the pain inside of you where the light gets buried in the blurred haziness of uncertainty.
But you�ll stop trying to avoid it, stop popping the pill or immediately grabbing for
that quick fix crutch.
Instead you�ll look right into the jaws of it and say:
�F**k it, I�ve had enough now, the pain can�t define me anymore, I�m going right
into the heart of it.�
And so you look right into it�s contracting jaws and say:
�No more! I will not be defined by you, I will unfold and unwind right through you�
you son-of-a-b***h!�
This is what defines the Path Less Traveled. The inner path. The journey of purpose, to
the realisation of who you truly are. And then the actualisation of it, moment by moment,
as the most profoundly magical way of being and living.
Expanding Consciousness in the Great 5D Shift
Right now, the Path Less Traveled, in the next chapter of the human journey, leads right
into �heaven� � the New paradigm in the Fifth Density.
It�s a way of living and connecting with life in total harmony, on outstretched wings,
supported by the uplifting wind of the universe.
Plenty will tell you it�s just a new age pipe dream. The crowd will say it�s all
smoke and mirrors. The naysayers will tell you you�re crazy. Daily there�ll be 7
billion reasons why you�re supposed to believe them.
But you�re past that now aren�t you? You�re just not going to listen anymore. Because
in your heart you already know, the Path Less Traveled is YOUR path, not theirs, and it�s
your very reason for being.
Let them say �Nay�, because in your heart and mind, you�ve already said �Yeah!�
And if you�re one of the �Yeah Sayers�, there�ll surely be a place waiting for you,
with your name on it, for one of our upcoming events.

7 REAL LIFE Gates to HELL - Duration: 7:47.
Though its name may differ from one set of teachings to another, almost every religion
that we know of believe that there is a special and horrific place for the souls of those
who have been banished for purposes of either penance or perpetual punishment.
From the toxic tunnels in Turkey, to the tricky Mayan City of Xibalba, and all the way to
the Greco-Roman temples dedicated to Hades, cultures around the world have stories of
fire and brimstone that speak of doorways, caves and rivers on Earth leading to hell
or the underworld.
These purported entrances to the netherworld are scattered across the globe, and while
many of them have already fallen to ruin, they are all still sites of mystery and danger
that continue to grab the attention of even the best of us.
And so in this video, we're gonna talk about 7 actual places on earth people believed were
entrances to hell.
Cape Matapan was one of the several entrances that the Ancient Greeks
once ascribed to Hades, the Kingdom of the Shades.
When Orpheus headed down to Hades in order to rescue Eurydice, it was believed that he
had done so through a cave on Cape Matapan.
Hercules, too, allegedly used these caverns when he ventured into the underworld as well.
The Cape Matapan Caves are located on the southernmost tip of the Greek mainland.
Also known as Cape Tainaron, or Tenaro, it is situated on the end of the peninsula currently
known as the Mani.
In modern times, the caves at Cape Matapan can still be entered by visitors.
However, they must ride a boat if they want to pass through this particular hellgate.
This active volcano located in the southern mountains of Iceland has developed its reputation
as a gateway to hell sometime in the 12th century, after its historic 1104 eruption.
The monk Benedict's 1120 poem about the voyages of Saint Brendan referred to Hekla
as the "eternal prison of Judas."
In 1341, the medieval Icelandic manuscript "Flatey Book Annal" described large birds
that were seen flying inside the volcano's fiery crater, and these creatures
were believed to be the swarming souls of the damned.
There have been more than 20 serious volcanic eruptions of Hekla recorded since 874 AD.
Since its activity has remained somewhat peaceful in recent years, most superstitions surrounding
Hekla disappeared by the 19th century.
However, even in recent times, Hekla has kept its diabolic status, as local folklore claims
it to be a place where witches meet with the devil.
At present, this pit in the Roman Forum doesn't look like much, but according to a legend
told by the Roman historian Livy, Lacus Curtius was once a wide chasm that appeared in the
middle of Rome, and nothing could fill it.
According to Livy's story, an oracle once prophesized that the chasm would not close
and that the Roman Republic would fall unless the city sacrificed that which had made it strong.
To a man named Marcus Curtius, the strength of Rome lied in its weapons and the bravery
of its citizens.
And so, fully armored and armed, Marcus Curtius rode his horse, entered the chasm, and supposedly
went straight into the underworld.
Because of his bravery, the chasm closed and the city was saved.
This place is once believed to be the entrance to the Mayan underworld
known as Xibalba.
The name Actun Tunichil Mukna translates to "Cave of the Crystal Sepulchre," and extensive
research has linked the site to ancient Mayan legends that speak of rivers of blood and
scorpions and a vast subterranean labyrinth ruled over by the demonic death gods of Xibalba.
The caves of Actun Tunichil Muknal have become a popular destination for explorers since
it was rediscovered back in 1989.
One of the more notable discoveries in the caves is the skeleton of an 18-year-old-girl
who is believed to have been ritualistically sacrificed and murdered for the Death Gods
of Xibalba.
More than a thousand years since her death, her bones calcified, creating a shimmering
crystal effect which earned her skeleton the nickname the "Crystal Maiden."
For thousands of years, the Ancient Greek site known as "Ploutonion" or "Pluto's Gate"
was dismissed as nothing more than a work of fiction.
That is until the site was rediscovered in 1965 in the ancient city of Hierapolis, which
is near modern-day Pamukkale in Turkey.
Long believed to have been a gateway to hell, an archaeological dig revealed the remains
of an ancient temple, believed to be the sacred Temple of Pluto, which is situated on its
thermal spring.
One of the distinctive features of Pluto's Gate are the toxic fumes which travels from
the tunnels beneath.
In ancient times, these fumes were often inhaled by the priests of Pluto, which inevitably
sent them into hallucinogenic trance states.
Even now, the poisonous vapors of the area take the lives of birds that fly too close
to the ruins.
The 2,000-year-old City of Ghosts is located in the Chonqing municipality of China, and
it has long been believed to be a pitstop of the dead on their way to the afterlife.
Founded during the Han Dynasty, which ruled China between 206 BC and 220 AD, the City
of Ghosts bases its heritage on the story of two renegade officials who escaped the
wrath of the emperor.
Their names, Yin and Wang, were later used to create the title for one of the rulers of
hell – "Yin Wang."
Fengdu is famous for its traditional architecture and elaborate craftsmanship.
Its streets and squares are filled with statues of ghosts and demons, but it's most striking
landmark is arguably "The Ghost King" – a giant, carved face looking down on the
city from a rock face.
Measuring about 452 feet tall and 712 feet across, it is considered as the largest rock
sculpture in the world.
Unlike some of the entrances we have mentioned on this list, the Chinoike Jigoku is easily
accessible by bus, and is designated as a "Place of Scenic Beauty."
Japan's Beppu City is the home to a series of nine hot springs, and each one flows in
a different color and composition.
At the heart of these health spa pools lies the dark legend involving the pool known as
Chinoike Jigoku or the "Bloody Hell Pond."
This particular pond gets its name from its rich hellish red color which comes from the
natural iron oxide deposits located on the pond bed.
The Bloody Hell Pond is presided over by a collection of sculpted demons, some of which
were carved into the rocks themselves.
The Chinoike Jigoku has been likened by Buddhists to the bubbling pits of hell, and in olden
times, the Bloody Pond – which is very hot at around 78 degrees Celsius – had been
used to torture prisoners before they were boiled alive.

EXCLUSIVE Obama Holdover Colluded With Unions To Pressure Congress On Budget Cuts

An Obama administration appointee with deep ties to labor unions promoted a grassroots
campaign to reverse the Trump administration�s proposal to eliminate funding for the federal
regulatory board he sits on.
The Daily Caller News Foundation obtained emails that show Chemical Safety Board (CSB)
member Rick Engler worked with union activists to promote a grassroots campaign to keep the
agency from losing its funding.
President Donald Trump�s �skinny� budget, released in March, called for eliminating
the CSB, which began operating in 1998.
Engler and labor union activists quickly worked to try and protect the board�s nearly $12
million budget.
Engler�s emails further raise concerns about the CSB�s impartiality.
E&E News obtained emails in September, which showed Engler working with the Steelworkers
union to push new regulations for refineries in California.
The correspondence raised �questions about whether the agency has transformed from a
fact-finding entity into an advocacy organization, and it exposes tense internal politics that
could threaten the agency�s mission and work,� E&E News reported.
Engler worked with the New Jersey Work Environment Council (WEC), a group he founded in the late
1980s, to get activists to urge lawmakers to save CSB�s funding, according to documents
TheDCNF reviewed.
He led the group for nearly 30 years.
The agency was the first to bring labor and environmental activists together to push for
regulations on industry.
Engler was also elected vice president of the New Jersey State Industrial Union Council,
which is affiliated with the AFL-CIO.
WEC is �an alliance of labor, community, and environmental organizations working together
for safe, secure jobs, and a healthy, sustainable environment,� according to their website.
Unions and environmentalists fund the council, including United Steelworkers.
The Occupational Safety and Health Administration supplies the group with federal dollars.
The National Council for Occupational Safety and Health (NCOSH), a coalition of labor groups,
also provides funding.
Former President Barack Obama appointed Engler to CSB in 2014.
He was one of the many Obama nominees pushed through the Senate after former Majority Leader
Harry Reid, a Democrat, changed the rules regarding the filibuster.
Working With Activists
In an April 27 email, Engler forwarded a WEC blast to the three other CSB members.
The email contained a flier to �save the CSB.� Engler asked his colleagues to �please
see the attached flyer developed and distributed by the NJ Work Environment Council.�
It�s unclear whether he sent the email using his official CSB account or a personal one,
but the signature at the bottom identifies him as a �Member, U.S. Chemical Safety Board.�
Debra Coyle McFadden, WEC�s assistant director, sent an email containing the leaflet to an
activist Google group, �protecting-workers,� on April 27.
NCOSH maintains the Google group.
McFadden urged activists to �help distribute [the flier] broadly including at upcoming
Workers� Memorial Day events.� The agency pamphlet urges activists to call and write
members of Congress to �save the CSB.�
Engler forwarded McFadden�s call to action to CSB members in the April email, claiming
the group �developed and distributed� the flier.
However, the flier�s digital signature lists the author as �rickengler.�
The leaflet urges supporters to �[t]ell Congress to fund the Chemical Safety Board.�
It lists the contact information for top lawmakers on appropriations committees in the House
and Senate.
�Call and write your Congressional Representative and the ones below and urge them to make our
nation, communities and workplaces safer by voting to maintain $11.6 million in funding
for CSB.
Our health, lives and jobs are worth it!� the handout reads.
On May 1, NCOSH�s listerv sent out a NorthJersey.com article covering a bipartisan letter from
New Jersey lawmakers urging House leadership to fund the board.
The email was sent �on behalf of� Engler.
He is quoted in the article, hailing the bipartisan letter as �encouraging.�
Anti-Lobbying Act Concerns
When E&E News first published Engler�s emails, the paper suggested the CSB member�s actions
could run afoul of the federal Anti-Lobbying Act.
His coordination with labor activists may be improper, but experts are doubtful he would
ever be prosecuted by the Department of Justice (DOJ).
�The situation certainly is a violation of the spirit of the Anti-Lobbying Act but
probably does not rise to the level to meet DOJ standards as an actual violation of the
Act,� Craig Holman, an expert on the issue who works for the left-leaning watchdog group
Public Citizen, told TheDCNF.
The Environmental Protection Agency (EPA) inspector general�s office declined to investigate
Engler�s emails.
Experts told Bloomberg BNA in 2016 that Engler�s past coordination with unions didn�t meet
DOJ�s standard for prosecution.
The Anti-Lobbying Act �prohibits substantial �grass roots� lobbying campaigns of telegrams,
letters, and other private forms of communication designed to encourage members of the public
to pressure members of Congress to support Administration or Department legislative or
appropriations proposals,� according to DOJ.
The agency interprets the act very narrowly, according to Holman, classifying �substantial�
grassroots campaigning as spending $93,000.
�It is unlikely that that kind of money was spent on the grassroots lobbying activity
in this particular instance,� Holman said.
�This also explains why violations of the Anti-Lobbying Act are very rarely investigated
and have never been prosecuted.�
The Government Accountability Office (GAO), on the other hand, takes a broader interpretation
of the Anti-Lobbying Act.
For example, GAO found EPA violated the Anti-Lobbying Act in 2015 after the agency conducted a social
media campaign with environmental activists to boost support for an upcoming regulation.
GAO ordered EPA to notify the White House it had violated the anti-lobbying law, but
the agency refused to do so.
DOJ declined to take any action on the issue.
�The agency does not condone grass roots lobbying and strives to ensure full compliance
with all ethics laws and regulations,� CSB spokeswoman Hillary Cohen told TheDCNF when
asked about Engler�s coordination with organized labor.
Neither the WEC�s McFadden nor Engler responded to TheDCNF�s request for comment.
A Controversial History
The passage of the Clean Air Act amendments in 1990 authorized CSB�s creation, but the
board was not set up until 1998 under President Bill Clinton.
CSB is an independent agency with no regulatory authority and, instead, investigates the root
causes of industrial chemical disasters.
The board investigated notable cases, like the BP oil spill in 2010 and the Texas fertilizer
plant explosion in 2013.
The agency usually has five board members, but it only currently has four sitting members
� all appointed by Obama.
In recent years, the board has become more controversial.
Former CSB Chairman Rafael Moure-Eraso resigned in 2015 amid accusations of mismanagement
and mistreatment of whistleblowers.
House lawmakers called for Moure-Eraso�s resignation in 2015 after evidence surfaced
that he and two other officials used private email accounts to conduct official business.
The White House forced Moure-Eraso to resign.
His successor, Vanessa Allen Sutherland, �implemented initiatives to improve employee morale by
creating an environment to encourage open communication,� the EPA�s inspector general
found in 2016, though more work was needed to be done.
Engler�s email scandal, exposing his coordination with activists, only added to CSB�s controversial
standing.
Some say the board has become a tool of labor unions to scrutinize industry.
Concerns mounted after E&E News obtained emails that called into question Engler�s relationship
with the United Steelworkers union.
Experts said the email likely violated federal law.
In a February 2016 email, Engler told California regulators he was �working with the United
Steelworkers and some allied environmental organizations� to �encourage further public
support for the California refinery safety reforms, which is consistent with the CSB�s
support for this initiative.�
E&E News also obtained emails showing how Engler worked with union officials to derail
the nomination of a CSB rival.
In March 2015, Engler notified the Steelworkers union the Obama administration was about to
name his CSB colleague Manny Ehrlich as chairman.
He implored the Steelworker�s legislative department to �call White House as soon
as possible in morning.�
Sources inside the agency said Engler made the power play to advance his own interests
as well as those of union activists.
�The former chair [Moure-Eraso] was not on very good terms with the United Steelworkers
(USW), and USW considers this board their baby,� a source to the situation told E&E
news.
�A lot of the jockeying with the White House to prevent Manny Ehrlich to be named the acting
director was a function of USW wanting to keep control of the board because Manny Ehrlich�s
not their guy.
But Rick Engler is.�
�Whatever the Steelworkers want, he�s going to give it to them,� another source
told E&E News.
�There�s nothing wrong with him being sensitive to their concerns and desires and
even supporting the things that they would want,� the source said.
�But I think he breaks through the barrier, actually, by working with the Steelworkers
on various CSB policy issues.
He literally is coordinating with them and meeting them privately to carry out the agenda.�
CSB Launches Its Own Lobbying Campaign
Sutherland said she and her staff would be �aggressively trying to save the board,�
including talking to lawmakers about the agency�s important role, NorthJersey.com reported in
late March, shortly after Trump released his budget.
CSB released a promotional video on March 17 � two days after Trump proposed eliminating
the board.
The agency published a flier on the �business case for safety� in April.
The flier claims if CSB�s �many safety lessons prevented at least one catastrophic
incident, the money saved by preventing damage to the facility and surrounding community,
avoiding legal settlements, and saving human lives far outweighs the agency�s $11 million
annual budget.�
�The CSB�s continued collaboration with industry, regulators, standards setting bodies
and other professional organizations proves that the CSB has a vital role in driving critical
chemical safety change in the United States,� reads the flier.
The Trump administration is expected to send a full budget request to Congress in the coming
days.
It�s unclear if Congress will go along with Trump�s plan to defund the CSB.

means to me is creating an organization
that is in a position to really win and
take market share from other lenders,
attract talented people to us, and be
able to find what I have always called, "a
seat at the table." I think there are
lenders and then there are people who
really make a difference, and my role, I
think, and what I want to do at Skyline
is to is to have Skyline become not just
a top 50 lender, not a top 100 lender. I
really don't care about that.
What I care about is that we really have
a seat at the table, that we are, we
define our market, that people look at us
and say, "wow that's a special company."
That company wins because of the people
that they attract. That company wins
because of the products that they offer,
and that company wins because the way
they execute and what they do.
