Ester, let's talk about ALTRAN Spain,
A lead corporation in engineering and ID services with more than 20 in the sector.
What are some recent projects you feel proud about?
We make a lot of big and varied projects,
but I'm going to concentrate on a project that's intended for the public sector.
It's called GAIA. And what it is about?
It's about information harmonic management.
But what is that? You'll ask yourself "what's information harmonic management?"
Well, we want to take advantage from the data an organization can have
And that come from different sources.
An RP, a documents manager, a file manager
And then, what GAIA does is organize that data and make it coherent
so that it can be valuable for the citizen, the public manager or the politician for taking decisions.
And Ester, you also talk about Big Data, Artifical Intelligence and the co-design of services,
"some of the tools that will allow to reinvent public services in a meaningful way."
How will you reivent them?
Well, one of the main things for us is the data.
It's true that nowadays everyone talks about data, but it has to be integrated into our organizations.
We have to get the maximum value out of it.
For example, in the public sector, if we use that data, what can we do?
First, we can have a much more proactive administration. And what does that mean?
That because it knows me as a citizen, it knows my profile and needs,
it can offer me personalized services.
So there we see that that must be the public sector's reinvention.
And you were talking about co-design as well. It's fundamental,
because it's very important to include the user in the process of designing public services.
And for that, we have to use techniques and methodologies thal help us include him
in a sistematic fashion, so that we have a result that responds to those real needs
and that it helps us to personalize those services in a real way.
Perfect. And something very interesting that catched our attention at AkuaroWorld is the INVAR project,
a methodology oriented towards the design of public products and services.
Can you expplain a bit more about that project?
Sure. It's a solution, a methodology, like you say,
And what does it do?
What we want is to include the user in all of the design process.
It can be the design of an application, a service, or a manual for the user.
So what we do is, we invite different users that are going to be benefited by that service,
so that they participate on several sessions.
We have identified several moments with these methodologies ,
from inspiratioh, to creation of ideas, defining concepts...
Capturing ideas in a different way.
Before, it was having a meeting with a user and asking:
"What do you want? What do you expect? What are your requirements?"
... There's a new way to think about those requirements, and it has to be much more fun, more visual.
And it has to go to the focus of what we really want to achieve.
So for that we use users' stories and this helps us to capture those requirements.
But then comes the part with prototypes.
For example, many times the user stumbled with the application when it was already finished
No: what we want is to test prototypes with the user at different moments
so that the user can really see the result he or she is going to get and not be:
"I wasn't expecting this", "this doesn't work."
To completely change the way we approach that project so that we can make it differently.
Then comes the customizing , being able to evaluate what's being done
and then implementing it into the organization or sending it directly to the public entities.
And Ester, you talk about something very important, which is Big Data, something crucial for any company.
You also have a very interesting project called TSURI
Could you explain a bit more about this project? And how exactly do you do the data recollection on these types of services?
Right, so TSURI is the project we've been working on this whole year.
Evidently, we take advantage of the data. Without data, this project doesn't have any value.
How did this project originate?
We wanted a new way to interact with the user, much closer...
Then for it to also be a support tool for the public manager, so he/she can make decisions.
So what we do, based on the data, is that we develop or define a series of curators
This curators use the data, and according to the user's profile, for example:
"I am a person who lives in Barcelona in an specific neighborhood, in Poble Nou,"
then the system can tell me: "So, Ester, for you, who lives in this place and has this profile,
these are the job offers in the area, or these are educational options."
Besides, as we give more data to the system, it becomes much smarter, and it can tell me:
"Ester, if you want to find a job position with these characteristics, you could complement your education,
or you should know that for this type of position, the pay usually ranges from this to this amount,
In other words, the system is going to let me receive recommendations according to what I ask in each case
Besides, when talking about the public manager, if I have everything geolocated, the system can say :
"Hey, in this area, a particular business activity is booming. There's a particular offer of job positions."
So I have to adapt the educational offerings that is available in order to match offer and demand.
This can be one of its uses.
Like you can see, the data, the data and a lot of... data science!
Great! So do you have any projects starting in 2018 that you would like to share? Something new for next year?
So, one of the projects will be to continue with TSURI, because we haven't finished yet.
There are a lot of curators to be developed,
But we also have a lot of projects that have to do with how that relationship with the citizen is going to change.
We've recently created a report, "Public Administration 20/30".
In it, we start to give a series of instructions and recommendations to turn into projects
so that we can allow for the administration to be more proactive and personalize its services
by using the data, as we've mentioned.
And Ester, here in the context of "Smart City" where we find ourselves,
what do you think is the role of ALTRAN Spain in the development of smart cities?
How do you plan to contribute to the evolution of smart cities?
So, I believe that the first thing is to think in the citizen, and what the citizen wants.
So here, our role can be the analyzing of data so that we can transform it into knowledge
so the cities, the city managers, can make decisions.
And on the other hand, the area of integrators.
Integrators for information services, integrators for sensor tech...
In other words, to integrate the city.
And as I say, for everything to be able to be looked at harmonically, and for the city to be actually smart.
But a city conceived for the citizen, the one that lives in it and benefits from its services.
