While I am still guessing, please write what you think it means.
Motor Pool.
A normal swimming pool which has a motor with it,
and it makes the water go round and people swim in it.
I see. A pool with a motor.
A pool that creates a current.
It all goes round, that's the kind of pool we mean, right?!

Let me give you a big hint. Next to a department store is a motor pool.
It has nothing to do with water, whatsoever.

In Osaka we all call it Motor pool.

Why is it a pool?
It has the meaning of accumulating something.
It's a place where we accumulate cars and bikes and such.
So that's why it's a motor pool.
