like Weekly Shonen Jump, Weekly Shonen Magazine or Weekly Shonen Sunday

Here is a way to think about this.
We should know where the character is standing.
We should know how the space a character standing like.
Imagine there's a box under the character. In Japanese it's called "Rippoutai".

And make a character stand on the cube. It makes it easier to draw.
Get the picture of space you're going to draw by drawing a square.
Once you could imagine a box, you'll know how a character stand on there.
To draw a person in the back,

Then draw a person on the back on the 2nd cube.
Consider how a space exists around your characters.

To draw small size characters on the ground is the easiest one.

My suggestion is to put a character inside the box.
Draw a rough sketch to know how big a size of character.
Imagine just a silhouette.
Next, we want to show where it is.
When you draw that, imagine that a character standing in a big box like this.
Imagine characters inside a box like this.
Now we can draw where a character in a specific space.
Like, a character on the back would be this size in this space.
Drawing a character according to the space shown as a box will help you to draw a character in an appropriate size.
Of course, you want to draw a background here,
Like, here's a door, a bookshelf, a window....
You can draw a room by draw things according to the box.

if you draw a shape so-called "reverse perspective" like this

This is because of what type of lens you draw. I want you to draw a box as you through a lens bigger than 50mm...
That is near from human vision.
But this is too complicated to mention here,
so the point here is to be able to draw a regular cube.
And once you get a regular cube,
it makes you easier to draw characters on the ground...
