A storm that has battered Southern California, triggering mudslides and flooding and also

leading to at least 13 deaths.

The heavy rain came just weeks after the region suffered some of the worst wildfires on record.

Thousands of residents in the state have been ordered to evacuate for a second time in two

months.

Some homes have been ripped from their foundations and there are widespread power outages.

The floods are also proving difficult for search and rescue teams to reach some people

trapped in their vehicles or homes.

Weather authorities forecast an additional two and a half to eight centimeters of precipitation

on Tuesday, accompanied by strong winds.

The rain isn't expected to taper off until early Wednesday.

Global economy to grow 3.1% in 2018: World Bank - Duration: 1:50.

The World Bank has raised its global growth forecast for this year to three-point-one

percent.

Along with its global projection, it also raised its growth outlook for the world's

major economies,... but says there's still high uncertainty surrounding global growth

prospects.

Cha Sang-mi has more.

The World Bank on Tuesday projected the global economy to grow by 3-point-1 percent in 2018,

with growth slowing down slightly in 2019 and 2020.

The figure is zero-point-two percent higher than the World Bank's forecast from last June.

The institution attributed the rise to a recovery in investment and manufacturing, and a continuation

of trade.

In its Global Economic Prospects report, the World Bank forecasts this year to be the first

that the world economy is operating at full capacity since the financial crisis a decade

ago.

The report wrote that the major economies -- the United States, Eurozone, and Japan

-- are expected to see moderate growth of around 2-point-2 percent this year, as central

banks gradually remove their post-crisis stimulus measures.

Growth in the emerging and developing economies will rise to 4-point-5 percent in 2018 with

strong commodity exports.

The institution said uncertainty around global growth prospects still remains high, despite

the possibility of stronger-than-expected growth in large economies.

The institution advised advanced economies to continue to reinforce financial regulations

and supervision... and emerging and developing economies to strengthen policy frameworks

to ensure financial stability.

The World Bank publishes economic prospects reports every January and June.

President Moon Jae-in's first new year's media conference came to an end just moments ago.

The 90 minute long talk between the president and the press addressed a wide range of issues...

covering everything from yesterday's inter-Korean talks and South Korea's relations with neighboring

countries to the nation's economic growth and unemployment.

Our chief Blue House correspondent Moon Connyoung is live on the phone for us.

Connyoung, take us through the new conference.

Hi there, Mark.

Let me begin with the president's thoughts on North Korea or inter-Korean relations,

for that matter.

South Korean president Moon Jae-in is open to meeting with North Korean leader Kim Jong-un

if certain conditions are met.

This as he vowed to push for more talks with the North to resolve the nuclear standoff.

He spoke of a potential summit a day after the two Koreas held their first high-level

meeting in about two years and agreed to cooperate in next month's Winter Olympics in South Korea.

They agreed North Korea will send a delegation of officials, athletes and others to the Feb.

9-25 Games and they plan talks later on reducing tensions along their border.

President Moon told reporters in this morning's televised news conference that to have the

summit, some conditions must be established.

He said a certain level of success must be guaranteed.

Moon described the North's Olympic participation a "very desirable" saying he will push for

more talks and cooperation with the North.

However, the president said denuclearizing the Korean peninsula is an aim that cannot

be abandoned, but also that he did not want the immediate reunification of North

and South Korea.

Seoul declares 2015 'comfort women' deal not a resolution... but will not seek renegotiation - Duration: 2:57.

South Korea's foreign ministry says a 2015 deal on Japan's wartime sex slavery is seriously

flawed,... but has stressed that no renegotiations will be held with Tokyo.

Nevertheless,... the ministry urged Japan to take extra steps to help the Korean victims

"regain their honor and dignity."

Kwon Jang-ho has the details.

Less than two weeks after a government task force review strongly criticized the 2015

Seoul-Tokyo agreement on the issue of Japanese wartime sex slavery, the Moon administration

has issued its initial response and follow-up measures.

Foreign Minister Kang Kyung-wha declared on Tuesday that the deal did not resolve the

issue as it had stated.

(Korean) "The 2015 agreement, which did not adequately

take into consideration the victims, cannot be considered a genuine resolution of the

Japanese wartime sex slavery issue."

However, Seoul has decided not to renegotiate, nor scrap the agreement as some had called

for.

(Korean) "It cannot be denied that the 2015 deal was

an official agreement between two countries.

With this in mind, our government will not ask to renegotiate the agreement with Japan."

Kang also revealed that Seoul will put aside 8-point-9 million U.S. dollars to help the

victims... rather than use the equivalent amount offered by Tokyo in the 2015 deal as

a compensation fund -- as for the money from Tokyo, they plan to have further discussions

on what to do with it.

Seoul also called on Tokyo to make efforts of their own accord to help ease the victims'

suffering, and give them a sincere, voluntary apology.

Tokyo issued an initial response, saying that it will not accept Seoul not* honoring the

agreement.

Japan's foreign minister, Taro Kono, said that the deal was a promise between two nations,

irrespective of changes in government, and that he will issue a strong complaint to Seoul.

However, observers say the real litmus test of Tokyo's stance will be seen in whether

Prime Minister Shinzo Abe attends the PyeongChang 2018 Winter Olympics next month.

Meanwhile, several victims themselves, at a special care home for survivors of the atrocity,

are reported to have criticized the announcement, saying the deal needs to be scrapped altogether.

The chairman of the care home said that if Seoul does not agree with the deal but does

not scrap it, then that is a betrayal of the victims.

However, a foreign ministry official said on Tuesday, that they have taken time in recent

weeks to communicate with the surviving victims and that opinions on how to tackle the deal

had varied greatly.

(Standup) "They say a compromise leaves nobody satisfied.

Seoul is not asking for a renegotiation of the 2015 agreement, but at the same time it

is choosing not to honor it.

The question now is whether the Moon administration will be able to appease either the victims

or Tokyo with this position.

Inter-Korean military communication lines at West Sea restored, maintenance check conducted - Duration: 0:45.

The two Koreas' military communication lines at the West Sea have been restored and are

now fully operational.

For a brief maintenance check, the South and North tested the lines for five minutes at

8AM this morning.

With that, ALL communication channels between the two Koreas are restored... including the

hotline, which was reconnected last week.

The main communication channels are the hotline at the truce village of Panmunjeom and the

lines at the East and West Sea.

The lines at the East Sea were burned in a fire in 2013,... and the hotline and lines

at the West Sea were disconnected in February 2016 after South Korea closed down the jointly-run

Kaesong Industrial Complex.
