The two Koreas will meet on Wednesday for more talks to iron out the details of North
Korea's participation at the upcoming PyeongChang Winter Olympics ,... including whether South
and North Korea will participate as a *single team.
Seoul's Unification ministry has also launched a special team to assist the North's delegation
during their visit.
Kim Mok-yeon starts us off.
South Korea's Unification Ministry on Tuesday launched its joint support team to assist
North Korean delegates visiting and participating in the upcoming Olympics.
The team of some 20 officials from the Unification Ministry, Culture Ministry and the PyeongChang
Olympics Organizing Committee will work to promote and support the activities of the
North Korean team.
The move comes as South Korea accepted North Korea's counter-proposal to hold talks early
on Wednesday on the southern side of the truce village of Panmunjeom.
The North's suggestion of a time and place came Monday in response to
Seoul's initial offer last week, in which Seoul said it would send its vice minister
for unification, Chun Hae-sung, and two other delegates.
North Korea responded that it will send a three-member delegation led by Jon Jong-su
, who is vice chairman of the Committee for the Peaceful Reunification of Korea, North
Korea's state agency in charge of inter-Korean affairs.
One expert says the North's latest proposal has two purposes.
The first is for Pyongyang to arrange the terms of its participation in the Olympics,
and second is a rather more strategic goal.
(ENGLISH) "The reason is because North Korea wants to
start a propaganda campaign to send a message to the world that North Korea would like to
see peace in this region as well as make sure the relationship between the two Koreas should
be exclusive to the two Koreas and exclude the U.S. from the issue."
The talks will likely focus on the Olympics rather than politics.
Pundits say that the two sides could discuss the details of the North Korean team's visit,
their travel route, accommodation, and on the launching of a unified Korean team.
Since North Korea suggested using the land route for its art troupe to get to PyeongChang
next month, there's speculation that the North will also try to use the land route for its
other delegates.
Using the land route to visit South Korea is seen as symbolic as the route passes across
the Military Demarcation Line.
With the outcome of the discussions on Wednesday, the Seoul government plans to sort out the
details of the North's participation with the International Olympic Committee on Saturday
in Switzerland.

Korean researchers to reduce error, improve accuracy of GPS information - Duration: 2:01.
It might feel like "Sat Nav" technology is a vital tool for drivers already especially
in a sprawling city like Seoul,... but with the advent of driverless cars, the technology
will become even more important.
With this in mind,...
Korean researchers have been working on improving the accuracy of G-P-S systems,... and making
them less vulnerable to environmental interference.
Park Se-young has more.
When this driverless car goes for a drive, it follows directions from its navigation
system.
Satellite navigation technology uses location information and GPS signals from 30 satellites
floating in space.
In the event of environmental interference like sunlight and thunderstorms, it can have
a 17- to 30-meter error.
A satellite-based augmentation system, or SBAS, can reduce the error range to between
one and three meters.
First, seven uplink stations with known locations receive new location information and send
it to the master station.
After analyzing the reference position and GPS signal error, the master station corrects
the location information and transmits it to the geostationary satellite.
This precise location information can be used by airplanes, ships and cars.
(Korean) "It will become available for the entire nation,
except aircraft, by October 2020.
Aircraft should be able to use the service by October 2022."
GPS information can also be used as a deadly weapon in the event of disputes between nations,
…which is why Korea is working on a system for independently managing its location information.
Seoul aims to complete its GPS model, composed of four geostationary satellites and three
low earth orbit satellites, by the mid-2030s.

Finance Minister clarifies gov't stance on cryptocurrency, housing markets - Duration: 2:22.
South Korea's finance chief has clarified the government's stance on a number of highly
contentious economic issues.
In a wide-ranging interview on a local radio station on Tuesday,... he touched upon cryptocurrencies,
housing market measures and the minimum wage.
Kim Ji-yeon reports.
Finance Minister Kim Dong-yeon first apologized for the confusion caused by the government's
mixed signals on the nation's cryptocurrency market,... but stressed that there's now broad
consensus across the ministries that the overheated market needs tighter regulations.
In an interview on Tuesday with local radio station TBS,... Kim said that shutting down
local cyrptocurrency exchanges is still on the table and related ministries are working
together closely on a comprehensive set of measures.
However, he admitted it's difficult as there's no globally accepted standard that could serve
as a basis.
He also acknowledged a blanket shutdown would cause massive financial losses for the millions
of Koreans with money in the exchanges... as well as prompt people to shift their money
into overseas exchanges or seek more covert transactions.
Despite these risks, Kim claims highly speculative practices on cryptocurrency exchanges cannot
be compared to the stock market... and said regulations are needed to prevent crimes,
such as money laundering and market manipulation.
Despite his tough tone,... the minister added that the government is keen to foster blockchain
technologies, the backbone that powers cryptocurrencies.... and are regarded as future tech that could
play a leading role in helping Korea advance into the 'Fourth Industrial Revolution.'
On the government's efforts to curb speculation in the housing market,... Kim said it has
been effective despite recent data showing price hikes in certain areas... and added
that property tax hikes for owners of multiple houses is a reasonable measure.
The minister also defended the government's decision to sharply raise the minimum wage
this year... in response to criticism that it has caused more harm than good,... particularly
to small businesses.
The Moon Jae-in administration hiked Korea's minimum wage to seven U.S. dollars an hour
for 2018, up by 16-point-four percent from last year.

North Korea to send 140 members of Samjiyon Orchestra to PyeongChang Winter Olympics - Duration: 2:18.
A renowned North Korean orchestra will be performing both in Seoul and Gangneung, near
the main site for next month's PyeongChang Winter Olympics.
The decision was sealed after a second meeting between the two Koreas on Monday,... but it's
not yet clear whether Kim Jong-un's favorite all-girl group will also make the trip south.
Ji Myung-kil has more.
North Korea said on Monday it will send 1-hundred-forty members of its Samjiyon Orchestra to South
Korea during the 2018 PyeongChang Winter Olympics.
The troupe will perform in the South Korean capital of Seoul and the city of Gangneung
in Gangwon-do Province.
Gangneung is one of the Olympic host cities... where the ice events of the games will take
place.
(Korean) "Seoul and Pyongyang have agreed to continue
their talks to decide on the exact venue for the performance, stage settings and technical
aspects such as the show."
The North said it will send an on-site inspection team to check-out the venues and to discuss
practical matters along with South Korean officials.
In response, South Korea promised to provide the North Korean performers with all the necessary
support to ensure their comfort and safety.
The 140 members from the orchestra will be coming to South Korea by land.
They will cross the truce village of Panmunjeom on the inter-Korean border.
The two sides have agreed to continue consultations via their reopened communication hotline also
located in Panmunjeom.
North Korea observers say Pyongyang could use such art and music performances to convey
a softer image amid tightened international sanctions against the regime's nuclear and
missile provocations.
Following Monday's talks... the two Koreas also agreed to hold further talks on Wednesday,
this time on the vice-ministerial level in regards to the participation of North Korean
athletes in the PyeongChang Winter Olympics.

According to Statistics Korea on Tuesday,... the number of people unemployed for more than
six months stood at around 147-thousand last year,... up more than ten percent from the
previous year.
The figure is the highest since related data was first compiled in 2000,... with even more
people unemployed for over six months than during the 2008 global financial crisis.
Those out of work for over six months make up more than 14 percent of the total unemployed
last year,... which is also the highest since 2000.
The youth unemployment rate,... which is the rate among people aged 15 to 29,... also hit

EU to remove South Korea, 7 others from tax haven blacklist: Reuters - Duration: 1:33.
The European Union is reportedly planning to remove South Korea and seven other jurisdictions
from its blacklist of tax havens.
Reports say the jurisdictions were taken off the list after they committed to change their
tax rules.
Park Soyun reports.
The European Union is expected to remove South Korea from its blacklist of tax havens this
month,... lifting the threat of reputational damage and disciplinary economic measures.
The EU's Code of Conduct working group on business taxation has reportedly recommended
to take eight jurisdictions off its previous list of 17... that was released last month.
At the time, the EU said it was a move to deter worldwide tax avoidance.
The countries to be removed include South Korea, the United Arab Emirates, Panama and
Barbados.
Reports say the recommendation for delisting the jurisdictions will be discussed at a meeting
of EU finance ministers in Brussels on January 23rd.
If the proposal is adopted,... eight countries will be changed from non-cooperative tax jurisdictions
to a gray list of countries that will be monitored for compliance -- following new commitment
letters signed at a high political level.
And that would leave places like Guam, Bahrain, American Samoa, the Marshall Islands and others
on the blacklist facing the possibility of sanctions for their failure to comply with
EU's standards.
As South Korea is expected to be removed from the list, it hopes to regain its trustworthy
reputation as a responsible member of the OECD.

Car production in South Korea's auto industry fell in 2017, compared to the previous year.
According to data compiled by the Ministry of Trade, Industry and Energy,… a two-point-seven
percent fall in production was recorded compared to a year earlier, after strike action led
to fewer working days.
Domestic sales, including imported vehicles, edged down one-point-eight percent on-year
to nearly one-point-eight-million units.
The number of vehicles shipped overseas also dropped by three-point-five percent,… but
the value of vehicle exports rose three-point-nine percent on-year.
By region, sales in North America and Middle East dropped six-point-two percent and twelve-point-seven
percent respectively, while sales surged by more than 50 percent in Eastern Europe.

'Vancouver summit' to open on Tuesday... but absence of China and Russia felt - Duration: 2:34.
Seoul's top diplomat is in Vancouver for high-level international discussions on the situation
with North Korea.
But with China and Russia not invited to the talks,... questions over the meeting's credibility
are already being raised.
Kwon Jang-ho reports.
The inaugural Vancouver Foreign Ministers' Meeting on Security and Stability on the Korean
Peninsula will open on Tuesday.
Co-hosted by the U.S. and Canada, the meeting aims to boost the global effort to find a
peaceful resolution to the North Korea nuclear situation.
Those invited are being called the 'Vancouver Group', and will include most countries that
fought in the Korean war under the UN flag, such as the UK, France and Turkey, as well
as South Korea, and other interested parties, like India, Japan and Sweden.
However, notable absentees include China, Russia and North Korea.
It's unclear whether they were formally invited or not, but their absence has caused some
to question the effectiveness and purpose of the meeting.
Beijing has criticized it, saying that without all the major relevant parties involved, the
meeting won't help the situation on the Korean Peninsula, but only divide the international
community even further.
Despite an easing of tensions with the two Korea's now talking again, the main outcome
of the summit is expected to be an agreement to keep the pressure on Pyongyang, with the
next step being a focus on trying to stop ships carrying out illicit trade with the
regime at sea.
(Korean) "The key theme in this Vancouver meeting is
solidarity among like-minded countries,... among countries that say maximum pressure
on North Korea in the form of unilateral and multilateral economic sanctions must remain
a top priority.
Then China and Russia could jump onboard if they find that international solidarity is
the inevitable trend and if it serves their strategic interests to join in."
A trilateral meeting on the sidelines of South Korea, the U.S. and Japan has been talked
about, as has a separate South Korea-U.S. meeting, where the ongoing inter-Korean talks
would likely be the main point of discussion.
Then there's a potentially frosty meeting between the foreign ministers of Seoul and
Tokyo on the table as well.
South Korea-Japan relations have soured again in recent weeks... after the Moon administration
condemned the controversial 2015 Seoul-Tokyo agreement on the issue of Japan's wartime
sexual enslavement of Korean women.
It's not clear what progress could be made from this meeting, but it promises to be a
highly charged affair.

38 killed, 105 injured in double suicide bombings in central Baghdad - Duration: 1:29.
Two suicide bombers have killed at least 38 people in Baghdad.
The suspected terror attacks are the second to rock the Iraqi capital in three days.
Ro Aram reports.
Officials say the back-to-back explosions occurred at Tayaran Square in central Baghdad
on Monday.
Two men set off suicide bomb belts, the first one detonating his device at around 7 a.m.,
local time, and the second coming shortly after.
Tayaran Square is a bustling commercial center and a place where day laborers gather in the
early morning waiting for jobs.
Scores of those laborers were among the dead and more than a hundred people were also said
to be injured.
Videos circulating online showed vendors and locals fleeing the scene in panic, with slippers
scattered across the ground as they ran.
No group has so far claimed responsibility for either attack, but they bore all the hallmarks
of the Islamic State group.
Monday's suspected terror attacks came just two days after a suicide bomber struck a police
checkpoint in northern Baghdad, killing eight people there.
Attacks in the city did seem to die down since IS lost its Iraqi strongholds last year, but
extremist sleeper cells still appear to be active.
Analysts have warned that IS would increasingly turn to such guerrilla tactics as it was pushed
underground.
Following the twin bombings, Iraqi Prime Minister Haider al-Abadi called for these sleeper cells
to be eliminated.

President Moon ordered all public institutions to present transparent financial and business
reports, and to make all data, apart from personal information, open to the public.
He also stressed that all government operations must be centered around social values and
contribute to the public interest and the development of the community.
The President once again asserted the need to raise the minimum wage, and asked his cabinet
members to come up with follow up measures to reduce the side effects of the wage hike.

South Korea and Canada's foreign ministers meet ahead of Vancouver summit - Duration: 0:38.
Ahead of the Vancouver summit, Seoul's foreign minister Kang Kyung-wha met with her Canadian
counterpart, Chrystia Freeland, on Monday evening local time, to discuss bilateral relations
and prepare for the summit itself.
According to Seoul's foreign ministry, Kang praised Canada's role in making Tuesday's
meeting possible.
She also briefed the Canadian diplomat on the progress of the inter-Korean talks.
Freeland in response said that Canada is paying close attention to the outcome of those talks,
and expressed Canada's support for South Korea in resolving the North Korea nuclear issue
peacefully and diplomatically.
