South Korea being driven into difficult situation by GM Korea, U.S. trade policies: PM Lee Nak-yon - Duration: 0:57.

Prime Minister Lee Nak-yon says South Korea is being put in a tough spot... by General
Motors' decision to shut down one of its local assembly plants.
Here's the Prime Minister this morning.
"GM Korea decided to shut down its Gunsan plant, and the Trump administration is putting
together measures restricting steel imports.
Korea is being driven into a difficult situation."
GM said last Tuesday that it would close its plant in the southwestern port city of Gunsan
by the end of May, due to lower demand for its vehicles.
The move is expected to cost thousands of jobs.
Adding to that, the U.S. Commerce Department suggested slapping a 53-percent tariff on
steel imports from a dozen countries last week, including South Korea, in order to protect
the U.S. steel industry.
Prime Minister Lee asked related ministries to come up with measures to respond to that
risk.

It happens from time to time. You upload a video, you include a little clip from
somebody else and now that you've been dinged by a copyright claim. But today we
talk about, How to Appeal A YouTube Copyright Strike Claim.
Here we go!
Hello and welcome back to another video. If you're new around here and you're
looking to start a YouTube channel, grow your YouTube channel, or put your brand
out there it's the second largest search engine on the Internet.
Click subscribe, START CREATING. Ok so, you've spent a lot of time in doing some
kind of movie review or book review or TV show review and you use a little clip
of that video just do to illustrate your purposes... and you get some kind of
copyright strike! Or you upload a video and randomly you're dinged for some kind
of thing whether it's a picture or whether it's an audio file or something
that you didn't know. You believe that you're using fair use to explain.
I'm talking about this and here's a quick 2 or 3 second clip it. Could be a
real pain in the backside. So what we're going to do is deep dive into...
How To Remove A Copyright Strike or How To Appeal a Copyright Decision.
But before we tackle this weird subject
I want to know, have you ever had a copyright claim placed against your
channel? was it for audio? was it for a visual of some kind? or have you got a
community guideline strike of some kind? Please leave a comment down below.
Now the YouTube copyright system is there in place to protect creators from having
their videos out-and-out ripped from their channel re uploaded elsewhere and
someone monetizing their content or their ideas without any consent.
Basically YouTube's way of defending themselves from someone downloading an
entire series of Netflix and uploading it to YouTube and claiming it's their
content. Maybe tweaking the audio a little bit or maybe reframing it that
kind of thing Content ID will automatically flag it. Or a creator will
flag something that they own. Now when you get a copyright strike claim, you'll get a
warning like this email. This email basically highlights, ok
we found this problem this person has claimed said issue. Right now, you can
react, you can even accept the strike or you can go and have a look at the
situation and maybe appeal the copyright strike. Strikes can also affect the running of your
channel. For example if you get one strike it may remove live stream
features. If you get two strikes it may even remove monetization or the ability
for you to upload for a two-week period. If you get three strikes you could
have your entire channel removed and banned from ever creating
YouTube channels again. So you do need to be careful, But if you feel that you've
been dinged with a copyright claim that's unfair you can appeal underneath
the video. In your video creator menu you'll see a little title that says this
has copyrighted material or claimed under copyright. If you click on that it
will pop up the the reason that's been dinged. It will normally highlight as
well the time in that video, for how long, whether it's a clip of Doctor Who for a
period of time or whether it's an audio file or whether it's a piece of gaming
footage and it will also tell you what it wants to do with it. Whether it wants
you to remove that video. Whether it wants to claim your video and monetize
it for you or whether or not they're stripping audio out entirely. For example
when it comes to songs or if you're a movie reviewer or a book reviewer or TV
review and you feel that you've put in the trailer because you are talking
about the film and it's only fair use that you're talking about this film.
So you want to use it as some kind of reference and you're not using 20
minutes of the footage, you're just using 10-20 seconds at most, The
smaller the better really. You can appeal the decision - Appeal Copyright Strikes On YouTube.
You can either appeal the copyright strike directly from the screen in which it's telling you what
clips are the problem, or you can go to your channel menu and then on the right
hand side you'll see your strikes under either Community Guidelines or
Copyright Status and then there'll be an option to appeal when you click appeal - Appeal YouTube Copyright Strikes.
You get to fill in a form and you highlight why you feel that this is fair,
why you are using it, why you think it's either wrong.
For example someone's claim to a video claiming that that video is theirs.
When it's clearly yours, then you can argue that here's my proof this is when
I uploaded it, here's how I uploaded it this is clearly me because that's my
face in the video. Or you can say I think it's fair use it's only 10-20 seconds and
it's me talking about this trailer, I'm not even using the full audio. It's maybe
even up in the corner and it's talking about it in the background or it's a
picture or anything like that and you can explain.
I would advise if you're blatantly appealing something that you know is 100%
wrong. You've uploaded an entire movie, you're at fault!
If you click
appeal youtube copyright strike and they find against you, you can have your channel removed if the copyright appeal
went against you. But it was fair to discuss it then, if the appeal would be
rejected the strike would remain on your channel for the next 30 or 90 days or
whatever it happens to be right and then
in time it will slip off but you won't be
able to appeal any more youtube copyright strikes within that 90-day period. Or you could win your
argument the youtube copyright strike is removed, your live streaming privileges are back or you're
uploading privileges are back, the video is is reinstated or the video is returned
back to you for monetization and you win. At the end of the day you need to make
sure that you are appealing in good faith. If you know that you're a movie
reviewer or a TV reviewer and you think that that that small clip is is very
worth illustrating your point, where it's transformative in nature, then it is
covered under fair use.

Is Trump Administration leveraging trade pressure to North Korea pressure? - Duration: 2:26.
With yet more import restrictions on the horizon from Washington, this time in the name of
America's national security, the lines are being blurred between issues of geopolitics
and trade.
South Korea, a key U.S. ally, faces the prospect of tariffs tougher than those on other U.S.
partners, which raises some questions about what the Trump administration is trying to
do.
Our Cha Sang-mi takes a closer look.
The United States' ever stronger trade protection policies are causing concern for its trading
partners,... and South Korea -- considered a strong ally of the U.S. -- is no exception.
The U.S. has been using a variety of tactics to restrict imports, from anti-dumping rules
to recent safeguard measures against Korean-made steel and washing machines.
And with the recent thaw in relations between the two Koreas, some say too much pressure
on trade may hurt mutual cooperation on security.
"Theoretically, the national security and trade issues should be separate, but the Trump
Administration's policies demonstrate that the national security issue impacts the trade
issue."
The expert says Seoul and Washington do not see the links between the two issues in the
same way.
Another expert says trade and national security are two sides of the same coin, and that President
Trump may be trying to kill two birds with one stone by restricting imports from South
Korea.
"U.S. government or Mr. Trump are considering a solution all together - the North Korea's
nuclear threat problem and South Korea's trade continuous surplus against the United States
in a single shot."
The expert says the true intentions of the U.S. are revealed in the import restrictions
Washington continuously imposes on Seoul, taking into account the U.S. trade deficit
with South Korea is nowhere near the size of its deficits with Japan and China.
And it all comes back to the KORUS FTA, a six-year-old trade deal between Seoul and
Washington.
Experts say that taking into account Trump's remarks about withdrawing the United States
from the agreement back in September, and difficulties cooperating in terms of renegotiation,
the economic pressure could grow in the future.
