S. Korea's Blue House unveils documents indicating martial law proposal was more deliberate - Duration: 2:33.
South Korea's Blue House has unveiled new documents that show a controversial proposal
for a martial law believed to have been drafted by the military in 2017 may have been much
more deliberate than initially believed.
Our chief Blue House correspondent Moon Connyoung reports.
Army generals rolling tanks and armored vehicles into downtown Seoul to prevent mass public
protests.

Such scenes of military intervention have not been existent in South Korea since the
country achieved democracy in the late 1980s but, they could have very well played out
in 2017... according to documents unveiled by the presidential Blue House on Friday.
"The 67-page contingency plan states that the key to a successful martial law imposition
are strict confidentiality, swift declaration, and proactive measures by the martial law
army such as taking hold of major pathways.
It also includes a proclamation of an emergency martial law as well as a declaration statement."
A controversy over the military plans arose last week when a ruling party lawmaker disclosed
a document drafted by the Defense Security Command that showed plans to deploy troops
if protests grew violent following a constitutional court ruling in March 2017 that would determine
the fate of then-President Park Geun-hye.
The additional documents unveiled on Friday, however, show that proposal to declare martial
law may have been much more deliberate than initially thought.
The Blue House spokesperson said included in the proposal were plans to swifting deploying
martial law troops on tanks and armored vehicles to more than 490 critical facilities and two
areas in downtown Seoul where mass rallies are expected.
He said the proposal even included plans to bring total control over the media and social
network services by censoring the news, putting the Army Chief of Staff in control of command
instead of the chairman of the Joint Chiefs of Staff under conventional military plans;
having the National Intelligence Service chief be subject to leadership of the top military
commander and outlining measures to prevent parliament from lifting the martial law, once
imposed.
A special investigation team has been probing the case upon a direct order from President
Moon since last week.
"We expect the defense ministry's special investigation team to thoroughly investigate
the legality of the documents and whether the military had intentions to put the proposal
into action... strictly based on law and principles."

Pyongyang experienced the sharpest decline in GDP growth since decades back.
This time the driving factors do not come from within the regime.

South Korea's central bank released a report on Friday about North Korea's estimated economy.
The Bank of Korea has been releasing data about the North's economy since 1991…using
figures compiled by South Korea's Unification Ministry and intelligence agency.
According to the report, North Korea's estimated GDP shrank 3-point-5 percent on-year in 2017.
This is the biggest decline in two decades.
A BOK official attributed the change to one significant reason: tougher international
sanctions.
Last year, the United Nations Security Council imposed the strongest sanctions ever on the
regime over its continuous provocations including nuclear test and missile launches.
Breaking it down by major industries, North Korea's mining sector shrunk 11 percent in
2017 on year…due to a decrease in coal production.
This is comparable to a 8-point-4 percent growth in 2016.
The manufacturing business also saw a 6-point-9 percent decline in 2017 on year.
This comes after China strictly enforced sanctions in the second half of 2017.
North Korea's agricultural and fisheries output both fell 1-point-3 percent during the same
period, according to the data.
BOK said bad weather conditions hit the already contracting economy.
Meanwhile…
North Korea's Gross National Income per capita stood at around 1,290 U.S. dollars…or around
4-percent the size of South Korea's.
The central bank added this downward trend is likely to continue…especially with the
UN imposing additional sanctions last August and September.
