Two Koreas reach mutual understanding in making DMZ into peace zone; joint recovery - Duration: 2:46.
Generals from South and North Korea met Tuesday to look at ways to reduce tensions on the
border.
This was something the leaders agreed to do at the inter-Korean summit back in April.
Both sides say the talks went well.
And they reached some agreements in principle... to draw down some forces at the joint security
area.
Park Ji-won reports.
The two Koreas reached a mutual understanding on the principle of disarming the Joint Security
Area in the DMZ,... the joint recovery of war remains in the DMZ,... and the withdrawal
of troops at some guard posts as a pilot program.
South Korea's defense ministry explained the mutual understanding is sort of a broad sense
of agreements in principle,... and the two sides will work on specific and detailed implementations
in later talks.
Tuesday's general-level inter-Korean military talks, started 10 a.m.,.... and ended at around
six thirty p.m Korea time at the border village of Panmunjom.
The two sides didn't adopt a joint communique,... yet both sides said that the talks had gone
well.
"I think our talks were done in an earnest and sincere manner, as the items on the agenda
are all very important, and can become substantial measures for easing inter-Korean military
tensions and building trust.
I think the two Koreas' militaries can play a significant role in establishing perpetual
peace on the Korean peninsula, if the two sides continue to study and work on implementing
the agenda items."
"We fully understood the South's views, and I think our views have been fully delivered
to the South.
In that regard, the talks were very productive and brought joy to people in both Koreas.
I think, if we continue to have this attitude and stance of caring and helping each other,
many problems will be solved.
All items we discussed have historical significance in inter-Korean relations."
During the talks, the South Korean delegation also invited the North to this year's Seoul
Defense Dialogue,... scheduled to take place from September 12th to September 14th in Seoul.
This is the second time this year the delegations meet for talks on Tuesday, with the first
meeting taking place in mid-June.
At that time, the two sides agreed to restore military communication channels on the western
and eastern sides of the Peninsula,... with the western military communication channel
being completely restored earlier this month.
"For now, the two sides say they do not have any specific plans for another round of military
talks in the near future.

Northeast Asia Peace Festival: gateway to S. Korea-China economic cooperation - Duration: 2:57.
Over the weekend, Harbin, China... hosted the 2018 Northeast Asia Peace Festival.
This year the highlight was a competition for amateur models from four different countries.
According to the organizers it was more than just about cultural exchange.
Hong Yoo takes us to the renowned 'Ice City'.
Thousands of people have gathered in Harbin to watch a contest for models from four countries
-- South Korea, China, Japan, and Russia.
With pose after pose, they showed off their individual beauty as representatives of their
countries.
From July 27th to 30th, the Northeast Asia Economic Cooperation Committee held the 2018
Northeast Asia Peace Festival.
By displaying their countries' traditional clothes, the models were part of an international
cultural exchange, and a big one.
As a whole, the festival attracted around 300,000 visitors.
"I'm not looking for a special prize out of this competition.
I'm happy just to have participated in it and made new friends."
"To be honest, the language barrier made it hard to communicate with the other models,
but the fact that we all have the same goal helped us bond quickly."
The festival was about more than the model contest.
It also opened up the doors to South Korean mid-size companies to expand their business
to China.
A special booth was set up for them to let people know what they're doing.
This time there were two South Korean companies taking part.
One of them was a cosmetics brand,... riding the wave of Korean beauty products that've
become famous all over the world.
"The cosmetics market in South Korea is pretty limited, so we wanted to expand our business
to the global market.
And through this festival we were able to do that by introducing our products to many
people here."
The South Korean committee that helped organize the event thinks its cultural exchanges will
help provide job opportunities to young people and help export Korean goods to China.
"It's usually hard for Korean brands to get a spot in a Chinese department store, and
when they do, they don't tend to last long.
So we are helping South Korean enterprises to get their products into the stores here."
The committee chairman added that North Korea also wants to be part of the Northeast Asia
Economic Cooperation Committee, and the process is underway.
He commented that the North's participation would allow South Korean enterprises to expand
their business in Asia, using the easier land route.
This festival, which aims at boosting South Korea and China's cooperation in culture,
economics and other fields, will next take place in Seoul in 2019.
And hopefully, the participation of North Korea next year will further strengthen regional
ties.

Breaking all-time heat records _ 080118 - Duration: 2:03.
Today we're looking at the hottest day in Seoul since 1994.
Forecasts are saying it'll get up to 39 degrees Celsius -- that's over a hundred degrees Fahrenheit.
These temperatures can actually be dangerous.
Our weather caster Lee Jee-hyun is at Gwanghwamun Square in downtown Seoul, braving the heat
for us.
Jee-hyun, I see you standing out in the sunshine there.
You must be burning up.
You can also see the city's a little emptier this week because it's vacation season, and
it's clear why people are trying to get away.
How's the day shaping up in terms of the heat?
Hello there again Devin.
You are right, there is definately less traffic and less people so we can avoid the crowds
in Seoul but what you CAN'T avoid is the searing heat.
Burning sunshine is shining down on us and it's hard to open your eyes without sunglasses,
and without sunblock you could get sunburn in just a few minutes so be prepared
Avoid being outdoors when the sun is its strongest from 10 am to 5 pm.
Seoul will have a high of 39 degrees Celsius this afternoon.
In fact it's forecast to be the hottest day in the 111 years since weather recordings
started back in 1907.
Not only Seoul but most parts of the country will see boiling heat, and you might want
to add a couple of degrees to the actual digits due to the blazing sunshine and high humidity.
Heatwave warnings are in place across much of the country, uncomfortable heat lingers
through the night... causing people to wake up at least couple of times to turn the AC
on...and tonight will be pretty hot as well.
Highs in Seoul and Chuncheon will be at 39 degrees Celsius, Daegu and Gwangju will top
out at 38 degrees.
Many are asking me if the heat will ease up, sorry but the heat will continue to bake the
nation for a while longer.
Drink plenty of water, take it easy, and wear sunglasses and sunblock to protect yourself
from the strong sunshine.
That's all for now, but I will have more updates on our later newscast..

Wilbur Ross likens U.S.-China trade spat to 'painful' start of a diet... while two countries seek - Duration: 2:02.
U.S. Commerce Secretary Wilbur Ross says the trade dispute with China is a lot like 'going
on a diet',... but he's still optimistic that the U.S. can cope.
Another round of U.S. tariffs is about to take effect, but the two sides are reportedly
looking to restart talks and defuse the conflict.
Lee Seung-jae has the details.
U.S. Commerce Secretary Wilbur Ross says the U.S. can deal with the pain of a trade dispute
with China because of the strength of the American economy.
Speaking at an event in Washington hosted by the U.S. Chamber of Commerce on Monday,...
Ross says it makes more sense to take an "aggressive stance" toward China when the U.S. economy
is doing well,... citing an unemployment rate that's hovering around its lowest level since
2000.
The commerce secretary also compared the current trade dispute to the start of a 'diet',...
saying that "it's no fun in the beginning, maybe a little bit painful, but at the end
of the day you're kind of happy with the end result."
His comments are the latest sign that the Trump administration doesn't intend to back
down from the trade dispute with China,... which experts warn,... could undercut growth
in the world's two largest economies.
However, according to sources,... the two countries are trying to restart talks aimed
at avoiding a full-blown trade war.
They say that U.S. Treasury Secretary Steven Mnuchin and Chinese Vice Premier Liu He are
having private talks,... as they look for ways to re-engage in negotiations.
They also cautioned that a specific timetable, the issues to be discussed and the format
for talks aren't finalized,... but added there was agreement among the principals that more
discussions need to be in place.
The next wave of U.S. tariffs is set to begin on Wednesday,... with a possibility of another
16-billion dollars of Chinese imports being slapped with tariffs.
However, the implementation of the tariffs could be delayed for weeks,... as the administration
works out the details of which products it will target.

Justice Ministry to strengthen filtering processes of refugee applicants - Duration: 0:46.
South Korea's Justice Minister says the country will work to revise its refugee law and strengthen
the refugee applicant screening process.
He says the safety of the Korean people comes first.
As part of the stricter screening process, the ministry says it will work to filter out
so-called "fake refugees," who come to Korea for jobs.
To cut the long evaluation period for refugee applicants,... the South Korean government
will also set up a professional and independent institution that will evaluate applications,...
and will add staff to the screening process.
The government said it will fulfill its international duty, noting that the country's refugee acceptance
rate currently falls far behind the average of other signatories of the UN refugee convention.

Manufacturing production capacity falls at steepest rate in Q2 - Duration: 0:42.
South Korea's capacity in manufacturing capacity fell in the second quarter by the steepest
rate since 1971, when data was first compiled.
It was down 1-point-1 percent on-year.
The production capacity index measures maximum production capacity when labor, equipment
and workhours are used in full.
It had increased every quarter until the fourth quarter last year when it fell for the first
time, by one tenth of a percent.
It's continued to contract in the three consecutive quarters since then.
The index has fallen sharply in shipbuilding and autos in particular,... and semiconductor
production capacity has started to slow down because of falling investment.

S. Korea's top diplomat in Singapore for key regional forum - Duration: 0:42.

and on the sidelines it's possible that she'll meet with her counterpart from North Korea.
Kang told reporters when she arrived, though, that no schedule has been set for that meeting.
Her week-long visit to Singapore will focus on South Korea's ties with the Association
of Southeast Asian Nations... and the Korean peace process,... which includes declaring
a formal end to the Korean War.
It's been eleven years since the foreign ministers of South and North have sat down for talks.
There's also the possibility of trilateral talks with the U.S. since Secretary of State
Mike Pompeo will be in Singapore at the same time.

S. Korean PM urges energy ministry to reduce power bills amid heatwave - Duration: 2:00.
With air conditioners blasting this summer, electricity bills are soaring,... a big worry
for a lot of people.
Prime Minister Lee Nak-yeon has called on the government to try and find ways to bring
those bills down.
He's also reminding people to take health precautions -- this heat is dangerous -- and
he wants local governments to help vulnerable people like senior citizens.
Cha Sang-mi reports.
The South Korean government is continuing its efforts to respond to the extreme heatwave,
which is forecast to continue 'til the end of August.
With the air-conditioning on, the heat's caused electricity bills to soar.
And in Tuesday's Cabinet meeting, Prime Minister Lee Nak-yon called on the energy ministry
to find ways to ease people's concerns on that front.
"The longer the heatwave continues, the longer we spend with the air-conditioning on, which
leads to worringly high electricity bills.
This heatwave qualifies as a natural disaster, so I urge the Ministry of Trade, Industry
and Energy to look into ways to show some consideration to the people when it comes
to the cost of electricity."
Prime Minister Lee also asked the ministry to make sure to stabilize electricity supplies
this week when power demand will most likely surge at the end of vacation season.
Lee said despite multiple measures the government has been taking, the heat has claimed 27 lives,
and both farmers and consumers are suffering from the loss of livestock and crops.
"The government is working on changing the law so that the heatwave is regarded as a
natural disaster, but we ought to respond to the heatwave even before the law is passed."
He urged people to take extra care of themselves in the heat -- especially senior citizens
who don't have air conditioning -- also farmers, fishermen and builders who work outside in
the heat.
Local governments, he said, should help.
On Tuesday, the Prime Minister himself paid a visit to a family on a livestock farm in
Gyeonggi-do Province to console them and to check on the situation on the ground.
