Waching daily Aug 2 2018

down here I'm going to make a little knot right about here

and I'm going to run it to the inside just like that and I'm going to cut off

some of this and just leave it on the inside this is what it looks like with

the cherry so that's an additional option if you'd like to add a cherry I

don't have any stuffing so I'm going to be using some old yarn and I have some

yarn here that looks like it might be from a hundred years ago I've never seen

this before but I'm going to be using this let slip here at the label so so

it's from Ben Franklin and it cost three dollars and 59 cents so I'm going to be

using this as stuffing to the inside and I'm just going to pull it out like that

just create a big yarn mess I'm going to stuff the inside of my cone using this

old yarn so if you don't have stuffing sometimes I use fiberfill you can use

your scrap pieces of yarn or an old cotton t-shirt or old cloths you know

whatever you have around recycle what you have and if it's something that you

washed say you want to wash your ice cream cone it gets dirty your kids play

with it and it gets they drop it in the mud you may want to wash it so the yarn

is going to be washable I'm filling the inside of mine with this until it's full

now I'm doing the same thing with this one and I'm putting a little bit down

here at the point and I'm going to use my scissors to push it down here

and try to make it nice and pointy the top part is stuffed as full is it's

going to be stuffed so I'm going to wind this around and pull the edges just

slightly I'm not going to pull it completely shut I'm just going to

slightly pull it

S. Korean man abducted in Libya by unidentified armed group - Duration: 1:33.

For almost a month now, a South Korean man, along with 3 coworkers from the Philippines

have been held captive by an unknown armed group in Libya.

In a video posted online yesterday,... the men are asking to be saved.

Reports say South Korea thinks the video is a sign the men's captors want to negotiate.

Park Hee-jun reports.

A South Korean citizen has been held captive for almost a month by an unidentified group

in Libya.

Seoul's Ministry of Foreign Affairs revealed Wednesday... that 1 South Korean and 3 Filipinos,

who were working on a water supply project in western Libya,,... were raided and abducted

by an unidentified armed group on July 6th.

The abduction was reported by the authority overseeing the project.

A video clip appearing to show the four men... was posted on Facebook Wednesday morning by

218News, a major Libyan television channel.

They say they are from South Korea and the Philippines,... and, surrounded by men with

guns, they're pleading for help.

According to an official at the ministry,... it's not yet known who the kidnappers are

or what their motive is,... but the clip is likely a sign that the group wants to negotiate

terms for the abductees' release.

And they are expecting the group to make contact very soon.

The foreign ministry says the South Korean government has been doing its best to ensure

the Korean man's safety since it became aware of the situation last month.

It also made it clear that it will not negotiate directly with the group,... but handle the

situation in close cooperation with the Libyan government.

U.S. Congress passes $716 bil. National Defense Authorization Act - Duration: 1:55.

America's defense budget for next year has been sent to President Trump to be signed.

It passed the Senate easily with bipartisan support.

The bill makes it official policy that American troops cannot be withdrawn from South Korea

in significant numbers as part of any bargain with North Korea.

It also says the U.S. seeks the North's "complete, verifiable and irreversible denuclearization."

Kim Hyo-sun reports.

The U.S. Senate passed a 716 billion U.S. dollar defense bill on Wednesday with 87 votes

in favor and ten against.

The National Defense Authorization Act,... which passed the U.S. House of Representatives

last week will now be sent to the White House for President Trump's expected signature.

The bill sets the complete, verifiable and irreversible denuclearization of North Korea

as a major goal of Washington's diplomacy,... noting that the North's nuclear program poses

a grave threat to not only the U.S. but also the Indo-Pacific region.

It also prohibits the use of the defense budget to reduce the number of U.S. troops stationed

in South Korea to under 22-thousand unless the defense secretary can show that such a

move does not significantly undermine the security of Washington's allies in the region

and it has been fully consulted with its allies, including Seoul and Tokyo.

The bill includes tough measures on China,... including a ban on Beijing's participation

in the Rim of the Pacific naval exercises until it stops militarizing islands in the

South China Sea.

The bi-annual joint drill is a large naval exercise that involves 26 nations to showcase

their military cooperation.

The legislation also requires the Committee on Foreign Investment in the U.S. to review

whether Beijing's investment in the U.S. threatens national security,... while intensifying export

controls on U.S. technology.

S. Korean PM urges gov't to adjust working hours of construction, engineering laborers - Duration: 1:49.

Seoul's Prime Minister has ordered officials to come up with effective countermeasures

againt the extreme weather, which has led to dozens of deaths and illnesses

Lee Nak-yon says he wants to better protect workers vulnerable to the heat and minimize

public burden, including sky high power bills, the result of prolonged usage of fans and

AC. Kim Mok-yeon has the details.

Prime Minister Lee Nak-yon has called on government agencies to find ways to cope better with

the prolonged heatwave.

The Prime Minister's office said Wednesday that Lee asked for the nation's agriculture,

labor and transport ministries to make it so workers at government construction and

engineering projects can take a break during the early afternoon hours... or do their work

at times when it's less hot.

He even said they should consider delaying some projects.

Lee recommended that private businesses also look into such measures, and stressed the

need for workers to be aware of their health and take safety precautions to prevent heatstroke.

He also visited a post office later in the day, to encourage and acknowledge the hard

work of postal delivery workers.

"Those people exposed the most to the heat include our postal workers . I came here to

express my gratitude for their hard work.

I also want to ask for the public's understanding if their parcels and mail arrive later than

usual... because what's more important is the health of these workers."

In a similar vein, on Tuesday Prime Minister Lee pointed out the public concern over hefty

energy bills caused by the constant running of fans and air conditioners.

He urged the government to find ways to provide some temporary relief from those power bills

and to stabilize electricity supplies this week when power demand will most likely surge

at the end of vacation season.

55 caskets of remains of presumed U.S. war dead arrive in Hawaii - Duration: 0:44.

The remains of dozens of soldiers, presumed to be Americans who died in the Korean War,

arrived in Pearl Harbor, Hawaii on Wednesday.

Vice President Mike Pence spoke at a ceremony to honor their return, saying it's a sign

of tangible progress towards peace on the Korean Peninsula.

The U.S. military believes that most of these remains are Americans, but they could also

be those of troops from other countries that fought in the war.

Now U.S. forensic experts will start work to identify the remains before returning them

to their families... but the identification process could take anywhere from days to decades.

North Korea returned 55 caskets containing the remains last Friday, as Kim Jong-un promised

President Trump he would do at their June 12th summit.

Fed holds interest rates, says economy is growing at a 'strong' pace - Duration: 1:53.

The U.S. Federal Reserve has been in tightening mode since last year, but this month it's

decided to keep its benchmark interest rate unchanged.

It's also upgraded its view of the U.S. economy to "strong."

Lee Seung-jae reports.

After a two-day meeting of the Federal Open Market Committee,... the U.S. Federal Reserve

held its benchmark interest rate unchanged on Wednesday,...

reaffirming its plans to continue raising borrowing costs a gradual pace.

The Fed, as widely expected for weeks, voted unanimously to keep the rate at a target range

of between 1.75% and 2%.

In a written statement after their two-day meeting,... the Fed said the interest rate

was left unchanged due to economic activity growing at a 'strong rate'.

An advanced estimate of gross domestic product for the second quarter released last Friday,...

showed that the economy is growing at an annual rate of 4-point-1 percent,... the fastest

rate in nearly four years.

Back in June,... the Fed raised its target rate by 0-point-25 percentage points,... the

second such hike this year,... and the fifth since March 2017.

The Fed policymakers also forecast two more hikes this year,... and investors are expecting

the next hike to happen after the Fed's next meeting in September.

According to Bloomberg,... there is a 92% probability that it will raise the fed funds

rate to a range of 2% to 2.25%.

All signs points to continued small increases in the Federal Reserve's still historically

low short-term interest rate.

This comes as policymakers reiterated on Wednesday,... that "further gradual increases" in the rate

would be consistent with sustaining economic growth,... while keeping the labor market

strong and inflation near the central bank's 2% annual target.

Three die in Zimbabwe amid violent clash over ruling party election victory - Duration: 1:41.

In Zimbabwe, at least three people are dead after the military opened fire on opposition

rioters in the capital.

It looks like voters have returned a big majority for the ruling party in parliament -- no result

yet in the presidential race.

But the opposition says the vote was rigged.

For more on this and other stories from around the world, we turn to our Oh Soo-young at

the News Center.

Soo-young, it would appear that hopes for a peaceful election in Zimbabwe have been

dashed.

Yes, the seemingly peaceful election proved to be the calm before the storm.

Three people were killed on Wednesday, as opposition protestors and security forces

clashed over the results of the recent parliamentary election.

The country's election commission said the ruling Zanu-PF party, headed by incumbent

president Emmerson Mnangagwa, had won two-thirds of the seats in parliament.

This gave rise to fears that the vote had been rigged in favor of the ruling party,

which has been in power since 1980,... under the rule of former leader Robert Mugabe.

As opposition supporters took to the streets of Harare, gunshots could be heard and the

police and army reportedly used tear gas and a water cannon to break up the protest.

Several protestors also appeared to have been beaten up.

Authorities have blamed the opposition for causing the unrest, while the main opposition

-- the Movement for Democratic Change -- said the protest hadn't been violent and that deploying

the soldiers was uncalled for.

Party leader Nelson Chamisa has, in fact, claimed victory in the presidential election,...

where he challenged Mnangagwa,... although the results haven't been released yet.

There could be more unrest to come, once the electoral committee declares the winning candidate

sometime in the next few days.

The 23rd Busan Sea Festival kicks off on August 1st - Duration: 1:47.

It's vacation season, and the extreme heat has people flocking to the nation's beaches.

Down in Busan right now, there's something special going on at the sea side -- a festival

at five of the city's beaches.

There'll be concerts and all kinds of activities over the course of five days.

Filming with his smartphone, our Kan Hyung-woo was at the festival's opening day.

First launched in 1996 to promote the port city of Busan, this year's Busan Sea Festival

kicked off on Wednesday night at Haeundae beach.

"August has just begun and the heatwaves do not appear to be going anywhere soon,... but

people here are having a great time and seem to have forgotten about the extreme temperatures."

For the opening event, several Korean artists took the stage,... and water cannons and pool

parties helped keep the festivalgoers cool.

"This beach is great and the festival is great.

I'm enjoying it.

I feel like I'm home.

This is my first day in Korea and I'm enjoying it."

Taking place on Haeundae, Gwangalli, Songdo, Dadaepo and Songjeong beaches, this year's

Busan Sea Festival has plenty of hands-on programs such as a night run, a dance party,

and a water carnival that anyone can take part in.

There's also a jazz concert, a DJ contest and special performances by Korean singers.

"I think it's fantastic.

I've been here for four weeks coming down to the beach.

It's just wonderful the way it's organized and yeah, I'd say it's great.

I'm having a great time."

The festival runs until August 5th so, there is still plenty of time left to visit Busan

and make the most of this hot summer.

U.S. considering raising proposed tariffs on Chinese goods to 25% from 10% - Duration: 0:51.

The latest on the on-going trade spat between the world's two biggest economies -- the Trump

administration says it's considering putting tariffs on up to 200 billion dollars in Chinese

goods.

U.S. Trade Representative Robert Lighthizer said in a statement released on Thursday...

that the tariff rate to 25-percent from the current 10-percent.

The statement says the increase is to provide the U.S. with additional options to encourage

China to change what it called "harmful policies."

It's believed the move is a response to China's repeated refusal to address U.S. complaints

of unfair trading practices, particularly in technology transfer.

Last week, China blocked a 44-billion-dollar acquisition by the U.S. telecommunications

giant Qualcomm... of Dutch semiconductor manufacturer N-X-P over anti-trust concerns.

South Korea's Foreign Minister Kang Kyung-wha engages in bilateral talks with counterparts - Duration: 3:01.

South Korea's foreign minister, Kang Kyung-wha, is in Singapore this week for talks with her

counterparts from the Association of Southeast Asian Nations.

Her meetings there will go beyond the region, though.

The foreign ministers of China, Japan, North Korea and the United States will be there

as well.

Kang Kyung-wha spent her first full day there getting her colleagues up to speed on the

latest from the Korean Peninsula.

Lee Ji-won has this report.

A day after her arrival in Singapore, South Korea's foreign minister Kang Kyung-wha met

Wednesday with her counterparts from Vietnam, Malaysia, Laos and three other ASEAN member

states on the sidelines of the 51st ASEAN Foreign Ministers' Meeting.

Part of the agenda was, of course, the latest developments on the Korean Peninsula.

As regional neighbors, the Southeast Asian nations were keen to know how the situation

is unfolding and showed their support for the recent efforts for peace in the region.

"This is not going to be easy, this is a change of historical direction on the Korean Peninsula,

but there is the commitment of top leaders to this and we are very much committeed to

making sure that we deliever on a non-nuclear Korean Peninsula, that is wholly at peace,

and we will certainly count on your continuing support."

Wednesday's bilateral talks also sought to further deepen ties between the Southeast

Asia and Seoul.

Highlighting peace, prosperity and people, the core aspects of the Moon administration's

New Southern Policy, Minister Kang said South Korea and its partners in the region have

been making rapid progress... and her counterparts agreed to further expand that cooperation.

Other timely topics were also brought up.

In her sit-down with Foreign Minister Saleumxay Kommasith ( ) of Laos, Minister Kang expressed

deep condolences for the victims of the recent dam collapse, which left many dead and thousands

displaced.

Foreign Minister Kommasith thanked Minister Kang for the aid and the medical team South

Korea sent.

Minister Kang's bilateral meetings will likely continue on Thursday -- one with her Japanese

counterpart Taro Kono in the afternoon, and possibly with China as well.

But details about talks with Seoul's key partners have not yet been revealed.

The U.S. Department of State announced that Secretary Mike Pompeo will be in Singapore

from August 3rd after he visits Malaysia.

North Korea's advance team is believed to have touched down in the city-state on Wednesday,

and Foreign Minister Ri Yong-ho is expected to arrive early Friday morning.

"But the diplomats from Pyongyang and Washington are only expected to stay in Singapore for

about two days, so whether or not there'll be a two-way or three-way talk between them

and Minister Kang remains to be seen.

U.S. says it expects North Korea to uphold promise to give up nuclear arms - Duration: 0:35.

Pictures from U.S. spy satellites in recent days have reportedly shown that North Korea

is still building ICBMs.

State Department spokesperson Heather Nauert declined to comment Wednesday on the photos

but said the U.S. still expects Kim Jong-un to stick to the commitment he made to denuclearize.

U.S. intelligence officials tell the Washington Post and other outlets... that the satellite

images show vehicles coming in and out of a facility in Sanumdong near Pyongyang.

That's the same facility that produced the regime's first ICBM capable of reaching the

U.S. mainland.
