Loot Boxes Getting BANNED!, Moira Nerf Debunked, Hero Gallery Update, & More! - Overwatch News - Duration: 7:40.

What's up everybody this is Master Ian Gamer and today I'm back with another quick news

video.

This time I'm going to be talking about a potentially upcoming ban on gaming loot

box systems, an official response from Blizzard regarding Moira's recent PTR nerf, as well

as a few other news tidbits such as a hero gallery update and a change to Mora's golden

gun.

So without further ado, let's jump on in.

First and foremost, we have what could turn into a government enforced ban on gaming loot

box systems, including the one we have in Overwatch.

This all started with the now notorious Battlefront 2 incident that took place over the past week,

which I'm sure many of you have at least heard of by now.

If you haven't, then in short EA's latest Star Wars game, Battlefront 2, has been under

heavy criticism from the gaming community for its implementation of microtransactions

to buy loot boxes, which, unlike Overwatch's strictly cosmetic system, could reward you

with competitive advantages in the forms of stronger weapons and better playable characters

in its online multiplayer.

And, while gamers were clamoring to get the attention of Disney to step in on this kind

of highway robbery via their Star Wars IP, this incident also caught the attention of

Belgium's Gaming Commission, who I should mention have nothing to do with video games,

but rather casinos and gambling.

About a week ago now, they launched an investigation into whether or not video game loot boxes

should be considered a form of gambling, and there recently revealed conclusion was that

yes, they are.

They're official statement regarding their findings were that "The mixing of money

and addiction is gambling", and that "mixing gambling and gaming, especially at a young

age, is dangerous for the mental health of the child."

Therefore, the commission will now begin to actively push for a ban of video game loot

boxes not only in Belgium, but across Europe as a whole.

Depending on how it plays out, this could be HUGE.

And, in order to clear up any confusion about whether or not this could pertain to Overwatch's

exclusively cosmetic boxes, the Gaming Commission reportedly analyzed two games in particular

when working towards their decisions; being Star Wars Battlefront 2 and Overwatch.

Both were deemed to be cases of video game gambling.

Now, you might be looking at this in a couple of different ways right now.

The majority of people seem to be rejoicing.

Big greedy companies like EA will get their just deserts for all their heartless money

grubbing tactics, and we'll finally be free of stupid chance based and pay to win video

games.

But others, myself included, are considering the possible negative repercussions of a change

like this.

Game developers may have to start charging much more for the base game in order to compensate

for the loss of money, meaning that regardless of whether or not you planned on spending

money on microtransactions, you now have to dig even deeper into your wallet just to be

able to play the game at all.

We obviously don't know Blizzard's internal financial records or earnings, or just how

much money they actually make via their loot box sales, but taking those away would absolutely

make a huge dent in their financial profits.

The results of this kind of change could be pretty devastating, such as slower overall

development times, leading to much longer delays between content updates, or even the

necessity to start including paid DLC for new heroes and maps.

Even further, if Blizzard is forced to rework its internal company structuring, countless

Blizzard employees might even end up losing their jobs!

Of course these are all just extreme speculations as for right now, and so far loot boxes haven't

actually been banned anywhere.

But depending on how far the Gaming Commission is able to push their jurisdiction and whether

or not other nations and governments decide to follow suit, we could possibly be seeing

major changes coming to more games than just Overwatch in the months and years ahead.

And of course, this is a very controversial topic, so be sure to leave your own thoughts

Now, moving onto a much lighter topic, many of you have likely seen the issue of Moira's

recent undocumented PTR nerf being discussed either on Reddit or by my fellow YouTubers.

In short, the amount of leeway given to the player for her Biotic Grasp to latch onto

an enemy target was reduced, thus meaning that it will be much harder for her to damage

enemies, and therefore harder to charge her healing spray.

People were getting pretty hot and bothered by this, making the usual "Moira is dead"

overreactions, but now have an official response from Blizzard saying that this change is in

fact a bug, and was not intended on their part.

Overwatch developer Tim Ford made a decently sized post on the forums explaining that basically

they reworked the ability's mechanics on the backend to allow her to better target

a specific enemy when in a group, and in doing so the lock-on range got a little messed up.

They are already planning to have this fixed by early next week, but since all of this

is only on the PTR, there's really no cause for anyone to be alarmed.

So, up and rising Moira mains can be relieved to know that their new favorite hero hasn't

gotten the Dommfist treatment, at least not yet anyways.

I will mention that this is yet another excellent example of why people should be careful about

getting so up in arms about PTR changes, since this by far isn't the first time people

have gotten mad at Blizzard over a seemingly unjustified PTR change that ultimately ended

up just being a bug.

Remember guys, Blizzard's staff is a bunch of human beings just like you and me.

Well, except for Jeff.

Scientists aren't quite sure what he is yet.

But moving on, we also got the new Blizzard World map on the PTR at the same time as Moira's

bug.

I've already made a couple videos covering it which I encourage you to check out if you

haven't already.

It's quite a nice map, especially if you happen to be a fan of Blizzard's other games.

If you're on PC, then you can try it out for yourself be hopping on the PTR.

Also, there was the addition of the mark all as seen button in the hero gallery, which

allows you to quickly get rid of all those annoying notifications once and for all.

And last but not least there was an update to Moira's golden weapon, which now makes

her fingernails golden as well.

It isn't the golden backpack many people were clamoring for, but I think that this

change will still suit her just fine and makes her golden weapon stand out better all the

same.

INDIAN-ISRAELI TRADE GROUP WARNS NIXING MISSILE DEAL THREATENS RELATIONS - Duration: 4:03.

India's reported plans to scrap a half-billion-dollar deal with Israel for anti-tank missiles will

have negative repercussions not only on defense contracts between the two countries, but throughout

the market, according to an Indian-Israeli commerce organization.

The large sale has been lauded by Israeli officials as a major milestone in trade and

military relations with India, giving its reported cancellation extra significance,

said David Keynan, vice chairman of the Federation of Indo-Israeli Chambers of Commerce

"It is a very noteworthy deal.

It will have an impact not only on defense trade, but on all trade," Keynan told The

Times of Israel Tuesday, speaking over the phone from Bangalor, India.

He noted that defense exports often act as a "catalyst" for further trade.

On Monday, Indian media outlets reported that the country's defense ministry had decided

to scrap a $500 million deal to buy Spike anti-tank guided missiles from Israel's

Rafael Advanced Defense Systems in favor of developing such missiles domestically.

The cancellation of the agreement has yet to be officially confirmed.

A Rafael spokesperson said the company was continuing in its efforts as normal, until

it is notified of a change.

The Spike deal was not just words on paper, but had already reached more advanced stages

of implementation.

Rafael had begun preparations for delivering the missile, opening a production facility

in India in August with its local partner, the Indian industrial giant Kalyani Group.

The opening of the missile production facility this summer came weeks after a visit to Israel

by Indian Prime Minister Narendra Modi — the first official visit to Israel by a sitting

Indian prime minister.

In a speech at its inauguration, Rafael CEO Maj. Gen. (res.)

Yoav Har Even said the factory "is another expression of the strong cooperation between

Israel and India in general and of Rafael as a strategic ally of India in particular."

According to Keynan, whose organization facilitates trade between India and Israel, the reports

that the massive deal will be called off sparked concern among businesspeople from both countries.

"I have already received dozens of calls about it," he said.

Israelis expressed concern that the deal might indicate that agreements with Indian companies

are not as solid as they seem.

And Indians were worried that in the fallout, Israelis might indeed have those fears and

be less interested in making deals in India.

Keynan, who has lived in India since 2003, noted that his commerce group is not government-affiliated

and was not involved in the Spike agreement or any other defense deals.

While exports to India have increased over the years — New Delhi is currently Israel's

10th-largest trade partner — they haven't been doing so at the same rate as Israel's

exports in general, according to Keynan.

From 2015 to 2016 bilateral trade grew by 0.85 percent, according to the Indian Embassy

in Israel.

"It's slower than we'd like to see," he said.

Why No Treatment can Revive Dead Hair Follicles, but Regrowth of Dormant Follicles is Possible - Duration: 7:32.

Thank you for your question.

You state in your question that you have been dealing with male pattern hair loss for the

past 10 years. And you're asking is it possible for minoxidil or PRP to bring dead follicles

back to life.

Well, I can certainly help you understand what the challenges are with your situation

like yours. And it's a question that gets asked every day in my practice. A little bit

of background, I'm a Board-certified cosmetic surgeon and Fellowship-trained oculofacial

plastic and reconstructive surgeon. I have been in practice in Manhattan and Long Island

for over 20 years. I am also the founder of TrichoStem™ Hair Regeneration Centers, a

system that we developed using PRP and Acellular matrix and Vitamin D and other elements to

help patients from around the world for the past 7 years using a system that we developed,

as I said earlier, that came from working on hair transplants as a non-surgical approach

to male and female pattern hair loss. So the question about dead follicles comes up all

day long.

So it is essentially a challenge that we are dealing with ultimately due to the genetics

of hair loss. And the genetics of hair loss basically is what accounts for 95% of hair

loss in men and women. And it's a term referred to as androgenetic alopecia. It's marked

by the progression of hair thinning as well as the eventual cessation or stopping of hair

growth. What that means also is that the hair follicle is no longer present.

And therefore, as I explained to our patients, just being focused on what we do with Hair

Regeneration treatment, what we are doing is essentially stimulating hair growth for

hair follicles that are present. That means that we can't create hair follicles. We

can't bring back the dead hair follicles but we can help manage hair loss. When we

say managing hair loss, we're dealing with a situation which by definition involves the

shortening of the hair growth cycle during the active growing phase referred to as the

anagen phase as well as the prolongation of the growth cycle element referred to as telogen

which is the resting phase. So if hair is growing for less time and is resting for longer

periods of time, well we're able to accomplish depending on the patient's clinical profile

is a stimulation of growth. We can stimulate hair that's not growing, we can improve

the quality and thickness of hair that is thinning but the limitation is the inventory.

We can't bring back the dead but we can try to maximize the health and wellness of living

hairs that are present.

Essentially, managing hair loss is a strategy that can involve pharmaceuticals. It can involve

non-surgical approaches such as Hair Regeneration treatment as well as surgical approaches to

try to cover areas that have lost hair permanently. But the ultimate strategy is about hair loss

management.

So, I think that in terms of your question, again without the benefit of a photo or a

physical examination, my advice to my male pattern hair loss patients, we need to do

everything to maximize the lifespan of the hair to maximize coverage for as long as possible.

If there are areas that you want to have hair and generally speaking, if we're talking

about the best strategy when it comes to surgical solutions then you have to lean towards covering

the front part of the scalp. Hair transplant in my experience, I've been doing it for

20 years, has always been a better procedure for areas where there is no hair that's

in the front. And so, the unfortunate reality of transplant is of course is that you are

not doing anything to stabilize or slow down the progression of hair loss. So you need

a dual strategy to be able to maximize coverage and deal with the hardwiring of the DNA.

So I think it's important that if you are interested, if you are not too far gone in

prolonging the lifespan of the hair in your scalp, then meet with a qualified physician

to give you some guidance on pharmaceutical management as well as the use of this regenerative

technology of Hair Regeneration. And it always works in synergy with surgical transplantation.

Every hair transplant surgeon, myself included, wants to have the hair transplant look as

good as possible for as long as possible. And as long as someone has existing hair,

the blending of transplant with existing hair is optimal for the most natural result and

appearance.

Before we begin, I'll explain the basic format of this video

We will go over the opinions of the top 50 in KR arena who responded to a survey

Then we pick a representative of each class to interview them with the same questions in the survey.

Wrap it all up and discuss about the balance of each class.

Today's main protagonist is

Blade Master

In our previous video, Blade Master ranked 7th place based on the opinions of the top pro players of KR

It's… depressing..

But

do you remember Maksym of RMB Gaming who took 2017 World Championships by the storm?

They guy who demonstrated explosive plays and showed how a real Blade Master is supposed to be played.

So for today's interview, we bring in Maksym of RMB Gaming!!!

It seemed he had a lot to say. Other classes only ended up with about 4 to 5 pages of scripts.

But for this guy we have

Lee Jaejoon is a person who showed up in many BnS Tournaments as a player and referee.

Many of you may know him as a referee. But know that he also participated in many tournament preliminaries as well.

We will never know what the future holds.

He may be a referee this year but he could possibly be a champion the next year. Like Jung Yoonjae

But probably not since he's a BM.

Anyways on with the first question.

First question. How long did you play BM in the arena?

For the arena?

For the arena well.. long time ago, I was a PvE player.

I was a PvE player during the 1.0 days who occasionally went on the arena.

But I really started to play the arena after the Clan Battle tournament.

It should be about 3,4 years

But during the first 3 years I just played how I felt like. Just instinctively, reactively

So just for fun?

Yeah just for fun.

But then they started teaching me on how to win.

Sim Sungwoo in my clan taught me on how to win and from then on I started to work harder

So I'm like so that's how you win and now here I am.

So virtually 1 year?

That's right.

You know that moment when you start to get it? When did that moment come to you?

What I saw is.. I didn't know any arena tips and knowhows.

I would make the same mistakes any beginners would make and don't know things like strafing after blocking

I used to log on a lot especially during that time I took a month off from work.

I think I started to see things after about a month

I concentrated really hard on looking for those things

like knowing when to iframe a pull or block a pull or how to make him waste a Knee.

And just like that I started to add one skill after another during that month.

Although it's still not enough

Let's see how other top 50 BMs responded

Since we're talking about the top rankings, a good portion of the players that responded played since the open beta 5 years ago.

Most answered 2 ~ 3 years

And about 3 answered less than 1 year

And now the important part!

Second question. What are the 3 easiest class to face, ranked 1,2,3 from easiest to hardest?

Let's see what Lee Jaejoon has to say first.

1st place would be Soul Fighters

SF?

SF is 1st place because BMs won't go in unless SF initiates first.

The system is set up so that the SF has no choice but to go in first.

Even if they are Earth and increase their damage

They have to close the distance to use Frost Nova, Ground Ripple or do any damage

But even if they try to close the gap, we can just use Backstep to get away.

And that smack (Howling Blast) can easily be strafed as long as you're at least 5m away.

So I would hold down strafe and just watch as he uses QE by himself from afar, fearing Soaring Falcon, Rush or Five Point Strike.

So I just wait for him to use Left/Right Advance and SS Five Point would usually hit

Even if he somehow manages to counter it, I would strafe and Rush him instead.

So facing SF is easy as a BM.

Next would be Summoners. IMO

Since facing Summoners is mostly about the burst

I think it mostly depends on whether if I have strafe when the Lunge comes in or if I can iframe the knockdown of Beckon

Even if I do get hit by that, BMs these days does a lot of damage

Honestly, if you can Rush, Draw, Lunar and Dragontongue 2 times, the Summoner would usually be left with half health

And since DT is an AoE skill, the cat usually dies too.

If the main body escapes away but the cat is still stunned,

You can just kill the cat… There are a lot of options to choose from.

Both can win with pure damage but Summoners have the disadvantage.

And the 3rd is?

If I have to choose, Kung Fu Master?

These days you can't say one has a definite advantage over the other.

But in terms of Windwalk battles, BMs are definitely better

If a BM wins the windwalk, and manages to force an escape from the KFM it's an easy game.

If the start ends neutral, then it's 5:5 with BM maybe slightly at a disadvantage.

Here are the results from the survey.

The easiest class to face as a BM is

KFM

Next is SF and Summoner tied at 2nd place

Ironic. No matter which class you ask, everybody puts Summoners as the easiest to face.

Which brings the question.

Are Summoners that weak?

Or is it because there are not that many top Summoners in the arena. Hmm..

We'll explore more of that in the Summoner episode

For now, let's ask what are the top 3 classes that are hard to face as a BM.

Firstly Warlocks

Since they virtually have 3 escapes total.

Escape, Void Walk and another escape with Time Distortion

If they time it well, they can even use it 4 times.

On the other hand BMs only have 1 escape

So they are at a disadvantage when facing classes with more than 2 escapes

Imprison is also unblockable and you have no choice but to get hit.

Even if you have Shoulder Charge, good Warlocks would mind game you and never use it until you do.

They know they have the advantage.

It's not too late for them to wait for me to use Shoulder or Backstep before using Imprison

If I'm coming in, they can cut me off with Tether Blade.

If I use my escape from one of Leech, Imprison, or Tether Blade then it's over after one more CC and Time Distortion.

It's hard to deal with their CCs

2nd place is Assassins.

It was always difficult to knock them out of stealth.

And maybe it's because I'm bad but unless I'm using the wall, they are really hard to deal with.

And as I said before, they have 2 escapes so it's impossible to get the upper hand in mind games.

You would have to get hit first

Assassins can hold down their Q and strafe out charge or counter with Decoy.

But even if we do manage to win a mind game...

Let say we won a mind game with a strafe.

The problem is the next mind game after they stealth.

It's very difficult to play mind games with them.

And the last is?

Blade Dancers

Rather than Force Masters

It's the same thing for Blade Dancers.

We just can't get the upper hand.

During the neutral game

If we use the iframe Shoulder Charge, then we can't kill them in one shot.

One of the fun aspects of BMs is that you can kill your opponents with one combo.

Blade Dancers only have one escape right?

But if we use the iframe Shoulder, we don't have enought CC to kill them

So I use the daze Shoulder Charge.

At the start I would iframe their Soaring Falcon with a backstep but then I can't use Block because of Blitzblade.

So then all I can do is to hold down strafe.

But they have their Five Point Strike which cannot be strafed 80% of the time.

So I will lose the neutral game.

Even if I have my daze Falcon, they have a lot of iframes

So if they just hold on to at least one iframe, it becomes really tough for Blade Masters to use their Soaring Falcon.

Warlocks comes in at 1st place as the hardest match up for Blade Masters

We will take a closer look in the Warlock's episode

but I think it's possible that the survey responses for the easier classes to face as a Warlock would reflect this.

In the BMs case,

the reason why Warlocks are so hard to deal with is because it's extremely difficult to trade skills.

If they use Warding Spirit, then it's impossible to survive Time Distortion

If they try to hold on to it then they could possibly just die

It becomes a real headache

2nd place is

Assassin

There used to be a time where Assassins and BMs fought on equal footing.

But then one day, the scales started to tip until BMs became Assassin food as we all know today.

3rd place was difficult to determine because there were many varying opinions.

Many even suggested Summoners, Destroyers, and Soul Fighters as well.

This time, we will ask a slightly different question. What are the classes you hate going up against.

1st place is Warlock. You would really want to throw your keyboard.

Next is Assassin

That's the same as before.

But I'm honestly fine going against Blade Dancers since it's mostly about big combos.

I would rather not face Force Masters?

They have 2 escapes and it's fun to play against.

It's fun to keep track of your chill stacks. But in the end, I end up losing.

I find myself in many situations where I'm out of iframes and frozen with my back showing.

Let's see what the other BMs think.

Unfortunately, Warlocks and Assassins rank 1st and 2nd place.

3rd place, strangely enough, is Blade Dancer even though they weren't really mentioned in the hardest class to face.

Then again, they could be a bit annoying to play against considering they are fellow sword users.

Next, I asked for opinions on how you would change the arena. Let's see what answers we got.

How would you improve the arena? (excluding rewards)

They should first remove dodging.

They should penalize like LoL.

Don't you think it's a bit strange?

Right now we can't queue again for 5 minutes if we force quit the game.

I think it should be increased to like 3 or 4 hours.

If you dodge a game, your points just disappear into thin air. Nobody else gain the points you lost.

At least losing on purpose would transfer your points to the other person.

Right now we don't have that many plats and a lot of golds.

I think this way we would have diamonds once again.

Let's see what the other BMs think.

1. Revamp arena rewards

2. Revamp all unblockable skills that have grown quite numerous

This is probably the most applicable to BMs

You still have to stand still to block.

But because they kept adding more and more defense breaking and penetrating skills, you can't use it freely like you used to.

I think that's probably what makes BM difficult to play in arena. Quite unfortunate

3. Add more ways to use beans

4. Revamp the matching system

It wouldn't be very fun to go against pro players at just 1600

They should definitely buff BMs

Although they are not a bad class there are a lot of similarly disadvantageous matchups

It's not like it's 9:1, 8:2 or anything,

but there are so many matchups that are like 6:4 or 7:3.

I know its a difficult class to balance but I wish they would do something about it.

There are not a lot of BMs and I think they should be stronger to attract more users.

Like Warlock or Assassins.

I hope they would change that. Though nothing specific.
