N. Korea willing to participate in S. Korea's PyeongChang Winter Olympic Games - Duration: 2:41.

In North Korea, people celebrated the New Year with fireworks and song.

And the leader of North Korea Kim Jong-un delivered his New Year's address... which

was closely watched here in South Korea as well.

In it, he confirmed that he's willing to send athletes to the Pyeongchang Winter Olympics

next month.... while claiming that his regime accomplished a great feat last year... by

becoming a true nuclear power.

Our Ji Myung-kil tells us more.

In his new year's address on Monday, North Korean leader Kim Jong-un said his government

is willing to participate in the upcoming PyeongChang Winter Olympics.

And he offered his best wishes for the Games.

(Korean) "The PyeongChang Winter Olympics will be a

good opportunity to show the Korean peoples' prestige.

We sincerely hope for the event to be held successfully."

The young leader said this year was significant for both countries since the South is hosting

the Winter Olympics and the North is due to celebrate the 70th anniversary of the regime's

establishment.

A North Korean expert said his remarks come as a surprise.

(Korean) "The North Korean leader was expressing a

desire for joint efforts by the South and the North to resolve their existing problems

since he is apparently willing to have his country participate in the PyeongChang Olympics

and to start bilateral talks."

Kim also called for joint efforts to ease military tensions and to foster an environment

of peace on the Korean Peninsula.

Concerning the North's nuclear weapon's program,... Kim Jong-un said last year North Korea had

become a full-fledged nuclear state.

(Korean) "It is a not a threat but a reality that I

always have our nuclear button on my desk, enabling us to hit the U.S. mainland."

The young leader claimed that the regime's nuclear weapons will serve as a strong deterrent

to what he called Washington's threats.

The North Korean expert commented on that statement in relation to Pyongyang's provocations.

(Korean) "For the time being, North Korea is unlikely

to conduct further nuclear and missile tests since it's acknowledged itself as a nuclear

power.

They will not try to provoke the U.S. but strive to improve inter-Korean ties in order

to get relief from the tough economic sanctions."

But Kim did say the North needs to mass produce nuclear warheads and ballistic missiles and

accelerate their deployment.

Pyongyang conducted its sixth and most powerful nuclear test last September and launched intercontinental

ballistic missiles three times.

U.S. responds to warming inter-Korean ties - Duration: 1:57.

Washington, meanwhile, is ambivalent about Pyongyang's proposal of talks with South Korea

next week.

The White House says it will cooperate closely with South Korea when it comes to inter-Korean

dialogue... but will keep up its campaign of "maximum pressure" on the North.

Park Soyun reports.

U.S. President Donald Trump is sounding open to the possibility of inter-Korean dialogue,...

after North Korean leader Kim Jong-un made a rare overture to South Korea in his New

Year's address.

Trump tweeted that the U.S.-led campaign of sanctions and other pressures on the regime

were beginning to have a "big impact" on North Korea.

Mentioning the possible dialogue between the two Koreas, Trump said it was "perhaps good

news, perhaps not-- we will see " The White House, however, seemed unmoved,...

with its press secretary saying that Washington's "policy on North Korea hasn't changed at all,...

and the U.S. will collaborate efforts with South Korea for a "unified response" to potential

inter-Korean dialogue.

The State Department, too, showed little enthusiasm, echoing its will to denuclearize the peninsula.

(ENGLISH:Edit No.2085) "If the two countries decide that they want

to have talks, that would be certainly their choice,...Kim Jong Un may be trying to drive

a wedge of some sort between the two nations, between our nation and the Republic of Korea.

I can assure you that that will not happen ... We are very skeptical of Kim Jong Un's

sincerity in sitting down and having talks.

In New York, the U.S. Ambassador to the UN Nikki Haley ripped Kim Jong-un's seemingly

conciliatory gesture, calling it nothing more than a front.

(ENGLISH:Edit No.2134) "We don't think we need a Band-Aid and we

don't think we need to smile and take a picture.

So North Korea can talk with anyone they want, but the U.S. is not going to recognize it

or acknowledge it until they agree to ban the nuclear weapons that they have."

Haley added that North Korea could stage another missile test,... but gave no further details.

Sit down with Professor Bong Part 1 - Duration: 7:06.

And to tell us more about North Korean leader Kim Jong-un's New Year's address.... as well

as what we can expect in regards to relations between the two Koreas this year....

Bong Young-shik, a researcher at the Yonsei Institute for North Korean Studies... joins

us in the studio today.

Welcome to the program.

Pleasure to be here.

1- Now surprisingly to some.... in this speech, Kim Jong-un called for direct talks with South

Korea.

So how does Kim's speech this year

compare

to that

of last year?

2- And how did the 2018 Pyeongchang Winter Olympics come into play

in this regard?

3- Meanwhile, Kim didn't forget to elaborate on his regime's achievement in (QUOTE-UNQUOTE)

"completing" its nuclear forces and added that he has a (QUOTE) "nuclear button" on

his desk.

Tell us

more

about this.

4- In response to this speech, U.S. President Donald

Trump tweeted on Tuesday.... that his "nuclear button" is "much bigger" than Kim Jong-un's.

What can we make of this tweet and Trump's response?

5- What were some other responses to Kim's speech?

Some have said that

North Korea is holding out an olive branch.... especially

to South Korea.... considering that Pyongyang was slapped with

tougher UN sanctions last year....

under which North Korea is able to export fewer commodities than ever before.

N. Korea restores inter-Korean hotline on Wednesday - Duration: 2:36.

Just an hour ago...

North Korea restored the hotline between the two Koreas.

It had been cut off since February 2016.

The move comes after the South Korean government proposed high-level talks on Tuesday... in

response to North Korean leader Kim Jong-un's offer to send athletes to the 2018 Winter

Olympics in Pyeongchang.

For more, we connect to our Ji Myung-kil who is at the Unification Ministry...

Myung-kil, fill us in.

Hello Devin.

The chairman of North Korea's committee for handling inter-Korean Affairs made an announcement

through their state-run Korea Central News Agency Television on Wednesday delivering

Kim Jong-un's approval to restore the military hotline.

Let's listen in.

(Korean) "North Korean leader Kim Jong-un has ordered

the restoration of the South-North hotline starting 3 p.m. today.

Through this channel we will discuss matters related to sending a delegation to the PyeongChang

Winter Olympics and the proposed talks."

The chairman also went on to say that the North's leader Kim Jong-un welcomed the South

Korean presidential office's decision to offer talks, adding that it was a positive move.

Kim Jong-un also said it would be a good start toward improving ties with South Korea and

ordered North Korean government agencies to start preparing for working-level talks.

The committee's chair also emphasized that through the orders of their leader Kim Jong-un...

North Korea would closely cooperate with its South Korean counterparts and once again sincerely

hoped for the success of the upcoming 2018 PyeongChang Winter Olympics.

Myung-kil... this is quite the change in attitude in just a couple of days.

How has the South Korean government reacted?

Right Devin.

South Korea's presidential office of Cheong Wa Dae has welcomed North Korea's plan to

reopen the inter-Korean communication channel, which had been severed for nearly two years.

The chief presidential secretary Yoon Young-chan told reporters that North Korea's announcement

signals a move toward an environment where communication with the North will be possible

at all times.

However, a research fellow at the Sejong Institute noted that the date proposed by the South

falls a day after Kim Jong-un's birthday which is on January 8th.

If the talks are held at the planned date next Tuesday... issues on inter-Korean family

reunions and resuming civilian exchanges could also be tabled for discussion.

Currently, several South Korean civilian groups' bids for aid and exchanges have been rejected

by the North.

Devin.
