Gov't holds first economic-related ministers' meeting for 2018 - Duration: 0:31.

Korea's top economic policymakers got together this morning to discuss some of the key economic

issues for the upcoming year.

At the economic-related ministers' meeting for 2018,...

Finance Minister Kim Dong-yeon revealed plans to invest 21-point-five billion U.S. dollars

in 80 projects related to job creation and welfare.

They also discussed ways to boost growth, tackle the country's low birthrate and ways

to lower listing requirements to boost the KOSDAQ market.

Trump open to talks with North Korea 'under right circumstances' - Duration: 2:22.

Our top story this afternoon...

U.S. President Donald Trump has reiterated his willingness to hold talks with North Korea.

However, he told President Moon Jae-in that such talks will take place only when certain

preconditions are met-- meaning when Pyongyang is willing to give up its nuclear ambitions.

Park Hee-jun reports.

President Trump says he's open to holding talks with North Korea, but not without strict

preconditions.

The White House said Wednesday that Trump told President Moon Jae-in during a phone

conversation that the United States is willing to speak to Pyongyang "at the right time"

and "under the right circumstances".

For Trump, that means if North Korea is ready to give up its nuclear program.

President Moon also thanked his U.S. counterpart for his role in bringing North Korea to talks.

The South Korean leader credited President Trump for making the talks possible during

his New Year press conference earlier that day.

South Korea's presidential office also said Trump promised there would be no military

action while inter-Korean talks are ongoing,... adding that a recent Wall Street Journal report

on the United States contemplating a military strike against North Korea was "completely

wrong".

Following the phone talks,... regarding the possibility of North Korean discussions, President

Trump told reporters at a White House Cabinet meeting;

(English) "Who knows where it leads?

Hopefully it will lead to success for the world -- not just for our country -- but for

the world.

And we'll be seeing over the next number of weeks and months what happens."

And later at a joint conference with Norway's prime minister,...

President Trump expressed optimism, saying there were "a lot of good talks" going on.

(English) "I think we are going to have a long period

of peace.

I hope we do.

We have certainly problems with North Korea, but a lot of good talks are going on right

now.

A lot of good energy.

I see a lot of good energy.

I like it very much."

President Trump's remarks come just a day after the first inter-Korean talks in over

two years.

Washington has welcomed the talks as an important step toward solving the North Korean nuclear

crisis.

Tuesday's high-level talks resulted in North Korea saying it would attend the PyeongChang

Winter Olympics and agreeing to peacefully resolve conflict through dialogue.

Jeju airport temporarily halts flights due to snow - Duration: 0:46.

A cold spell coupled with snow is sweeping through Korea this week, with planes and ferry

operations halted or seeing delays.

Jeju airport halted flights between 8:33 a.m. and 11 a.m... to remove snow from the runway.

Flights are now running normally.

Dozens of flights in and out of Jeju had been delayed or canceled due to strong winds and

snow, which has hit most of the southern part of the nation over the past three days.

Over 30-centimeters of snow was reported at the top of Jeju's Hallasan Mountain.

And Busan in the southeast of the country also saw snow for the first time in four years

on Wednesday.

Robots and AI changing the healthcare industry - Duration: 3:01.

Big data, Internet of Things, and Artificial Inteligence.

The reach of the fourth industrial revolution can be felt in almost every industry.

Its impact can also be clearly felt in the health sector.

Kim Hyesung reports.

72 year old Hwang Ki-hyun is visiting the doctor to see how the surgery went.

Just a week ago, Hwang got artificial joint replacements in both legs.

(Korean) "The arthritis got worse until it reached

the point where I could hardly walk.

I came here because I heard it did robotic surgery."

This surgical robot enables surgeons to do knee or hip replacements using 3D computer

imaging based on a CT scan, making the robot remove the areas of bone as mapped out by

the surgeons.

(Korean) "The biggest advantage of the robotic surgery

is precision.

It has a less than 0.5 mm margin of error in surgery operations, compared with a surgeon's

five mm.

Optimal implant size and positioning means less pain, a faster recovery and a better

outcome for patients."

Since the robot was first developed in the late 1990s, the latest version has been passed

by both the U.S. and Korea's food and drug safety ministries as of 2017, and is now being

used in more than 13 hospitals in Korea.

(standup) "It's not just robots that are supporting

doctors.

Artificial intelligence is also being used to analyze enormous amounts of data, diagnose

illnesses, and provide a treatment plan for cancer patients."

In this room, seven doctors are discussing treatment options for a uterine cancer patient.

One of the 'doctors':... a supercomputer.

This AI computer is loaded with 12 million cancer research papers and medical cases.

It compares the data with the patient's genetic records.

After a round of discussion, "surgery, then chemotherapy" is announced as the best treatment

option.

Since adopting Watson a year ago, the hospital has treated over 550 cancer patients with

the supercomputer.

(Korean) "Through accumulating data and making corrections

whenever the computer program gives a wrong answer, the decision concordance rate between

AI and human doctors went up by around 7 percent over the past year, and satisfaction among

patients is high."

Multidisciplinary approach, with doctors from various departments working with AI, Instead

of one-on-one doctor to patient treatment, is changing medical diagnostics.

AI healthcare market alone is projected to reach six-point-six billion U.S. dollars by

2021, and expand into areas like preventive care.

High costs and improving accuracy are still challenges for the robotics and AI industry,

but what was once considered just hype is slowly becoming a new reality of healthcare.

Flooding and mudslides in Southern California leave at least 17 dead - Duration: 0:33.

Mudslides and flooding caused by heavy rain in Southern California earlier this week have

now left at least 17 people dead and more than two dozen injured.

Officials in Santa Barbara County fear the death toll could rise and there are about

13 people reported missing.

Most of the fatalities occurred in the wealthy suburb of Montecito, where powerful mudflows

lifted houses from their foundations.

The weather cleared up on on Wednesday, allowing rescue teams to intensify operations .

U.S. Vice President to lead U.S. delegates to PyeongChang 2018 - Duration: 0:43.

Among the high-ranking official attending the 2018 PyeongChang Winter Olympics next

month: ... the U.S. Vice President.

The White House announced Wednesday that Vice President Mike Pence and Second Lady Karen

Pence will lead the U.S. delegation at the opening ceremony on February 9th.

The specifics of who will join the Vice President will be released soon.

The White House said Pence's visit is to "reinforce the strong U.S. presence on the Korean Peninsula

and send a clear message of American resolve to the North Korean regime."

Pence will also make stops in Seoul and Tokyo to hold meetings on the stability and security

of the Korean Peninsula.

Number of young people not employed or in education topped 300,000 in 2017 - Duration: 0:55.

In yet another gloomy reflection of Korea's sky-high youth unemployment rate,... the number

of young people in Korea not working nor studying reached 300-thousand last year.

Statistics Korea said Thursday that around 30-thousand more so-called NEETs -- not in

education, employment nor training -- between the age of 15 to 29 were added in 2017.

These young NEETs, who are able to,... but not motivated to work,... accounted for three-point-two

percent of the youth population last year.

The youth unemployment rate in 2017 was nine-point-nine percent, the highest since related figures

were first recorded in 2000.

Experts say that,... considering the demographic structure and the number of young people who

graduate college,... youth unemployment and youth reclusiveness will remain a serious

issue for the next several years.

Autonomous vehicles powered by AI dominate CES 2018 - Duration: 2:35.

One of the biggest events on the tech calendar kicked off this week, with firms showing off

their latest gadgets and innovations.

But this year's Consumer Electronics Show in Las Vegas has mostly been dominated by

autonomous vehicles with a focus on artificial intelligence motoring.

Ro Aram has the details.

Autonomous vehicles have starred in CES in previous years, but they haven't received

the spotlight as much as they are this year.

Toyota, for example, unveiled the "e-Palette," which the firm says is a multi-purpose transportation

and mobility platform.

The boxy electric vehicle is essentially a blank slate to be modified for almost any

use.

It could shuttle people to a hotel or become the hotel itself or it could transport people

to and from work or become the office.

The carmaker has already struck partnerships with Amazon, Pizza Hut, and Uber, among others.

Toyota's fellow Japanese rival Honda, meanwhile, unveiled its 3E concept, or Empower, Experience

and Empathy, to help people in everyday tasks.

Leading the Empower part of the equation is an autonomous off-roader dubbed 3E-D18.

The firm claims it's highly maneuverable and almost indestructible, helping to keep human

exposure to dangerous environments to a minimum.

Honda's 3E-C18, a robotic wheelchair of sorts, represents the Experience part of its vision.

The boxy electric cargo concept can be transformed into a canopy to be used by street vendors

selling their wares.

For empathy, a lightbulb shaped robot on wheels named 3E-A18 uses AI to understand the needs

of people.

It could be used as a museum guide, hotel receptionist or shopping assistant.

Aside from carmakers, tech companies also want a piece of the action.

Chipmaker Intel announced partnerships with BMW, Nissan, Volkswagen and Ferrari to help

develop autonomous vehicle technology.

It will also leverage Intel's Mobileye-based mapping technology for improving self-driving

cars navigation process.

Graphic card maker Nvidia revealed that it's working with over 320 companies on self-driving,

through products like its Drive PX and now Drive Xavier GPU-powered autonomous driving

computers.

With such technologies advancing at a rapid pace, it may not be long until we see our

roads filled with vehicles lacking a steering wheel or even people.

Seoul's nuclear envoy in U.S. for talks with White House officials on North Korea - Duration: 0:38.

South Korea's top nuclear envoy has arrived in Washington for a three-day visit to discuss

the current North Korea situation with senior White House officials.

Speaking with Yonhap News upon his arrival, Lee Do-hoon said the trip is built on the

basis that South Korea and the U.S. have watertight cooperation when it comes to the security

of the Korean Peninsula.

He said they will look at the results of the recent inter-Korean talks, and how to move

forward.

Lee will meet with his U.S. counterpart, Joseph Yun, and the Senior Director for Asian Affairs

at the National Security Council, Matthew Pottinger, among others.

U.S. President Donald Trump says the United States could 'conceivably' rejoin the Paris

climate deal.

At a joint news conference with the Prime Minister of Norway, Trump said he feels 'strongly

about the environment' and expressed the possibility of rejoining the Paris Accord, but not under

the current terms.

President Trump started the withdrawal process last June, saying the deal put American workers

at an 'economic disadvantage.'

The agreement was signed by the U.S. along with almost 200 other countries back in 2015

to curb global carbon emissions and contain global warming.

Foreign automakers to recall nearly 17,000 cars in S. Korea - Duration: 0:46.

Mercedes Benz, Audi, Volkswagen and Subaru will voluntarily recall nearly 17-thousand

vehicles in South Korea.

The Ministry of Land, Infrastructure and Transport has announced that the recall of 32 vehicle

models made by those four automakers is set to begin gradually from Thursday.

Nearly eight-and-a-half thousand Mercedes Benz vehicles were found to have seat belt

and airbag issues.

Audi and Volkswagen were also asked to recall more than six-thousand-five-hundred units

due to defects in the vehicles' airbag inflators.

The automakers will notify the vehicles' owners, who can then visit designated repair and service

centers to replace the parts free of charge.

IOC to convene meeting with two Koreas over North's participation in Olympics - Duration: 2:17.

North Korea's representative to the International Olympic Committee was at the IOC headquarters

on Wednesday to discuss North Korea's participation at the PyeongChang Winter Olympics.

This comes after North Korea agreed to send a delegation to next month's Games -- a decision

that marks a symbolic diplomatic breakthrough for the two Koreas.

Park Soyun reports.

Officials say Pyongyang's IOC representative Chang Ung spent four hours meeting with IOC

President Thomas Bach on Wednesday before leaving in a car without speaking to reporters.

Following the meeting,... the International Olympic Committee said it will hold further

talks with representatives of two Koreas on January 20th at its headquarters in Lausanne.

Chang Ung and South Korea's IOC member Seung Min-ryu will partake in the talks, as well

as PyeongChang 2018 officials and the president of North and South Korean National Olympic

Committees, with Bach acting as Chair.

They will discuss a series of "essential decisions" on North Korea's participation at the Olympics.

The nature of the talks will include the size and names of the athletes in North Korea's

delegation as well as the format of participation, such as issues related to official protocol,

including flags, ceremonies and uniforms.

It's not yet known which flags and anthems will be used for North Korea, but South Korea

has suggested athletes for the two Koreas march together at the opening and closing

ceremonies under a united flag.

Earlier this week, Bach said he warmly welcomed North Korea's decision to take part in the

Olympics, adding the joint proposal has been "applauded by many other governments worldwide."

He also called North Korea's participation as a "great step forward in the Olympic spirit."

North Korea's figure skating pair has secured a spot for the Olympics, but missed the October

confirmation deadline to register.

However, the IOC has extended the deadline for North Korea's participation, raising the

possibility for the duo to compete in PyeongChang.

Other athletes may also qualify through special places offered by the IOC.

With achieving peace at the core of the Olympic ideal dating back to ancient Greece, watchers

are hopeful North Korea's participation may offer a much-needed breakthrough in inter-Korean

relations.

Financial Services Commission announces rules to make KOSDAQ more appealing to investors - Duration: 2:05.

In an attempt to boost South Korea's KOSDAQ,... the government is set to announce a series

of policies aimed at luring investors to the country's tech-heavy secondary index.

Shin Se-min reports.

The Financial Services Commission is all about helping the country's KOSDAQ become a *trusted

market, supplying capital to innovative firms.

The state-run agency says that under the new rules,... tax breaks will be given to individuals

that invest in mutual funds for startups,... and some of the listing rules for the secondary

index will be softened to help smaller firms raise funds through the market.

Currently, individual investors can receive a tax incentive worth up to 2800 thousand

dollars, if they invest more than half of their fund's assets in new shares issued by

'startup firms.'

But with the new rule, investors will be given tax incentives if they invest just 15 percent

of their fund's assets in new shares issued by startup companies.

The government has also lowered the bar for firms trying to enter the market.

The new rules will allow a company to be listed on the KOSDAQ if it meets one of three criteria:

profits, market capitalization and paid-in capital,... whereas before the new rules,

a company had to meet all three requirements.

And the new policies also include the creation of a 280 million U.S. dollar fund to invest

in KOSDAQ-listed firms that have a relatively low stock value.

With the new change in rules,... the secondary index may feel a boost.

(KOREAN) "With the fresh government support on top

of the administrations' promise of boosting industries that dominate the junior market,...

the secondary index may grow even further."

Hopes are high,... as watchers say that the second year of any administration is when

the effects of policies can be seen,... and many anticipate that these new rules on the

KOSDAQ will do just that.
