For the first time in India,
each household in an entire village...
was given a one time gift of...
They could do whatever they wanted to do...
with the money.
No strings attached.
At this rate, they would take around 2 years...
to save up 96,000 rupees,
which is how this figure was arrived at, in the first place.
If…
poverty really means the lack of money,
why isn't that we just give the guys money?
That in essence is how the idea germinated.
To get a sense of what general public thinks of...
the idea of giving cash to poor,
we went on streets in urban India,
and asked strangers about their views.
We shouldn't give off cash straight away like that.
You can give them a means of...
livelihood, may be for their family, for their children.
You should give them a house...
best thing...
money they will spend and finish...
anything... they may have drink.
you can't say.
some of them, they will use the money for drinking.
they will not be able to utilise the money how they want to...
how we think they would want to utilise the money.
How does that saying go like...
you teach a man to fish or something...
and he is fed forever right? so something like that...
There is an old cliché that if you teach a man to fish,
he will not go hungry for life,
but if you give him fish, he will only eat for a day.
But the problem with this is that...
if you teach everyone to fish,
who will buy the fish?
So when I first heard of it...
I did have my doubts and apprehensions...
as it how this thing would work.
you know, just blanketly giving money to a family,
and then just waiting and watching!
Nobody goes to the poor...
just giving unconditionally.
Everybody wants something out of it, right?
I mean the development sector wants certain outcomes.. they want...
they want them to do xyz.. only then they get money...
Many people have tried to do many things...
to remove poverty.
And I don't know of many success stories.
I think the questions will remain,
and unless someone tries something,
how do we know whether it will work or not?
Over the next six months to about two years...
is when we will get a good idea,
as to where this money went,
whether it actually affected anybody's life or not.
This is one pilot and one experiment.
But we believe that the idea is really powerful,
and needs to be tested really thoroughly.
If we were to get 4 to 5 such pilots going...
in different parts of the country,
with different, you know, variables,
then it will give us a good sense of...
whether a tool like this,
where you are giving unconditional money to people,
and let them choose what they want to do...
to improve their lives,
that this will work or not!
Over time we will come to know...
whether it made a huge difference...
a minor difference or whatever...
but the directionality of the program is not in doubt.
