Why a village made it easy for foreigners to become Swiss - Duration: 2:52.

Schelten, A German-speaking Bernese village,

tucked between the cantons of Jura and Solothurn.

A few houses and farmyards scattered across a large area.

A peaceful village with one peculiarity:

for just 36 residents, there are 2,827 people all over the world

with Schelten as their place of origin.

An explanation can be found in the minutes of a communal assembly from 1913.

There it says that many foreign families,

who had been working in Switzerland for a while

bought their Swiss passport in Schelten.

A lot of citizens were naturalized before 1914,

before the First World War.

Later they came back to the municipality,

primarily their descendants,

to see why they are citizens of the village.

A whole family could get passports for 300 francs.

The municipality used the money to support the poor in the village.

The process of getting a passport was simple.

The communal meeting could decide

whether to naturalize a family.

Because it was very quick and relatively cheap,

a comparatively large number of people were naturalized here.

Time was short. The First World War began in August.

Schelten was not the only municipality where

you could get Swiss nationality so easily.

It was the same, for example, in the Jura villages of Beurnevesein,

Bonfol, Roche-d'Or and Epiquerez,

which, like Schelten, belonged to Canton Bern at the time.

Herve de Weck specializes in the history of the world wars

and knows that it was no coincidence that the naturalizations

happened just before the First World War.

There's a simple explanation.

Foreign nationals who were working in Switzerland -

a peaceful land -

didn't have to risk their lives on the front line

in the French or German trenches.

Now, a century later, the municipality is still in contact

with some of its citizens,

who live somewhere else in the world.

Specifically the few dozen people

who are entered in the electoral register

and are allowed to vote on federal and cantonal issues.

We have to send them all the election and voting materials.

For us, that's 350 francs each time

that we have to spend on stamps alone.

Ballot papers that only rarely come back completed.

And because more eligible voters live abroad than in the village itself,

Schelten often has an especially low turnout.

In Gothenburg the team unrolled a banner protesting against nuclear tests by France.

It wasn't about being political. It was about expressing our thoughts and feelings.

That's not a political problem. It's a human rights problem.

Angry, the Swiss Football Association has distanced itself from the players' action.

You either do sport or politics. You can't abuse sport to do politics.

To be clear, every athlete has the right to be for or against something.

We understand that players have political opinions.

But we can't abuse sport or a host country's hospitality to do politics.

Christof Gasser knows Solothurn like the back of his hand.

In 2016, this successful author

put his home town on Switzerland's crime-fiction map.

It's a town with lots of stories, lots of little winding streets

where a lot has happened.

But it's a multicultural town too,

where many different people from many different

social backgrounds live together.

Perfect material for crime writing.

The stories central around cantonal crimefighter Dominik Dornach.

The illustrations show a team that meshes perfectly.

That solves local cases with international flair.

I also try to connect local traditions -

such as the 'Märetfescht' that takes place each summer -

with global issues such as islamism and terrorism.

Gasser's third local crime novel went on sale last week.

At Regine Frei's bookshop, too.

She's been a bookseller in Bern for 30 years

and has witnessed the boom in local crime writing first-hand.

Regional crime writing really only took off 10 years ago.

Practically every region and city in Switzerland has its own

crime novel or crime series, I think.

And today they are booming like never before.

In Zurich's 'Theater Rigiblick',

they've even made their way on to the stage.

Here, local crime fiction is blended with theatre and classic crime songs

to produce something entirely new.

Rehearsing under the watchful eye of Daniel Rohr.

He can find inspiration in a whole range of local stories.

Nordic noir is naturally very popular,

but I also find Swiss crime writing absolutely fascinating.

It's quality writing,

worthy of being put on stage.

Crime fiction aficionados such as Rohr

have a whole host of new releases from which to choose.

Silvia Götschi's murders take place in Einsiedeln for example,

Monika Mansour in Luzern, Ina Haller in Aarau,

and Paul Lascaux' inspectors are busy fighting crime in Bern.

Bookseller Regine Frei in Bern also

writes local crime fiction in her spare time.

The aim of all these novels: thrills in a familiar setting.

Switzerland's sometimes boring, uneventful side

is shaken up a bit in crime fiction.

But you can shut the book again.

No reader would want

a real-life murderer running around the place.

But when it happens in a book it's great,

you can shut the book in the evening, case closed.

Which benefits Christof Gasser, too.

Last year he sold more paperbacks than any other

Swiss author.

Local crime writing satisfies a need of our times.

Today, in our fast-moving, globalized world,

people are probably looking for something familiar, something

they know, and regional crime fiction gives them that, among other things.

For writers such as Christof Gasser, the outlook is rosy:

local stories are a rich source of inspiration

for a lot more crime fiction to come.
