Ladies and gentlemen,
Negotiations with OSCE Secretary General Thomas Greminger were held in a constructive manner and were very informative, as were our previous meetings. Today we met for the fourth time this year.
Russia has consistently advocated enhancing the OSCE profile in international affairs and strengthening its authority as a platform for productive, equal dialogue and interaction.
The Secretary General and I expressed the common opinion that the Organization's creative potential is in demand in order to restore confidence in the Euro-Atlantic area, prevent the emergence of new and erasing existing dividing lines, and find collective responses to common security challenges.
We are also convinced that the strategic goal of the OSCE participating States should remain the implementation of agreements reached at the summit in Astana in 2010 on building a comprehensive, cooperative and indivisible security community.
In this vein, we discussed preparations for the meeting of the OSCE Ministerial Council, which will be held in Milan on December 6-7 of this year. They touched upon the current administrative and budgetary aspects of the Organization's activities.
For our part, we stressed the importance of moving along the path of the reform of the Organization, including the development and adoption of its charter, the correction of thematic, geographical and personnel imbalances. We spoke in favor of further strengthening the role of the OSCE in the fight against terrorism, drug trafficking and threats in cyberspace.
We also reaffirmed the need for greater attention on the part of the OSCE and its relevant institutions to ensuring media freedom and protecting the rights of journalists.
In addition, we want the OSCE to help advance large unification projects, including the conjugation of various integration processes in our common vast Eurasian space.
Moscow also hopes that among the Organization's unconditional priorities on the humanitarian track will be such pressing issues as the protection of traditional values, the fight against manifestations of neo-Nazism, Christian and Islamophobia, attempts to rewrite and falsification of history, which causes great concern, because the facts are multiplying .
We reviewed in detail the activities of specialized OSCE institutions such as the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities and the Representative on Freedom of the Media. Russia is convinced that their work should be balanced, transparent and line up strictly in accordance with the approved mandates, without double standards.
We drew attention to the remaining deficiencies in the ODIHR election observation activities. In addition, it is long overdue to change the methods and practices of the work of this Bureau, which should be guided by the interests of all the participating States without exception and not try to apply unilateral approaches.
We appreciated the Organization's efforts in the Transnistrian and Nagorno-Karabakh settlements, at the Geneva discussions on stability in the South Caucasus, as well as the OSCE activities in the Balkans.
We discussed in detail the prospects for a political settlement in the east of Ukraine, based on the absence of an alternative to the full and consistent implementation of the Minsk "Set of Measures". We considered ways to increase the effectiveness of the OSCE Special Monitoring Mission in Ukraine, whose work Russia actively supports.
We also drew the Secretary-General's attention to the fact that the Kiev authorities are continuing to thwart the implementation of the Minsk agreements and urged to more closely monitor and give an objective, principled assessment of Kiev's destructive actions to encourage mass violations of linguistic, educational, religious rights and freedoms at the legislative level.
I stress once again that such steps contradict not only Ukraine's international obligations, including those undertaken within the OSCE, but also the Constitution of the Ukrainian state itself.
We will continue negotiations for a working lunch. I thank Mr. Secretary-General and his team for a very frank, business-like and substantive conversation, which will certainly be useful for preparing for the meeting of the OSCE Ministerial Council in Milan in early December.
