Good afternoon, dear colleagues,
We, like last year, meet here, in the capital of the Primorsky Territory, to discuss the issues of social and economic development of the Far East.
We will evaluate how the previously adopted decisions are performed and what new benchmarks we need to identify in joint work.
I will not now dwell in detail on the results that have already been achieved since 2013, when we started to develop the Far East closely.
You know that a lot has been done.
I would like to thank my colleagues who have been carrying out this work in recent years.
And I emphasize: relying on the foundation already achieved, we need to move on, do more.
The main directions for the short and medium term, we determined in July at a meeting with members of the Government.
Now we will examine in detail the key issues with the participation of the leaders of all the Far Eastern regions.
I count, dear colleagues, that you are extremely detailed, frankly identify the problems, as well as your position on the formation of national projects, provided for in the May decree.
This work has not yet been completed, and the more important it is to discuss today those specific issues that are priority for the Far East.
I would also like to hear, in general, in what volume the measures for the outstripping development of the Far East are envisaged in the projects.
Whether special measures are planned for the liquidation of accumulated backlogs, how many funds are pledged.
At what pace will the goals be achieved, are there any problems, the solution of which is delayed and why - it is necessary to understand the reasons.
We must do everything necessary so that people in the Far East can realize themselves, their talents, their life plans,
be in demand, receive a decent salary, live in comfortable conditions, have access to quality services,
do not consider the problem a long distance.
Dear colleagues,
Our most important priority is the solution of demographic problems, stabilization, and then the growth of the population of the Far East.
We know that the migration outflow from the region is gradually decreasing, but the fact remains that people still leave after all.
Last year, from here went to 17 thousand more than it came.
It is of particular concern that 70 percent of those who leave are people of working age.
This is against the backdrop of economic growth in the macroregion and a large need for cadres in the Far East.
The conclusion is clear: people do not like today's conditions for life.
The Far East is still behind, there are still many problems.
This is low housing security, high-quality health care, education, communication, lack of modern facilities for culture and sports, poor transport accessibility, lagging in the improvement of cities and towns.
Taking into account the plans that are currently being implemented, new industrial facilities are expected to increase the need for qualified specialists by the middle of the next decade.
And this issue must be solved, of course, now, and in complex.
Develop a system of vocational education, create preferences for those who would like to move to the Far East, and, of course, comfortable conditions for all who already live on this land.
Let's discuss what additional measures should be taken, including to support employers who create jobs in the Far East, invest in training.
I would like to draw special attention to: now the life expectancy in the Far Eastern Federal District is little more than 70 years.
This is lower than the average for Russia.
A very disturbing indicator is high mortality in working age: its level is also higher than the average Russian.
Reducing mortality is a major task, and I ask the Ministry of Health, the Government as a whole to act more resolutely and effectively, especially in the development of health infrastructure, drug provision.
What else do I draw your attention to?
Now the fertility rate in the Far East, and this is certainly a plus, slightly higher than in the whole country, but this is not enough.
In the Far Eastern regions, we need to reach a level of sustainable natural demographic growth.
The government has already been instructed to work out special measures to support the birth rate.
We are talking about increased payments for the birth of the first child, the allocation of funds for the birth of the second child, as well as a reduced rate of mortgage lending for families with children.
All these proposals need to be taken into account when preparing national projects, the implementation of which will begin next year.
Dear colleagues,
In the Far Eastern regions, economic growth centers have been identified, where additional social infrastructure will be created.
This is almost all key cities in the region, leading industrial, scientific sites.
To implement social development plans in such centers until 2020, more than 50 billion rubles are allocated from the federal budget.
They must be invested with the utmost efficiency, so that new schools and hospitals, cultural and sports facilities can work.
The construction is a big one, and here it is important to maximally de-bureaucratize administrative procedures, create incentives for the work of companies that are able to solve responsible state tasks.
I will also remind you that the next winter Olympic Games will be held in 2022 in Beijing, and the summer ones in Tokyo.
Our Olympic teams must successfully prepare for these important starts.
The government together with the regions need to work out the issues of construction and reconstruction of sports facilities in the macroregion and submit their proposals.
I would like to emphasize once again: not only individual territories, but the entire Far East should go out ahead of the growth rates both in the economy, in the social sphere, and in demographic development.
At a meeting in July, it was proposed that up to 5.5 percent of the total investment expenditures of our state programs be directed to Far Eastern projects.
Of course, we need to practically come to this solution, we need to do this, we need to reach this level, but with the support of decisions on the creation of such facilities by the branch federal bodies, as well as the availability of design estimates.
And most importantly - the readiness and ability of regions and municipalities to ensure the maintenance of new facilities.
Another important and vital task for the residents of the Far East is to increase transport accessibility.
For several years we built a system of inexpensive subsidized air routes to the Far East.
Of course, not all problems have been solved, but still many people have already felt the changes.
It is necessary to continue to carry out in detail the systemic organization of available air transportation, other passenger routes to the Far East.
The same systematic approach should be in the sphere of regulation of the most important tariffs for electricity, heat, gas, water.
Here we need a transition to a long-term regulation model so that the business can build its investment plans, everyone understands this, and the regions, municipalities - their budgets, the costs of maintaining social and other facilities.
Dear colleagues,
The outstripping development of the Far East is a task of a national scale, I have repeatedly said this.
All should act actively, with full dedication, not to delay, not to dilute the content of decisions already taken.
I ask you to inform me today how these instructions are being executed, not only on the basis of the results of the State Council presidium, which took place a year ago, but also on the development of the Far East as a whole.
