South Korea, U.S. continue to have strong relationship: Haley - Duration: 1:48.
The U.S. Ambassador to the UN has been talking about Washington's special ties with South
Korea as the allies continue to work on a solution to the North Korea issue.
Nikki Haley also drummed home the importance of keeping tough sanctions on Pyongyang to
encourage the regime to abandon its nuclear weapons.
Lee Seung-jae has more.
Speaking to reporters at the UN's headquarters in New York on Wednesday,... the U.S. Ambassador
to the United Nations, Nikki Haley, reaffirmed the strong ties between South Korea and the
U.S.,... saying the two nations will continue to have "a strong relationship, a strong working
relationship."
Haley also confirmed that President Trump will meet with South Korean President Moon
Jae-in on the sidelines of the UN General Assembly later this month.
On North Korea sanctions,... Haley said they were important,... because they are the "only
way" they can "get the attention of North Korea."
She added the world can take comfort that Pyongyang has not tested nuclear weapons or
ballistic missiles since the dialogue began.
In response to President Moon's special envoy meeting with North Korean leader Kim Jong-un
in Pyongyang on Wednesday,... the U.S. State Department said an improvement in inter-Korean
ties must be accompanied by progress toward North Korea's denuclearization.
The State Department has also been stressing the importance of sanctions on the North,...
as they noted the UN's import quota on refined petroleum products to the North has already
been surpassed . An official said that while refined oil Russia
and China sold to North Korea was well under half the annual cap,... the actual amount
was much higher due to the illegal ship-to-ship transfer of goods to the North.

Film Courage: What comes first the budget or the script?
John Paul Rice, movie producer: Script.
The script dictates the budget.
The script is your heart and soul, the spine of the whole thing that you're going to
build off of the foundation of everything that you're going to lay on top of it and
if you have money first and you're writing to the budget of that, I think your creativity
is paramount.
And the dealing within the realities of what resources are available to you and then you
start talking about money and how you're going to fulfill that vision but if the vision
is coming from a monetary...me personally...I've had more money on some of my other films,
didn't mean I did a better job producing.
In fact my third film MOTHER'S RED DRESS, I had more money than any of the other ones
and it was my worst job producing/
Film Courage: Why?
John: Because I thought that by having more money to pay more money to each position and
person that was working on it I was just going to get better talent and therefore I took
my better part of myself out of the equation just that it was going to be solved by money.
And I learned a very valuable lesson on that.
We got the film done and everything was great and it worked out fine but I saw dollars and
that I could get this kind of DP and it didn't translate into success for the project.
In fact the person that I brought on once that DP left the project for another project
in the middle of shooting, I brought in somebody else that had less equipment, less experience
and he did a fantastic job because his motivation was correct.
So if you look at it from this standpoint, if you have money and you're going to pay
people right?
We all want to get paid and we've got to work to live and all that but if that is the
focus first then I think that you're doing the opposite.
It's like Okay we've got a marketing campaign we can do now let's find a script if that's
the kind of content that we want to sell as opposed to what comes from within.
Film Courage: Do you think you didn't screen the people properly because they were so ready
to take the paycheck that you didn't see the commitment in them?
John: I think it was a combination of that and just thinking that maybe I was trying
to...I think I took my vigilance off and not qualifying people a level...I had a great
time working with all of those individuals but I could have avoided a lot of problems
had I done better vetting of my cast and my crew.
That's not to say I regret any of it because it was a learning experience and we got a
film done and we did a really good job with it and it impacted a lot of people but in
terms of my job as a producer, I stepped away from certain things and just figured they
were going to take care of themselves because I had more money, that was a mistake I made.

South Korea's special delegation return home after hand-delivering president's letter - Duration: 2:05.
Let's start with the South Korean delegation,... which spent most of yesterday in Pyongyang...
They are now back in Seoul after meeting North Korean leader Kim Jong-un for discussions
on the upcoming inter-Korean summit and denuclearization of the peninsula.
Let's speak to our presidential correspondent Shin Se-min who's standing by at Cheong Wa
Dae.
Se-min, no official announcement on how the trip went yet,... but we do have some details...
Morning, the five-member, high-level South Korean delegation returned home late Wednesday
evening,... after spending close to twelve hours in Pyongyang.
As you mentioned, South Korea's presidential office confirmed the delegation met with North
Korean leader Kim Jong-un on Wednesday and President Moon Jae-in's special envoy Chung
Eui-yong, who led the delegation, hand-delivered a letter to Kim from the president.
We don't know the contents of that letter.
Mark,... despite the delegation being back in Seoul,... little is known about their trip
so far.
We don't yet know what the delegation discussed with Kim or whether they have finalized a
date and agenda for this month's scheduled inter-Korean summit.
But-- as we can see from these photos -- there were plenty of smiles on the South and North
Korean sides, even from Kim Jong-un himself -- leading many to speculate the visit went
well.
The hope is the two sides agreed on all the summit-related matters and perhaps even made
a breakthrough on denuclearization.
That status update, the presidential spokesman said, will take place today, and will be given
by the president's special envoy, Chung Eui-yong.
Many are expecting it to take place this morning... so within the next few hours.
We'll keep close tabs on it and bring you the latest once we have it.

Japan's Hokkaido rocked by magnitude 6.7 quake - Duration: 0:37.

A powerful earthquake measuring magnitude-6.7 has hit Hokkaido, causing walls to collapse
and sparking black outs.
The U.S. Geological Survey said Thursday's tremor struck just over 100 kilometers southeast
of the city of Sapporo at a depth of 66 kilometers.
No tsunami warning was issued.
Local police say people are trapped under collapsed buildings, but there are no reports
of any casualties yet.
The quake came shortly after parts of southern Japan were battered by the strongest typhoon

Good day guys Austin here and in this one today
We're playing a few our PCs three games now
In other words were playing PlayStation 3 games on our PC now
I asked you what games you wanted me to test and this one was tip of the iceberg. So here we are
I've loaded it up. I'm using the latest build I'll link the build in the description down below that I used
It's from the official website. It's not no hat. No slash nothing like that. I'm loading it up
The only thing that I've ticked that's other than normal is that I've put right color buffers. That's it again
I'll link all that in the description what I've actually done
everything else is completely stock and what I wanna see is how far this is progressed right now and already
A long way look at that

So from what I can see the games run in what seems to be full speed but were obviously missing frames
At the moment were rendering 9 frames per second, but the game seems to be running full speed
That is a lot better than last time
Visually this now looks Nayan perfect
Of course, we have written this at 720p as the original game was it seems that I haven't tested it yet
But he seems that in the past if I change the resolution it just crashes all the time
This now looks not just non perfect, but very stable as well

Haven't got much shade of cash put into this. So I don't know how story this will be guys as you can see now
It's I have tested this a few times obviously and I probably should have cleared my shady cache before I tested this now
But we're in the deep end
We live life on the edge from the edge of my seat right now whilst I watch this unroll in front of my eyes
So sound is beautiful
Visually, it's looking beautiful. I'll be at 720p
We do live in the age where we can do at least 1080, but it has been a troublesome game in the past
So we have to live with our limitations
but
This is such huge progress compared to last time

It is obviously tax in my system more or less all cause but it's not limiting my system
money using 50% of my GPU and
I'd say on average probably about 60 to 80% of my CPU
So I'm guessing the bottleneck at this point is in the emulator itself. Obviously expected
It's very early days, especially for this which will be more than likely the holy grail of PlayStation 3 emulation
Now when I've tested this in the past
I've grinned and Burdett spent at about half an hour to get to this point, obviously now we're running full speed. It's much better
But this is where it crashed. Is it gonna get through
No, it doesn't seem to be the way so it looks like we've still crashing in the same spot
Sometimes I can get further on with this

But it always seems to crash somewhere along the train journey and it seems that one hasn't been over come yet

But I'm guessing that it's the emulator itself, which is bottlenecking. Like I said earlier

Not on our system for system lower spec higher spec all seem to be getting it around about the same frames per second
So there's gotta be a bottleneck somewhere
Now I saw the mood found anyway, as he was going down. I haven't got much shade of cache done in this place. So
The will be stutters from time to time. It's just the way it is it
Modern emulation. I'm afraid the way that drivers work on GPUs
It just means that we've got to put up with the shader cache issue at this moment until someone comes with a better idea

It's actually witchcraft and the guys over RPC s3 even to get to this stage have
Overcome so much it is unbelievable. The agile progress that has happened within this emulator over the last year has been
Absolutely remarkable each time. There's a new development which is almost by the day
There is new games working. There is new strides forward. Of course, they'll be lols why they overcome certain
and I know issues within certain games why they implement new features, which may become troublesome there may even be
regression with certain games and I'm sure even
This game right here it there is probably a build of the emulator which is far more compatible
Giving you better frames per second and all that kind of good stuff
But for me when I'm doing my tests and all these games and all these systems with all these
Emulators I try to keep it to the most up-to-date the most
Well, basically the emulator that you guys would use if you was to download it right now as there no research
No, nothing. You just want to play see what happens. That's exactly what I'm doing right here. And
Hopefully it gives you the impression of what to expect when this kind of stuff happens. Sure
I'm kind of playing this to some people standard on a supercomputer
And that is the way it is right now ps3 emulation as a long way to go a long journey
it has to start somewhere and
hopefully we can get to the stage where those system resources the
Requirements the minimum level to be able to emulate this system will decrease like we see with Citra about six months ago
You needed what a 4 gigahertz processor to play 3d s games
Unbelievable and within that six months they've managed to get it down to where you can almost play it on a think pad

Emulators and others I can do is praise each and every one of them for the hard work the dedication
And the commitment to the cause so we can play these games on whatever we want to play them on at whatever resolution

Florida's toxic red tide is a perfect storm for the Gulf Coast - Duration: 7:48.
JUDY WOODRUFF: The growth of an algae known as red tide has exploded in Florida this year,
growing bigger and lasting longer than years before.
It has killed huge numbers of marine life and dealt a hard blow to the Gulf Coast economy.
As William Brangham reports from Sanibel Island, there are many causes driving this red tide,
including warmer waters tied to climate change.
And there are other questions about what role humans are playing.
It's part of our weekly series on the Leading Edge of science, technology and medicine.
WILLIAM BRANGHAM: This is now a typical morning on Florida's Gulf Coast, not a tourist in
sight, just work crews cleaning up the daily toll of dead fish.
They were killed by red tide, an almost annual bloom of algae in the Gulf of Mexico.
At high levels, the algae release a neurotoxin that's deadly to marine life.
It poisons them or makes it so they can't breathe.
But this year's bloom, which actually began last fall, has been particularly bad.
WOMAN: It now spreads across 130 miles of coast.
MAN: Thousands of dead fish floating along Lido Beach.
MAN: This red tide bloom is being called the worst in more than a decade.
WILLIAM BRANGHAM: In the last few months, red tide has killed dolphins, sea turtles,
manatees, even a 26-foot whale shark.
DR.
HEATHER BARRON, Veterinarian: Definitely some deformities here.
WILLIAM BRANGHAM: Veterinarian Dr. Heather Barron runs the Clinic for the Rehabilitation
of Wildlife on Sanibel Island.
These baby loggerhead sea turtles just came.
Barron suspects that they or their mom was poisoned by the red tide.
DR.
HEATHER BARRON: There's probably not a whole lot that we're going to be able to do for
them.
WILLIAM BRANGHAM: She says they have seen four times the number of sea turtles poisoned
by red tide this year.
DR.
HEATHER BARRON: It is overwhelming and catastrophic, the number of patients that are coming in.
We have had as many as 100 patients come in, in two days, all affected with red tide, way
out of the ordinary.
And so, when that happens, one of the things that you sometimes have to do is be able to
triage those animals and decide who are you likely to be able to save, who needs help
the most, and who are you probably not going to save regardless.
WILLIAM BRANGHAM: This pelican came in near death several weeks ago.
But after intensive treatment, he seems to be turning the corner.
So too are these sea turtles.
DR.
HEATHER BARRON: I think even if you're not a bunny hugger, like I am, even if you don't
care about the wildlife, you should care about what that means for your health and your children's
health and your pets' health and your food supply's health.
It's not just wildlife that is going to be affected by this.
WILLIAM BRANGHAM: While the red tide is obviously devastating to wildlife, it's also difficult
for humans as well.
The toxins emit a terrible smell.
They burn your eyes.
They burn your throat.
And, as you can see, nobody is on these beaches.
Florida's red tide has been brutal to tourism, blanketing more than 100 miles of Southwest
Florida.
Here on Sanibel Island, the Chamber of Commerce estimates $11 million in lost income in just
the first half of August.
TRASI SHARP, Over Easy Cafe: We're probably off about another 45, 50 percent of what we
usually do this time of year.
WILLIAM BRANGHAM: Trasi Sharp owns and runs the Over Easy Cafe.
It's a small breakfast and lunch spot in Sanibel just a few blocks of the beach.
TRASI SHARP: Somehow, we will get through this.
We're hoping it doesn't last at this pace for too long, but it's scary.
BEN BIERY, Charter Boat Captain: You couldn't drive 100 yards without passing 1,000 or 10,000
dead fish.
WILLIAM BRANGHAM: Ben Biery is a charter boat captain on Sanibel.
He makes his living taking tourists out to fish and picnic and swim, things that many
people just don't want to do right now.
BEN BIERY: I know that, as captain, my business for the month of August was down somewhere
around 80 percent.
WILLIAM BRANGHAM: Eighty percent?
BEN BIERY: Yes.
I don't think there's anyone that's in the tourism business in our area right now or
in any business that's on the water that isn't -- isn't really suffering right now.
WILLIAM BRANGHAM: In fact, things have been so slow for Biery, that he's volunteered his
boat to scientists who are studying the red tide, like his friend Dr. Rick Bartleson.
Bartleson is an ecologist with the Sanibel-Captiva Conservation Foundation.
He's checking the water at various spots, measuring the concentration of red tide cells.
He says, with a usual red tide, one that will kill some fish, you would see 100,000 to 200,000
red tide cells per liter of water.
But this year, the red tide has been 10 times worse.
RICK BARTLESON, Sanibel-Captiva Conservation Foundation: Instead of 200,000, we're seeing
two million or 20 million cells per liter.
WILLIAM BRANGHAM: I mean, that's a huge jump up.
RICK BARTLESON: Right.
The other day, we saw 40 million cells per liter at a kilometer off the coast.
WILLIAM BRANGHAM: While the red tide has been disastrous for the Gulf, this summer, it's
been compounded by a bloom of blue-green algae in Florida's freshwaters.
It's created a perfect storm for fish, wildlife and humans and it's leading some to wonder
if one is exacerbating the other.
STEVE DAVIS, Everglades Foundation: You can see the green algae here on the Cape Coral
side.
WILLIAM BRANGHAM: The Everglades Foundation's Steve Davis took us along the Caloosahatchee
River about 70 miles east to show us one source of the problem.
For thousands of years in Florida, water flowed down into Lake Okeechobee, where it flooded
out and south through Florida's Everglades marshes.
But as farming expanded around the lake, Lake Okeechobee was dammed up, forcing that water
to the east and to the west.
STEVE DAVIS: The massive volumes of freshwater that are released from the lake to the Caloosahatchee,
they result in harm.
WILLIAM BRANGHAM: Davis says this causes two problems.
One, that freshwater kills crucial habitat that needs saltier water.
And, two, that water is so polluted with runoff from farms and towns, that it could be delivering
a huge nutrient boost to the red tide.
STEVE DAVIS: When you think about red tide, it's really another bloom of algae, but offshore.
And these blooms of algae, they require large loads of nutrients in order to sustain themselves.
And it's kind of like thinking of a wildfire that requires fuel in order for it to continue
burning.
WILLIAM BRANGHAM: Davis and others argue water needs to again flow south, like it once did,
to address both the blue-green algae and any potential impact on red tide.
But the powerful agricultural industry in Florida has successfully stymied these efforts
before.
NARRATOR: It's killing sea life, battering our economy, and making people sick.
And it's fair to blame Rick Scott.
WILLIAM BRANGHAM: And now, ahead of the midterm elections, water quality is a central issue.
NARRATOR: A hundred million dollars from water protection.
TRASI SHARP: We need the state and federal help.
There's industry and farming that dumps into the waters of Okeechobee, but also it's on
everyone, fertilizers in people's yards, the dumping of waste of various companies along
the river.
We just need to do something, or this is going to last generations.
BEN BIERY: That's all I care about this election, is I want people that are going to get out
here and do something and make things better, that are going to make it possible for me
to continue to do what I love for a living.
WILLIAM BRANGHAM: A strong storm or cold front could break up this current red tide.
And Tropical Storm Gordon, which just passed over Florida, may have done just that.
But it's just a few months until the next potential bloom reemerges from the Gulf.

we have the Hypericum Sunny Boulevard. This here is actually two shrubs that we planted
We wanted to create kind of a larger presence here in the landscape
Typically the Hypericum Sunny Boulevard gets to be about three feet tall and three feet wide
It's mid July right now and it's blooming
Tons of it are actually just starting to bloom
So the color you're seeing is the beginning of the bloom cycle and it's just loaded with buds
So there's a bunch more blooms coming
We'll go in for a closer look so you can see what the flowers actually look like. To me they look like little daffodils
But actually it's more of a summer bloom. Just look at the wispy the wispy centers
there. Such a pretty delicate little flower, but
masses of them this plant attracts native bees humming birds butterflies

Early this year the Legislature passed a bill that created new options for GET customers
Keep in mind that these adjustments only apply to unused units that were purchased before July 1 2015
and any units that were added to accounts during the 2017 rebasing
These options are: roll your GET account into the new DreamAhead College Investment Plan at a special unit cash value
keep your savings in your GET account and potentially receive additional GET units or
Refund your GET account or roll it over to an out-of-state 529 plan with no program penalties
So let's take a closer look
The first option allows you to roll your GET accounts over to DreamAhead at a special unit cash value of $143 a unit.
This is different from the standard GET unit payout value. The incentive will be available beginning June 15
2018 and will last for 90 days
All rollovers made before or after this 90 day period will be at the standard GET payout value
The rollover process can be done easily through your online account
Remember that this only applies to units purchased before July 1 2015 and any units added during their 2017 unit rebasing
Units purchased after that date will pay out at the standard GET unit payout value
note that if you choose this option you will be closing your GET account and moving your funds to a 529 plan that
Works much differently from GET. DreamAhead as an investment based 529 plan an account owners assume all risk

The second option allows you to keep your GET account
After the 90 day GET to DreamAhead rollover window closes, and before March 1st 2019
We will make up to two account adjustments for customers that stay in GET
The first adjustment is for GET accounts with higher priced units
If your average unit purchase price is higher than $117.82
Then we will add additional units to your account. To make this adjustment
we will take your average unit price and subtract $117.82
Then we'll multiply that number by the number of eligible units you have
We'll then divide this total by the current $113 unit price. The result will be the number of units
we add to your account. If you have a custom monthly plan
the calculation will be based on payments you made before July 1 2015.
The second adjustment will apply to all remaining GET accounts with units purchased before July 1 2015
After the first adjustment GET's funded status will be remeasured
This is a measure of GET's ability to meet future obligations
If the funded status is above 125% when we measure it, we will add more units to all eligible accounts
We won't know how many units will be added until the funded status is measured
However, the bill states that accounts cannot receive greater than 15% more units as a result of this adjustment
The third option allows you to refund your GET account or roll it into another 529 plan without paying program refund penalties
This temporary option has been available since September of 2015
And will last until the end o f the 90 day GET to DreamAhead incentivized rollover window
If you choose this option, you will receive either your original contributions or the standard GET unit payout value
Whichever is greater. We strongly advise you to consult IRS Publication 970 and a tax advisor about potential tax implications
